As some of you know, Tim Martin has asked me to step in and intervene on some 'issues' that he has had with the GMDir.?

I did so, and have found that Tim Martin has been making open false accusations against a member of STF, and has been writing harassing emails making fraudulent claims against this member.?
?
I've read all emails involved, and have seen specific cases where Tim has taken what was said to him, disregarded it, and wrote whatever suited his purposes, which amounted to nothing more then lies.? He then went on to character attacks, and didn't stop there?- he continued to get people in the club involved.
?
I emailed Tim, explaining what he was doing wrong, and citing to him the TOS that we have here in STF:
?
'Harassment of any STF members or former members.Violation of any or all of these policies can lead to penalties, including but not limited to removal from STF and banning from its servers and related resources.'

I let Tim know that continuation of his actions would result in a ban.

Unfortunately, my warning was not good enough.? Tim continues to write these emails, accusing this member of lying about his record as a GMT, and again, asking me to intervene.
?
Because of his behavior, his accusations, his lying, and refusing to stop once I emailed him and explained that he would be banned if he persisted, I am forced to take action.
?
I hereby ban Tim Martin from STF for a period of 60 days.? Further violations will incur a harsher penalty.

The 90 day trial of the Enterprise Era USS Bonaventure in Fleet 1 commissioned by Rouse-Deane Edict #52 has come to pass. During the trail period, the Bonaventure has proved to be a healthy and active RPing enviornment, and has adhered to the limitations of the era.

Therefore I am pleased to announce the Bonaventure's commission as permanent addition to Fleet 1 with all the rights and privileges that entails.

Effectively immediately, the USS Athena in fleet 3 is now an alternative RP enviornment, employing "Death terms" as layed out by Commodore James Speck (CO of the Athena) in Note: Office Of The President Reply: 0, and as detailed below.

The USS Athena will undergo a 9 month trial as an alternative RP enviornment, at the end of which time (on or about November 20, 2004) she will be reviewed by the current CO, FComm-3 and President.

If the USS Athena is able to provide and maintain an active and healthy RP enviornment with the use of Death Terms, she will be commissioned as a permanent alternative RP ship in Fleet 3. If she is unable to support this enviornment, she will return to a normal RPing enviornment.

If, at the end of 9 months, it is deemed necessary that more time is needed to make a fair judgement, the current President may extend the trail period as s/he sees fit.

Death Terms, as stated by Commodore James Speck and presented in Command:

The Death Terms

The purpose of the Death Terms is to create a realistic environment adding the possibility of character death to all who want to participate. In effect a character will turn off the "God Mode" on his or her character.

This is not an attempt to change current STF death policy stated in Robinson #23

Any character that dies will have his or her character destroyed forever. The person who died will not loose their club rank and they will have the opportunity to come back as another character of equal or lesser rank.

As for Department heads that die. They will not loose their DH position if death occurs to there character. They will have the option of coming back into the same position as a different character. The same holds true for the CO. If the CO?s character dies the CO himself will remain in command. He or she will just have to come back as a different character. In effect any member who dies will have their character destroyed forever.

In addition, a character that does something foolish does not only risks himself or herself. They may also risk another member who has also agreed to the "Death Terms." Example. Character A and B are in a shuttlecraft. Both have agreed to the Death Terms stated. Character A does something ill advised. Character A and B are now both in danger of being killed or injured. Even though character B did nothing wrong that character is in danger of being killed or injured because of the actions of Character A.

The power of killing characters will not fall solely on the GM of the ship. If a character does something stupid the GM will come to the CO and explain the incident. If the CO feels that the GM has merit in killing the character or characters then it will be done. If it's the case of the CO doing something stupid the GM will go to the XO of the ship and get their approval for CO death. This system allows for Checks and Balances. No one person will have absolute power over who lives and who dies.

Any member who wishes to participate must give freely and voluntary permission to the GM and the CO to carry out the conditions of death. Please refer to Robinson #23 section 12 subsection 2, A GM may terminate a character if the player gives consent to the Gamemaster, for whatever reason. Hence a GM may destroy a character if the character gives permission to the GM for character death.

