After much head scratching with Dave, I am pleased to announce the Cabinet...

Amanda Noon is appointed as Fleet Commander, Fleet 1
Cale Reilly is retained as Fleet Commander, Fleet 2
Jim Hosick is retained as Fleet Commander, Fleet 3
Robert Spicer is retained as Fleet Commander, Fleet 4
Steven Sigle is retained as Fleet Commander, Fleet 5
Terry Calvin is appointed as Fleet Commander, Fleet 6

Katherine Dedul is retained as Academy Commandant
Helen Hosick is retained as Personnel Director
Lee Bridgeford is retained as Engineering Director

The quality of candidates was exceptionally high, so no-one should be disappointed that they did not into the cabinet. There are plenty of government positions that will need your knowledge, skills and enthusiasm, and there will be the opportunity for anyone to get involved with the challenges and opportunities we face.

Once I have spoken to everyone in the Cabinet, I will be publishing an agenda for the next 3 months of what we want to accomplish for you, the members of the club. From this agenda, each department/fleet will then be able to explain how they will contribute to it in their own department/fleet agendas.

Also, those observant amongst you will notice that no-one has been appointed as IDir. This position will still be filled, but I need to find someone who is interested. If people want to apply for this position, they can do so, but please do so as soon as possible.

Let's all look forward to a MAD few months :)

"The other reason I took this job was so I could do really cool stuff like this."

Two terms back, Andrew Robinson promoted someone to Fleet Captain for their services to the club, which he elegantly described has being "a commitment born of love". That promotion clearly laid out the commitment and contribution to the club above and beyond the usual requirements that the person had demonstrated.

Since that promotion, this particular individual has served as both Vice President and President for two consecutive terms, along with being FComm 3 and the CO of Outpost 42. Coupled with his contributions that lead to his promotion to Fleet Captain, this shows not only a keen commitment to the club, but one that has stood the test of time and spanned numerous years.

This individual, of course, is Anthony Martin.

Those who have had any dealing with him will know of his fantastic ability to be impartial and impeccably fair - qualities that I am quite honestly jealous of. I, along with others in the club, have sought his experience, wisdom and friendship when dealing not only with STF matters, but RL ones as well. Quite simply, if anyone is to be a role-model for the future generations (and perhaps even us older generations) of STFers, he is the most suited individual.

Tony, I am sure there are times where you want to smack our heads together, but instead you calmly deal with us in a manner which we all can learn from. Thank you for your efforts to the club over the many years since you joined and, more importantly, thank you for being an awesome friend.

Oh... I almost forgot. Fleet Captain Anthony Martin is hereby promoted to the rank of Commodore, with all the rights and privileges of the rank.

"It looks like seawater penetrated into the central access shaft, and now the pressure's pushing it up thru the core of the ship. We're flooding from the inside."

Since the departure of Cordell, who was both CO and GM of Corvan V, the posting rate on the ship has dramatically decreased (to the point of there being 3 posts in the last week) and all bar 2 of the crew have not posted in the last week (and only 3 in the last 2 weeks). Further to that, the initial call for applicants to be CO did not yield any positive results, and the GMDept have been unable to find a GM for her.

Therefore, taking the advice of Fleet Commander 4, Corvan V will be decommissioned on 16 Jan 10. This will give the Fleet Commander time to inform the crew, and for the crew to wrap up any plot lines they wish to. As it is an Alt RPG, the crew members should either have another character elsewhere, or know the process for finding a new ship. That said, the Fleet Commander is to ensure that when he notifies the crew that he reminds them to use the PDept should they want to move their character.

Due to John RL's ongoing connection issues, he has stepped down as CO of the USS Apollo. Based on the recommendation of the Academy Commandant, and the fact that she's been doing a great job as aCO, Lindsay Bayes is appointed as CO, USS Apollo.

A few days back, William Kappler posted a note (http://www.star-fleet.com/webb/node/356252) which I consider to not only be non-constructive, but also effectively accusing members of government of being deceitful. The complaints I have had about the post describe it as 'trolling' which is not a word a like to use with STF, as I want to believe that every member of the club is above such an act.

I've been mulling this over for the past couple of days, having read the post in question a couple of evenings back and, as far as I can see it, I have two options. The first one being what I consider the right thing to do, and the second one being what I consider to be the easiest thing to do. I am not one to shy away from the right thing to do, even if it puts a few noses out of place. Hopefully, however, those involved will make that choice as easy as me just ignoring this matter.

