Firstly, apologies for those who have been waiting on the following appointments. I have been keen to understand each of the respective Fleet Staffs' recommendations for the Commanding Officer positions rather than just rubber stamping a single name. Additionally, all of the unsuccessful applicants should have received an email from the Fleet Commanders explain areas for development; I hope that has provided useful, and I would value any comments about that.

Anyway, without further ado...

Based on the recommendation of Fleet Commander 5 (The Meridian Fleet), TJ Morgan is promoted to the rank of Captain and assigned as Commanding Officer, USS Chernov.

Based on the recommendation of Assistant Fleet Commander 8 (The Infinite Fleet), Tom Hillman is assigned as Commanding Officer, USS Montgomery.

"All I can say is that although we have only been together for a short time, I know that you are the finest crew in the fleet. And I would trust each of you with my life. So, I am asking you for a leap of faith, and to trust me."

For those observant ones amongst you, I seem to have a thing for the Cabinet being announced in my second edict :-). There has been a good number of people interested in being part of the Cabinet, and the calibre has been high. Those who were unsuccessful should not take that to heart; and I hope you continue to play an active role in Command.

I am pleased to announce the following cabinet members.

Riker: "It's been my understanding that one of the duties of the first officer of the Klingon vessel is to assassinate his captain?"
Worf: "Yes, sir."
Riker: "Wouldn't that bring about chaos?"
Worf: "Of course not. See, when and if the captain becomes weak or unable to perform, it is expected that his honourable retirement should be assisted by his First. Your second officer will assassinate you for the same reasons."


Unfortunately Jeremy has had to step down from being CO of the Crusader. As the current Executive Officer comes highly recommended by both Jeremy and her Fleet Commander, and is interested in the position, I am delighted to be able to promote her and keep her knowledge and experience on the ship.

Therefore, based on the recommendation of Fleet Commander 5 (The Meridian Fleet), Marthese Bugeja is promoted to the rank of Captain and assigned as Commanding Officer, USS Crusader.

As we know, unfortunately Aaron had to step down from the USS Saracen. There were a good set of applicants, and I know it was a tough decision.

Based on the recommendation of Fleet Commander 5 (The Meridian Fleet), Robert Spicer is as Commanding Officer, USS Saracen.

As you all know, my previous edict appointed Terry Calvin as CO of the Viking. Unfortunately, since then, Terry has been diagnosed with terminal cancer and has stood down as CO. I am sure you will all join me in expressing our deepest sympathies to someone who has contributed so much to the club.

This, naturally, leaves the CO spot of the Viking vacant again. Based on the recommendation of Fleet Commander 8 (The Infinite Fleet), Jody Romero is assigned as Commanding Officer, USS Viking.

Steve Johnson is appointed as Election Co-ordinator for the upcoming Presidential elections. Krys McLean is appointed as Assistant Election Co-ordinator.

Steve, please could you post an election timetable as soon as possible, but no later than Sat 28 Feb 15.

IDept, please could you co-ordinate with the EC to enable the Election Ship.

Commendations

Commendations are awarded to individuals or groups of individuals within the Club to recognise the work they have conducted above and beyond what is required of them.

Levels of Commendation

There are two levels of commendation that can be awarded:

1. Cabinet Level Commendations. These can be awarded by Fleet Commanders or Department Directors for work associated with their Fleet or Department, in consultation with the President.

2. Presidential Commendation. This can be awarded by the President for work across the Club. A Presidential Commendation may also be awarded instead of a Cabinet Level Commendation if the President believes that it is more fitting for the level of work conducted.

A person or group may not receive multiple commendations for the same work or action.

Commendation Descriptions

Each commendation must be accompanied by a short description (approx 250 words) stating what the individual or group has done to deserve the commendation. If approved, this description will be recorded alongside the commendation.

Presentation

Commendations will be awarded via Presidential edict, with the individual being notified by email. The awarding of Commendations should be made as public as possible (eg on the Club news feed, Facebook page, etc). Where possible, individuals will be presented with the commendations during a ceremony to be held once during each presidential term on a date determined by the president or their designate (and may coincide with other events, such as the STF Awards ceremony).

"Tea, Earl Grey, hot."

With the new Commendation edict posted, I am pleased to announce the following commendations.