No one in anyway will be coerced into agreeing to the terms. No one will be sanctioned for not agreeing to the terms. If you agree to the terms you do so by your own free will. If you agree to the terms of death you must fully understand that your character is subject to serious injury or death even if your actions did not warrant it. At any time a person can remove their character from the death list by informing the GM and CO.

No member is under any obligation to agree to this. Any member who does not agree to the Death Terms is still under obligation of standing STF Death Rules.

When three GMTs fail in about as many weeks, you have a problem. I realized that the problems lay mainly with inexperience; both in STF and STF-specific roleplaying. In a metaphoric nutshell: The GMTs bit off more than they could chew. The best solution I could come up with was a revision of the program admission policy. And that meant a revision of Section 3 of OGRE. So I issued a call to arms, as it were, and started a discussion in the GMD.

A month later, I'm presenting you with the outcome of that discussion. I want to extend thanks to those who helped make this revision, including but not limited to Mike Bourdaa, Larry Garfield, Ton Geurts, Robert Harvey, Sarah Hemenway, and Todd Kes.

1. SUPERCEDENCE OF PREVIOUS EDICTS

Edict Rouse-Deane #26 is hereby rescinded and superceded by this Edict.

2. ESTABLISHMENT OF THE GAMEMASTER DEPARTMENT

The Gamemaster Department shall serve as a resource to Gamemasters, COs, and the membership on matters relating to GMing and in-character activity through those means deemed most expedient and useful to STF and the membership.

The Gamemaster Department shall maintain standards of GMing by means of the regulations set forth in this Edict and later Edicts. The Gamemaster Department shall maintain a public record of the status of all registered or licensed Gamemasters.

The daily activity of the Gamemaster Department shall be overseen by the Gamemaster Director, who shall be appointed by the President. The Gamemaster Director is a cabinet position, and is equal in power to other departmental directors and Fleet Commanders.

The Assistant Gamemaster Director shall be appointed by the Gamemaster Director. The Assistant Gamemaster Director answers directly to the Gamemaster Director, and is responsible for departmental decisions in the event the Gamemaster Director is not available. Additional responsibilities are at the discretion of the Gamemaster Director.

The Gamemaster Director may delegate any of his duties enumerated in this Edict or any other responsibilities incumbent upon him as a result of another Edict to another named member of the Gamemaster Department, subject to the condition that the individual with final authority on the licensing of Gamemasters must be himself a licensed Full Gamemaster, even if that individual is the Gamemaster Director.

3. GAMEMASTER QUALIFICATION

The STF Academy shall maintain a written course and examination pertaining to the subject of GMing. The Gamemaster Department may veto changes to the content of the course or the appointment of a new proctor.


All prospective Gamemasters must be members of STF for a minimum of six (6) months, have a minimum rank of full lieutenant, pass the Gamemaster exam according to the standards set by the Gamemaster Department, and provide to the Gamemaster Department three (3) recommendations from licensed Gamemasters with whom the prospective Gamemaster has served within the last three (3) months for a minimum of one (1) month. A recommendation from a prospective Gamemaster's CO and/or XO may be substituted in situations where the prospective Gamemaster does not serve with three licensed Gamemasters.


4. GAMEMASTER TRAINING

Prospective Gamemasters who have qualified for the GM Training Program are responsible for locating a Ship on which to train according to Section 6 of this Edict and informing the Gamemaster Department of his assignment. The prospective Gamemaster may request the assistance of the Gamemaster Director in this matter. Once placed on a ship the prospective Gamemaster shall be known as a Gamemaster Trainee. The Gamemaster Department shall then assign a Gamemaster Mentor to the ship as per Section 6 of this Edict.