Therefore, William Kappler is banned from all 'government' boards (i.e. command, departments and MAC) for a period of 14 days (until 5 Mar 11). William, use this time to think through what you have said in Command lately and, in particular, how it is detrimental to cohesiveness of the club.

Yes, it's that time of the term. Unfortunately Larry is too busy next month to be EC, so he has forced me to find someone else. Fortunately Jen Herr has kindly offered to do so, but only if I'm AEC... bugger.

Therefore, Jen Herr is the EC for the forthcoming Presidential Election. Jack Dipper is the AEC.

Please ensure an election timetable is posted in Command as soon as possible. Internet Department, please open the Election Ship.

Unfortunately, the USS Endeavor has been struggling to remain active over the past few months. With Amber going on eLOA, posting has all but stopped. Therefore the USS Endeavor is to be decommissioned on Sat 5 March. This gives time for the crew to wrap up any loose ends. FComm 5 is to liaise with the PDept to ensure that all personnel wishing to transfer to another ship are given the chance to do so.

Based on the recommendation of FComm 1, the crew of the USS Victorious will be merged with the USS Aztec. The USS Aztec will remain commissioned, whilst the USS Victorious will be decommissioned.

My thanks go to Amanda and Kenson for working out the dynamics of this merger. Hopefully this will provide a new lease of life on the USS Aztec.

As there is a mission finishing on the Victorious, this edict will take effect on 2 Apr 11, prior to the end of this term. This should give the GM and crew sufficient time to wind things up.

My first promotion edict goes to someone who has always worked hard behind the scenes. Her dedication to the club cannot be faulted. Recently, she had to resign as FComm 2 because of RL commitments, however with my search for a new one not being fruitful, and with us being close to the end of the term, she continued to run the fleet without being asked to do so.

Because of her devotion to the club, Cale Reilly is promoted to the rank of Fleet Captain, with all the privileges and responsibilities of that rank.

My next promotion edict goes to someone whose enthusiasm cannot be faulted. Over the past 2 years, he has revamped a majority of the MOTDs in the club, and has even started to make sure they are validated (yes, I?m pedantic!). On top of that, he has been coming up with ideas for the WeBB (once we get on to D6!) aiming to improve the features we have.

Because of the large impact he has had on how the club looks, Ed Brough is promoted to the rank of Fleet Captain, with all the privileges and responsibilities of that rank.

As well as those that are in government, there are those that sit quietly in the background working fervently hard to improve the club. One such example is the CO of an Academy ship who is, ultimately, responsible for training of the next generation of Captains. One individual in particular has been recommended by the Academy Commandant for promotion.

In the words of the Academy Commandant:

?She has been a CO on the Discovery for a while now, since before I was made Commandant and I know whenever I have to bring an issue to her attention, I can rely on her to address it reasonably and quickly and she doesn't take things personally (which I greatly appreciate). She is a consistent and positive influence in the Academy, she always responds promptly to XO exam submissions as tutor. She always has a positive attitude and very easy to chat with, I can't think of anyone more deserving.?

Because of this fantastic attitude in training our newest members, Robin Bird is promoted to the rank of Fleet Captain, with all the privileges and responsibilities of that rank.

The next promotion edict goes to someone else who has an important role to play in relation to new members. Since taking over the Personnel Department, she has transformed it from a department that was barely ticking over, to one of the most effective departments in the club. She has strived to eliminate any wasteful process that were being done to reduce the work load on her staff, and provide a better service to the membership.

At the same time as being positively proactive in the department, she has ensured that her RPing has remained the top of her priority, putting a large amount of focus on Outpost 45 (although purple? ? really?) and stepping in as the XO of Outpost 42 during Tony?s LOAs.

For her hard work and positive attitude, Helen Hosick is promoted to the rank of Fleet Captain, with all the privileges and responsibilities of that rank.

Whilst I am on the Hosick family, there is another person who is equally dedicated to the club, and has put a large amount of effort in getting Fleet 3 up to a fantastic standard and organising the fleet wide sim. On top of that, he has improved the AWOLs in the Fleet to make it the 2nd best fleet in the club (based on number of AWOLs).

Again, for his hard work and positive attitude, Jim Hosick is promoted to the rank of Fleet Captain, with all the privileges and responsibilities of that rank.

Congratulations! As both of these promotions have happened at the same time, there should be no rank pulling in the Hosick Household! (It also saves me an edict number ).