The following individuals have been awarded Cabinet Level Commendations for their contribution to their respective fleets:

Fleet 5 (The Meridian Fleet):

Bob Spicer. Early in this term, Bob Spicer was asked if he could come in and take the reigns of the USS Saracen, which needed help at the time. After all the issues the Saracen was suffering from were explained, Bob didn't hesitate to say yes. Not long after Bob accepted the position, things got worse for the ship before they got better (for reasons out if Bob's control). Notwithstanding that, Bob kept the crew active, the players engaged, and kept the ship afloat while the issues could be solved. The Saracen is now a very healthy ship, due to Bob Spicer's willingness to become the CO of a troubled ship and hold everything together under his leadership.

TJ Morgan. TJ was appointed as the Chernov?s CO at the start of the term. A few people were surprised at the appointment. TJ has had a polarizing effect on the club in the past. I can?t say that there weren?t a few bumps at the start of the appointment. However, TJ was able to not only move past those bumps, but learn from them and create a very successful ship. So successful, in fact, that the Chernov has been one of the top ships of the Meridian Fleet ? if not the club ? for the entire term. TJ?s communication with his ship, his ability to mentor his DHs and give them increasing responsibilities, his astounding recruitment ability, his ease at taking on GM responsibilities when his GM left part-way through a sim, and his leadership by example ? which has led to the Chernov to be one of the highest posting ships in the club, all while doing so within the constraints of an alt-RPG charter for a specific time-period, are deserving of this commendation.

Fleet 6 (The Black Fleet)

Julia K. During her tenure on Oed V, Julia worked tirelessly on coming up with new ideas and approaches to improve the role playing area, and for a long time it only succeeded because she devoted so much time to it, at times literally making threads for every character to participate in, just so they would participate. She has since been assigned to the USS Genesis, where she has continued to show her dedication and energy.

The following individuals have been awarded Presidential Commendations for their contribution to the club:

Daniel Lerner. This particular commendation is for the work Daniel has done in documenting all of the promotions, commendations and recognitions that have been awarded since 1998 (see http://www.star-fleet.com/pd/commendations.html). He painstakingly went through each edict in the archive, pulling together a single document indexed by name, making it easier to see the work people have put into the club during their time.

Steve Johnson. It has been widely recognised how well the last election was run, and that is single handedly down to Steve's role as Election Coordinator. It is never an easy job overseeing an election with multiple candidates fielding questions from the membership, and Steve remained objective throughout. Certainly this election would not have been as smooth running if it had not been for Steve.

"Attention all decks, all divisions. Effective immediately, I have handed over control of this vessel to Acting Captain Wesley Crusher."

My first promotion edict goes to someone who has risen to the challenge of being a Fleet Commander, having only done it once before. At the start of the term, he had a couple of ships that needed a bit of attention to get them back on track. He has worked with the COs to improve the ships, as well as making sure they were aware of their own limits.

Therefore, Jerome Davis is promoted to Fleet Captain, with all the privileges and responsibilities of that rank.

"Let's see. Your science project involved radishes, did it not? I hereby appoint you my Executive Officer in charge of... um... radishes."

During the formation of Fleet 8 (The Infinite Fleet), I was initially skeptical about how successful we would be in creating a fleet identity, especially when we sometimes find it hard to instil a fleet identity in fleets that already exist. However, I was proven wrong - and that was purely down to one particular individual. This individual has been Fleet Commander 8 since its inception. Not only has she kept the ships strong, but Infinite Fleet has twice been awarded Best Fleet in the STF Awards. She has also overseen the retirement of the USS Montgomery and brought in the Chandley class USS Turing.

Therefore, Ty Napier is promoted to Fleet Captain, with all the privileges and responsibilities of that rank.

"Mr. Data, you are a clever man - in any time period."

Having returned to the club last term, this individual has rolled up his sleaves and has helped out across the club. He has done a fantastic job as Fleet Commander 5, settling disgreements before they have become anything more serious. He ran the STF Awards this term, which is not an easy task, and as I mentioned earlier in his commendation, the work he has done in capturing all of the promotions, commendations and recognitions people have received over the years have made it far easier to see who has contributed to the club. He is also working hard behind the scenes to develop guidance for each of the command positions on a ship, and has been a good source of advice throughout the term.