The Gamemaster Trainee shall run his training mission for a period of sixty (60) days, conferring with the Gamemaster Mentor as needed. After 60 days the CO, Gamemaster Mentor, and Gamemaster Director shall confer in a manner deemed most expedient to determine if the Gamemaster Trainee has performed acceptably. At the request of the Gamemaster Mentor and with the permission of the Gamemaster Director, the evaluation period may be extended an additional thirty (30) days after the initial evaluation date. The Gamemaster Director will make the final decision regarding the passage of the Gamemaster Trainee based on the input from the Gamemaster Trainer and CO within one week. Should it be decided that the Gamemaster Trainee has performed acceptably, he shall continue on as Gamemaster and the Gamemaster Mentor shall be removed. Should it be decided that the Gamemaster Trainee has not performed acceptably, the Gamemaster Director shall remove him. He may reapply should he so desire after a four-week interval from the date of the Gamemaster Director's ruling. The Gamemaster Mentor shall assume the position of acting Gamemaster until a new Gamemaster is placed, for a period of up to two weeks.

Should the Gamemaster Trainee be retained, he shall continue the mission without interruption. Should he be removed according to Section 10 of this Edict before the remainder of the mission is completed he shall revert to Prospective status. The Prospective GM may attempt to pass the GM Training at a later date, but will be required to repeat the full training program. Upon successful completion of the mission, he shall be licensed as a Junior Gamemaster, with the approval of the Gamemaster Director.

5. GAMEMASTER CLASSIFICATION

For reference purposes, Gamemasters are classified based on their experience and time served. These classifications denote recognition of service, and are not synonymous with ranks.

After reaching a certain level of accomplishment, a Gamemaster may apply to be recognized as having attained a higher level of classification. The Gamemaster Department may take into account both the number of missions completed and specific commentary about the Gamemaster's performance when making its decision regarding recognition.

Upon the successful completion of his first training mission, a Gamemaster will be recognized as a Junior Gamemaster.

Upon the successful completion of three (3) missions or eighteen (18) total months as an active Gamemaster, not including the training mission, and positive comments from the relevant COs, a Gamemaster is eligible for Full Gamemaster Status.

Upon the successful completion of ten (10) missions or thirty-six (36) total months as an active Gamemaster, not including the training mission, and positive comments from the relevant COs, a Gamemaster is eligible for Advanced Gamemaster Status.

Upon the successful completion of twenty (20) missions or sixty (60) total months as an active Gamemaster, not including the training mission, and positive comments from the relevant COs, a Gamemaster is eligible for Senior Gamemaster Status.

Partial missions shall be counted if the Gamemaster in question served as Gamemaster for at least thirty (30) days. Missions that span multiple ships shall be counted separately for each involved ship. Missions involving multiple Gamemasters working simultaneously shall be counted for both Gamemasters. Time served as an active Gamemaster shall include the time from when the Gamemaster was first licensed until the present, discounting any period during which the Gamemaster was not GMing for three (3) months or more.

These distinctions are primarily honorary but may be used as qualification for other roles and activities.

6. APPOINTMENT OF GAMEMASTERS

Prior to the commencement of each mission, the Fleet Commander of a fleet or a subordinate of his choosing shall select a Gamemaster who shall serve as Gamemaster for that mission, subject to the veto of the CO of the ship in question. Notification of this selection must be sent to the Gamemaster Department within 24 hours of the selection, and at least 48 hours prior to the commencement of the mission. Failure to do so shall be considered a failure to complete a duty incumbent upon the office of the person in question. Additional regulation of Gamemaster appointments within a given fleet is at the discretion of the Fleet Commander.

If the Gamemaster in question is to be a Gamemaster Trainee, the Fleet Commander or named subordinate must inform the Gamemaster Department who shall appoint a Gamemaster Mentor, subject to the veto of the CO of the ship in question and the Gamemaster Trainee in question. The Gamemaster Department may recommend that a given ship host a Gamemaster Trainee, and the Fleet Commander or named subordinate responsible is expected to give this request due and fair consideration.

The Gamemaster Mentor must be a willing Gamemaster within STF of Full Gamemaster standing or better. The Gamemaster Mentor will be responsible for assisting the Gamemaster Trainee in planning a mission as needed, for providing the Trainee with advice and assistance as appears necessary and as is requested by the Trainee, and for reporting back to the Gamemaster Department on the Trainee's progress and performance when necessary. The Gamemaster Mentor will be required to read the ship in question regularly and coordinate with the CO as necessary.