The final promotion from Captain to Fleet Captain is for another FComm who has been working hard in the background and has made a fantastic improvement in her fleet. On top of that, she recognises the need for the club to discuss the options available in Command, however when a decision has been made in Command, she will fully support it even if she does not agree with it. On top of that, when she is asked to fulfil a decision, she never uses the excuse ?because the President told me to?; she will always take ownership of the task, which demonstrates good leadership and, more importantly, followership.

For her hard work in the fleet, and her fantastic ability to work as part of the team, Terry Calvin is promoted to the rank of Fleet Captain, with all the privileges and responsibilities of that rank.

The next person has only joined the cabinet at the beginning of the year, however she has made an impressive impact to the fleet she has commanded, making sure each ship was crewed to the requirements laid out in FCOMM, working with the COs to resolve issues, and for getting her AWOLs down to an impressive 10%, meaning that her Fleet was outperforming every other fleet in that area.

For her hard work, and her agreement to step into the breach 3 months ago, Amanda Noon is promoted to the rank of Commodore, with all the privileges and responsibilities of that rank.

And now for the final promotion.

A couple of edicts ago, I lied where I said that it was the last Captain to Fleet Captain promotion as, believe it or not, this individual is still a Captain.

Throughout the term, this individual has focused his attention to the GM Department and the big issue that the club was facing (the shortage of GMs). He has worked hard to fix this in the short term (by GMing pretty much an entire fleet of ships) as well as putting in a plan for the long term solution to the problem.

Then, he did something really, really silly. He agreed to be my Vice President when I took over as President. Throughout the last 3 months, he has worked hard to keep a lot of the minor stuff away from my inbox and tried to resolve it at the appropriate level. He has also provided me with his advice when I have asked for it.

In my opinion, David Wonderly has shown that he is worthy of the rank of Commodore, however I am not allowed to promote him to that rank; he?ll just have to work a bit more!

Therefore, David Wonderly is promoted to the rank of Fleet Captain, with all the privileges and responsibilities of that rank.

With the promotions over, I would like to make a few thanks to those who have also worked hard this term. Lee Bridgeford as the Engineering Director, Kat Dedul as the Academy Commandant (and also being subject to the many deaths I impose on her), Steve Sigle in Fleet 5 and Bob Spicer in Fleet 4.

Most importantly though, I want to thank all of you for the hard effort you have put in over the past 3 months. Hopefully all of our efforts combined have resulted in a better club today than it was back then. Dave, I now leave the club firmly in your hands and wish you all of the best for the future.

As for me, I will not be a part of next term's cabinet as I will be having to take an eLOA for 6 months in the summer. Whilst it is somewhat of an ending (it's been a while since I wasn't in the cabinet), it's also an unending (hence the quote at the top). I will be helping out over the next couple of months tying up a few loose ends, and I will probably be back in 2012.

I have enjoyed my time in the club, and I wish everyone all the best for the future.

The following is to be added to the Ship Management section of the FCOMM bylaw, after the section named "Commissioning and Maintenance of Standard Ships".

Ship Speeds and AWOL Limits

All ships must have a designated ship speed and the respective set of AWOL limits. For Standard Ships these are:

Fast: 2 days for Command Staff (including GM), 3 days for Department Heads and 4 days for all others
Medium: 3 days for Command Staff (including GM), 5 days for Department Heads and 7 days for all others
Slow: 5 days for Command Staff (including GM), 7 days for Department Heads and 10 days for all others.

Should the CO wish to change the speed of the ship, they must seek the approval of their FComm.

Should RPG areas wish to use a non-standard set of AWOL limits, they must be commissioned as an Alternative RPG and have the AWOL limit set in their charter. Alternative RPGs without an AWOL limit set in their charter will need to comply with the above standards.

The first paragraph under the "Election Rules" section is to be changed to:

EGO elections shall be held at the expiration of an Egotists term or upon their resignation or impeachment from office and shall last a period of fourteen days. No campaigning is permitted before or during this time. No discussions may be held concerning EGO elections in public STF areas (including any area of the star-fleet.com website or officially controlled resources such as the #star-fleet IRC channel) which may imply support for or voice opinions against any candidate standing for selection. Neutral announcements concerning the election may be made. No support messages in IRC quit messages are permitted.

In order to be eligible, candidates must:

1. Hold a minimum member rank of Fleet Captain
2. Been an active member for at least eight continuous months prior to the election being held (excluding routine Leaves of Absence).

Voting members must:

1. Hold a minimum member rank of Fleet Captain
2. Currently be an active member as defined by MOO.

The third paragraph under the "Election Rules" section in EEEGO is to be changed to:

If there are more than two candidates standing in the election, the Instant-Runoff Voting system is to be used.