Therefore, Dan Lerner is promoted to Commodore, with all the privileges and responsibilities of that rank.

"Resistance is futile. You will be assimilated."

This particular member of the club can only be described as a stalwart, especially when it comes to ensuring that the roleplaying experience in the club is second to none. Whether that's through the development of ship or technical specifications, or through his elaborative, captivating sims, his influence is keenly felt across the club, and makes us all the better for it.

Throughout this term, I have admired his dedication in particular to the Engineering Department. It is great to see the amount effort everyone is putting in to ship designs and reviews, as well as the constructive feedback that is being presented to designers. It is clear that a lot of hard work has been done in the background to provide the correct environment for people to contribute in. He has also stepped in as Acting FComm 1 for the last 3 months, with the challenge of bringing the fleet up to standard.

Therefore, Robert Archer is promoted to the rank of Rear Admiral, with all the privileges and responsibilities of that rank.

"I'd be delighted to offer any advice I have on understanding women. When I have some, I'll let you know."

Another stalwart of the club, this member has worked tirelessly behind the scenes. Since her previous promotion, she has been Academy Commandant, Vice President and, most recently, Fleet Commander 6. During her time in the Academy, she put in place the Academy Syllabus, with the intent of clarifying expectations for both Academy staff and cadets, and to enable a more objective approach to selection for graduation; she also worked with the Gamemaster Department to update the Gamemaster Exam to ensure it was more relevant and useful. More recently, she has worked hard over the past 2 terms as Fleet Commander 6, assisting each of the Commanding Officers in developing their ship.

Therefore, Jen Herr is promoted to the rank of Vice Admiral, with all the privileges and responsibilities of that rank.

"Isn't that my speech, Number One?"

The final promotion this term goes to the person who has been my right hand man on far to many occassions than a sane man should do. This individual is one of the quiet workers within STF who, rather than trying to lead from the front, supports from behind, getting on with difficult tasks without making any fuss. Many do not see the quiet influence he has within the club, as he is usually the last person to wade into a debate in Command, however when he speaks up, everyone pays attention.

When I asked him to be my Vice President this term, I did so knowing that I could count on him to provide me the support and a second concience, and that he has done so in abundance. Whilst he has been fairly quiet in public, he has provided me advice and guidance on each decision that we have made together.

Therefore, Joe Fahey is promoted to the rank of Rear Admiral, with all the privileges and responsibilities of that rank.

Congratulations Joe, and thanks for all of your support!

"I Stand Relieved."

Before I hand over to Kat, I just wanted to say thank you to a few people around the club.

First, a few names that I have not mentioned so far:

Linds, for her continuing work in getting more members involved with the Gamemaster programme, as well as wrestling with the GM Archive. Both of these are a thankless task, but without our GMs we would simply not be able to function.

Kat for her smooth running of the Academy, making sure that our new members are being looked after, and that training is available for the older members.

Amber for her work as MAC, promoting the club outside of our little space of the internet.

Joe P for keeping things ticking over in the IDept, Library and X-Fleet.

I also want to thank all of those members that have dedicated time to club outside of roleplaying; those who volunteer to be part of the government, to seek improvements in the club to ensure our role playing experience is the best out there; those who contribute to various projects and in Command ships, putting across their ideas and opinions.

As I said a few days ago, this has been, without a shadow of a doubt, the best term I have had as President or Vice President, and that is purely down to all of you.

The "Bylaw On X-Fleet's Establishment And Supervision" bylaw is changed as follows:

The "Restrictions" paragraph is changed from:

"Participation in any aspect of X-Fleet is restricted to active members of the club as defined under the Membership Section of Member Order and Organization (MOO). The rank possessed by any character in X-Fleet will not apply to any member rank. Any sims conducted by licensed Gamemasters within X-Fleet will not count towards a Gamemaster's rank."

To:

"Participation in any aspect of X-Fleet is restricted to members of the club who hold the rank of Ensign or above and possess at least one active role playing position or gamemaster position within a Fleet as defined by Fleet Command and Mundane Matters (FCOMM) or at least one government position. The rank possessed by any character in X-Fleet will not apply to any member rank. Any sims conducted by licensed Gamemasters within X-Fleet will not count towards a Gamemaster's rank."