7. MISSION RECORDS

Upon the completion of the mission or any time that a new Gamemaster is appointed in the middle of a mission, the Gamemaster in question must notify the Gamemaster Department of the change or mission completion, including the start and end dates of the mission accurate to the nearest month. The Gamemaster Department shall maintain a publicly accessible archive of the approximate start and end dates of all known missions, including the Gamemaster or Gamemasters involved and the CO or COs involved, for reference purposes.

8. DELICENSING

In the event that the Gamemaster Director should receive a complaint about a Gamemaster who is acting in a manner unbecoming an officer and Gamemaster or is abusing his authority as Gamemaster, the Gamemaster Director is authorized to revoke the license of said Gamemaster. He may, at his discretion, first assign a Gamemaster Observer (GMO) to the ship where the complaint originated to monitor the situation and provide the Gamemaster Director with further details for a period of no longer than seven (7) days. The Gamemaster Observer may be any licensed Gamemaster of Full standing or higher. Regardless of the presence of a Gamemaster Observer, the Gamemaster Director must announce his decision no more than fourteen (14) days after the initial complaint is received. If the Gamemaster Director opts to revoke the license of the Gamemaster in question, he must provide a statement of explanation.

Should the Gamemaster Director decide to revoke the license of the Gamemaster in question, he must also specify a Probation Period of no less than thirty (30) days and no more than six (6) months, during which time the Gamemaster in question may not reapply for licensure. A license revocation may be appealed to the President.

9. RELICENSING

In the event that a Gamemaster should have his license revoked, he may not reapply for licensure for the duration of his Probation Period. After the Probation Period has expired, he may reapply for training where he will be given the same consideration as any other individual.

Should the Gamemaster have held a classification higher than Junior Gamemaster prior to the revocation of his license, he will upon the completion of his training mission again assume the title of Junior Gamemaster. He must then successfully complete at least one (1) additional mission before he may apply for higher recognition. At that point he may count all missions he has run both before and after his delicensing, however, the Gamemaster Department may take the Gamemaster's license revocation into account when making its determination.

10. DISMISSAL OF GAMEMASTERS

A Gamemaster may be removed prior to the completion of a mission by the Fleet Commander or previously named subordinate should the Gamemaster exhibit behavior ill-suited for his position, does not uphold his responsibility of maintaining an enjoyable environment aboard his ship, or abuses the authority of his position beyond the boundaries of STF law and common sense. Dismissal of a Gamemaster by the Fleet Commander himself shall be considered an act of the Fleet Commander and treated accordingly. Dismissal of a Gamemaster by a subordinate of the Fleet Commander shall be referred first to the Fleet Commander before further action.

11. AUTHORITY AND RESPONSIBILITY OF GAMEMASTERS

Gamemasters are responsible for providing an entertaining experience for members of STF on the ships where they serve, and are required to work with each ship's commanding officer to accomplish this task. In issues pertaining to daily ship operations (i.e. promotions, demotions, logs, message of the day [MOTD]), the Gamemaster has no authority. A CO may grant a GM access to the ship's MOTD at his discretion.

Under extreme circumstances in which one or more posts are irreconcilable with the actions in one or more other posts; with the laws of STF, reason, or decency; or with previously established RPG events; a Gamemaster may declare the posts in question to be null and void and must include a statement of explanation. Any voided post may be appealed to the Gamemaster Director by the voided member. If the Gamemaster is also the Gamemaster Director, it may be appealed to the Assistant Gamemaster Director.

Under normal circumstances, Gamemasters may not cause the death of a character on a ship that is controlled by a member of STF. The situations in which a Gamemaster may cause the death of a character on a ship that is not a Non-Player Character shall consist only of the following circumstances:

1) AWOL. If the character has been declared AWOL, the Gamemaster may do whatever he likes with it, without restriction.

2) The player gives consent to the Gamemaster, for whatever reason.

3) If the character has taken actions that, in the opinion of the Gamemaster, would result in a 90% or higher probability of death, a "Death Notice" may be served.

a) For the first Death Notice issued against a character, that character will be warned by the Gamemaster publicly against taking such chances, and remind the character that the move would ordinarily have resulted in death, had it been real. In this case, the Gamemaster shall void the posts in question, modify the situation to reverse the extremely risky move, or shall otherwise modify the situation as to allow the character to continue to survive.

b) For the second Death Notice, the results shall be the same as for the first notice, however, there shall also be an email sent by the Gamemaster to the ship's CO, XO, and to the owner of the character, warning that the character has received two death notices, and that a third will result in actual character death.

c) For the third Death Notice, the Gamemaster shall rule the character has died as a result of his actions, and that character will be eliminated from the roster and their position. The CO of the ship shall have discretion as to whether to allow the person to create a new character on the same ship, and what position/rank that new character should hold on the ship.

d) In the event that it is the CO who is receiving Death Notices, the Fleet Commander shall be notified. In the event that the Fleet Commander receives such notices, the President shall be informed.

e) If a character has received no Death Notices in the past six months, but had received them prior to that six month period, all prior Death Notices will be erased from their record, and they shall have a clean slate to start from again.

f) If a member habitually receives Death Notices (more than 5 in a 6 month span), they may be ruled to be a suicidal character player by the Gamemaster Director or by the Fleet Commander of a fleet in which they serve. If a member is so classified, the limit for character death shall be one. Members may appeal a declaration of suicidal-tendency to the President. Such a declaration shall expire six months after the last death notice placed against a character controlled by that player.

g) The Gamemaster may not intentionally place a player into a situation where any action (including lack of action) would result in a death situation. Unlike the real world, there must be at least one morally acceptable way to get out. Violation of subsection g) is the only acceptable grounds for overturning the Gamemaster's ruling of a "death notice".

12. MISSION TYPES

A normal mission is one in which a single Gamemaster who is not the CO of the ship in question serves on a single ship for a single mission. A Gamemaster may serve on multiple ships in different, unrelated missions simultaneously. All other types of missions are classified as Special Circumstances. All Gamemasters participating in a Special Circumstances mission must be of Full Gamemaster standing or higher.

Prior to the commencement of a Special Circumstances mission, all involved Gamemasters must obtain the consent of all related COs and all related Fleet Commanders, and must notify the Gamemaster Department prior to the start of the mission. In the event that the Fleet Commander or CO is one of the Gamemasters in question, the permission of the Gamemaster Director shall be required. In the event that the Fleet Commander is also the Gamemaster Director, the CO is also the Fleet Commander, or the CO is also the Gamemaster Director, the approval of the President shall be required. Special Circumstances missions must be approved on a mission-by-mission basis. Additional requirements for Special Circumstances missions are as follows:

1) A Multi-Ship Mission is one in which one or more Gamemasters runs a mission that explicitly spans multiple ships simultaneously. In addition to the standard requirements of Special Circumstances missions, should there be three or more ships involved the Gamemasters in question must notify the President prior to the start of the mission.

2) A Self-RPG Mission is one in which there is no explicit Gamemaster. Instead, all members of the crew have equal control over the storyline. In order for a ship to be considered for Self-RPG status, the ship's CO must provide viable reasons why his ship is suited for self-RPG status. He must also provide proof that guidelines are in place maintain a pleasant role-playing atmosphere. The petition will be granted with unanimous approval from the Gamemaster Director, appropriate Fleet Commander, and ship's CO. The CO shall be required to report to the Gamemaster Department in place of a normal Gamemaster, but will not have the full authority of a Gamemaster.

3) A CO/GM Mission is one in which the CO of the ship also serves as the Gamemaster of the ship. A CO may serve as Gamemaster of his own ship only with the prior consent of the Gamemaster Director and Fleet Commander. The CO must still be a Gamemaster of Full or higher standing. In the event that the Fleet Commander is also the Gamemaster Director, the CO is also the Fleet Commander, or the CO is also the Gamemaster Director, the approval of the President shall be required.

4) A Multi-Gamemaster Mission is one in which two or more Gamemasters jointly serve on the same ship at the same time. The Gamemaster Director must approve all Multi-Gamemaster Missions prior to their commencement. In the event that the Gamemaster Director is one of the Gamemasters involved or the CO involved, the approval of the President shall be required.

13. DISPUTES

Any disputes between Gamemasters and COs, Gamemasters, or Fleet Commanders shall be moderated by the Gamemaster Director. Should any of the involved parties be the Gamemaster Director, the dispute shall be moderated by the President.

14. IMPLEMENTATION

Any Gamemaster currently recognized as "Senior Gamemaster" will automatically be recognized as a "Full Gamemaster" under the new system. They need not reapply. Gamemasters who believe they qualify for a higher classification must apply for promotion.

Any Gamemaster Candidate or Gamemaster Apprentice currently in the process of their training mission may continue without interruption, however, the title of Junior Gamemaster will not be given to anyone who does not already hold it until they have completed their training mission.

Any Gamemaster currently engaged in either a normal or Special Circumstances mission may continue without interruption until the end of the mission, except that he will be required at the end of the mission to provide the Gamemaster Department with the start and end dates of the mission as per this Edict.

During the end of the last President's term, through the election, and carrying over to the begining of my term, there has been much discussion about the Engineering Department, mostly centering around improvements that can be made, including but not limited to, the way ship designs are submitted and handled through to design approval.

The purpose of this edict is to outline how approval of newly submitted ship designs will be maintained in the newly commissioned Engineering Fleet, and its headquarters, Starfleet R&D. For the most part, the approval process remains the same, with the Starfleet R&Ddir holding final approval authority, and in his absence, the assistant Starfleet R&Ddir.

Edict 23

1. SUPERCENDENCE OF PRIOR EDICTS

Edict Robison #33 is hereby rescinded and superceded by this Edict.

2. DESIGNER CLASSIFICATION

The original member who posts a design for a ship specification or technology, collectively known as "designs", in Starfleet R&D will be recognized as Primary Designer, unless prior permission from the Starfleet R&D Director has been obtained for another member to post said design.

The Primary Designer may name other members as either Primary Designers or Contributing Designers. A member who has contributed roughly the same amount to a design as any Primary Designer is eligible to be named a Primary Designer. Other members who have made substantial contributions to a design are eligible to be named Contributing Designers.

Any action taken by or required of the Primary Designer(s) will require unanimous action on their part, including but not limited to the appointment of Primary and/or Contributing Designers.

The first recognized Primary Designer of a design will be recognized as Maintainer, should the design be approved. Another Primary Designer may be named Maintainer upon notification of Starfleet R&D after a unanimous vote of all Primary Designers. The Maintainer is responsible for any later upgrades to the design and for other maintenance duties as required by Starfleet R&D.

A designer may relinquish ownership of a design at any time by notifying Starfleet R&D of said intent.

Upon relinquishing of ownership of a design, that design becomes the property of Starfleet R&D, and Starfleet R&D will be named maintainer, and given specific rights to the design. This includes updates to the design as required by canon conflicts, approving new names and registration numbers for ships commissioned with this design, and approving a license to create a revised successor to the design.


3. DESIGN SUBMISSIONS, TESTINGS, AND APPROVALS

All designs submitted to Starfleet R&D will remain the copyright of the Primary Designer(s). By submitting a design to Starfleet R&D, the Primary Designers agree that should it be approved, STF will be granted a full, perpetual license to utilize, including, but not limited to, commissioning ships of that design. Designers may incorporate already approved technologies into their designs provided that proper credit is given to the original designer. Neither STF nor other designers receive license to create a revised successor to the design without the prior permission of the Primary Designer(s).

Starfleet R&D is granted authority to make non-substantive changes to the official copy of an approved design. Starfleet R&D is not granted authority to make substantive changes to the official copy of an approved design without the prior express consent of all Primary Designers.

Designs may be run through a preliminary test sim, to determine the soundness and simability of said design. if it is determined necessary by the R&Ddir, the ship will be assigned to a shipyard (in the event that there are several, a specific name will be given) to undergo this testing. The testing parameters will be determined by the R&Ddir, by departmental edict, and can only be revised in such a way, or by someone with proper mandate authority.

The Starfleet R&D Director shall set approval criteria by departmental edict and shall serve as the approving authority.

Should the Starfleet R&D Director submit a design for approval, the Assistant Starfleet R&D Director shall be the approving authority.



4. DESIGN UPGRADE

In the event that a Primary Designer wishes to supplant a design already approved with a revised version, the revised version must be approved by Starfleet R&D as any other design. Should the revised version be approved, the previous version will automatically be removed from the approved design list. The consent of all Primary Designers is necessary for a revised version to be submitted.

A design shall be considered a revised version when substantial changes, determined by the Starfleet R&D Director, have been made to a design. If non-substantial changes have been made, the Starfleet R&D Director is empowered to pass the design without a review period.

5. DESIGN INHERITANCE

Should the Maintainer leave STF(without relinquishing ownership of their design), the remaining Primary Designers shall decide amongst themselves which of them will be recognized as Maintainer.

Should there be no Primary Designers remaining in STF, the Contributing Designers shall decide amongst themselves which of them will be recognized as Primary Designer and Maintainer.

Should there be no Contributing Designers remaining in STF, Starfleet R&D shall assume provisional Maintainer authority over the design. Starfleet R&D is not authorized to make substantive changes to a design over which it has provisional Maintainer power.

Should a design be under the provisional Maintainer authority of Starfleet R&D and not retired and one of the Primary Designers returns to STF, he will resume full Primary Designer and Maintainer status on the design. Should the design have been retired, the design shall remain retired.

6. DESIGN TERMINATION

Starfleet R&D may retire from service any design over which it has provisional Maintainer authority. Starfleet R&D may retire from service any design upon 90 day notification of the Maintainer and public post in Starfleet R&D should the design meet the following criteria:


1. The design becomes directly contradicted by canonical sources, and
2. The design is not updated in a timely manner.

7. CANON SOURCES

Primary Sources

The following shall be considered canon primary sources for use by Starfleet R&D and Designers:

1. Any episode of Star Trek, Star Trek: The Next Generation, Star Trek: Deep Space 9, Star Trek: Voyager, or Enterprise
2. All Star Trek Movies
3. Star Trek: The Next Generation Technical Manual
4. Star Trek: Deep Space Nine Technical Manual
5. Star Trek Encyclopedia: A Reference Guide to the Future
6. Star Trek Chronology: The History of the Future
7. Any other source approved by the Starfleet R&D Director

Secondary Sources

The following shall be considered canon secondary sources to be used as a supplement to, or as a reference point for the above primary sources:

1. Paramount website episode library (http://www.startrek.com/startrek/view/library/episodes/index.html)

8. DESIGN GUIDELINES

Starfleet R&D shall serve as a technical guide and reference to both members and designers, including the establishment of canon-based reference material and design standards, which are not design specific. All designers may contribute to and must adhere to these standards.

9. DISPUTES

Should a dispute arise as to the status of a design or designer, the dispute shall be mediated by the President. The decision of the President shall be considered final.

10. IMPLEMENTATION

These regulations shall take effect immediately for all designs not currently approved for use in STF.

Should the designers of a design currently approved by Starfleet R&D not be willing to accept these terms, they may request that their design be retired from service and removed from STF, provided that 90-day notification is given to Starfleet R&D and the President. This notice must be provided within 30-days of ratification of this Edict.

Part of the overhaul of the Engineering Department is improving its public image as well as changing some of its priorities. As such, a new look and name is in order.

Effective immediately, the Starfleet Engineering Fleet is hereby commissioned. The Engineering Department shall be transferred to the new fleet and shall be rechristened as Starfleet Research and Development, hereafter referred to as Starfleet R&D. Starfleet R&D shall serve as the Engineering Fleet Headquarters, and will be maintained by the Engineering Director, now named the Research and Development Director, hereafter R&Ddir. The duties and responsibilities of Starfleet R&D will be outlined in a following edict.

The purpose of this new fleet will be to serve as a test bed for newly submitted ship designs, and a training area and Engineering resource for all members.

The final phase of the overhaul of Starfleet Engineering is an alternative sim environment that is second character only. These ships shall be commissioned and approved under the supervision of the Starfleet R&D Director and shall be held to the same standards as any other ship/starbase in STF. Approval of said design will be based on the same standards as effected by the current Engineering Department, outlined in Dugan edict #23. Finally, the shipyard CO position will fulfill the one CO limit as with any other ship.

Effective immediately, Arbuckle Ship Yards is hereby commissioned, residing in the Starfleet Engineering Fleet. Ton Geurts is promoted to Captain and appointed as CO

The Arbuckle Ship Yard station will maintain a RPing environment for times when there are no test ships available, though this is anticipated to be very infrequent. The CO, and crew, will be active on this station when there is not a ship being tested.

GM appointments for Arbuckle Ship yards must be approved by the R&Ddir. This responsibility cannot be delegated due to the specific technical knowledge required of the prospective GM.

The R&Ddir will determine approval criteria based on the needs of the design and the category to which the prospective design is to be utilized.

The daily activity of the Academy Department shall be overseen by the ACADEMY COMMANDANT, who shall be appointed by the President. The Academy Commandant is a cabinet position, and is equal in power to other departmental directors and Fleet Commanders.

The VICE COMMANDANT shall be appointed by the Academy Commandant. The Vice Commandant answers directly to the Academy Commandant, and is responsible for departmental decisions in the event the Academy Commandant is not available. Additional responsibilities are at the discretion of the Academy Commandant.

The Academy Commandant and the Vice Commandant must have Academy experience, preferably as a current or previous XO or CNS on an Academy Ship, however, experience as a DH on an Academy Ship may be also be considered acceptable. Additionally, they must currently hold the member rank of Lieutenant Commander or above, and currently or previously have held an XO position or above on a mainstream ship.
The Academy Commandant may delegate any of his duties enumerated in this Edict or any other responsibilities incumbent upon him as a result of another Edict to another named member of the Academy Department.

Starfleet Academy shall maintain a set of courses, which must at least include a course for Engineering, Gamemaster, Medical, Science, and Security. Additional courses are at the discretion of the Academy Commandant.

3. ESTABLISHMENT OF THE ACADEMY SHIPS

The Academy shall consist of 3 ships, the USS Challenger, the USS Columbia, and the USS Discovery. The number of ships may be expanded by presidential edict, if and when the need arises. The Academy ships shall be staffed in a different way than standard ships within STF. The staffing of the Academy ships will include, in order of Chain of Command, with the first listed being the highest on the chain:
?
XO (Executive Officer) - The XO is appointed by the President of STF, consulting with the Academy Commandant. The XO outranks the CO, on issues of ship administration. The XO is second in command in an RPG sense only. The XO, regardless of member rank, will always hold a rank of Commander on the training ships. Academy XO's must currently, or in the past, have held the position of XO or CO on a mainstream ship, or have held the position of CNS or XO on an Academy Ship.

CNS (Counselor) - The CNS is appointed by the XO, consulting with the Academy Commandant. The CNS is 2nd in command on issues of ship administration. The CNS is third in command in an RPG sense only. The CNS, regardless of member rank, will always hold a rank of Lieutenant Commander on the training ships. Academy CNS's must currently, or in the past, have held a DH position in the Academy, or failing that, be a DH on a "mainstream" ship, with positive comments from their Commanding Officer(s).

GM (Gamemaster) - The Gamemaster is appointed by the Academy Commandant, subject to the veto of the XO of the ship in question. The Gamemaster of an Academy ship must be an experienced GM, who at least holds the GM rank of "Junior Gamemaster".

CO (Commanding Officer) - The CO is appointed by the Academy Commandant, consulting with the President. The CO _must_ be an XO from somewhere in the fleet, for the purposes of assisting to train for a CO spot. The only exception to this rule is if there are no available XO's in the fleet that do not have a CO spot, or if there are no XO's that are willing to take part in the training program. In the case of the above exception, then the Academy Commandant, consulting with the President, may select someone who does not currently hold a XO spot, HOWEVER, this person must currently hold the member rank of Lieutenant Commander to be considered.

The "CO in training" will be granted the honorary rank of Captain, but this rank does not extend beyond the Academy, and the "CO in training"'s member rank will also not be extended this privilege.

Department Head spots (with the exception of Counselor), may be filled in one of two ways, at the discretion of the XO, notifying the Academy Commandant.

1) A Lieutenant Junior Grade (Lt. Jg.) "graduated" Cadet in that department.

2) A Lieutenant-grade experienced officer

Preference for filling Department Head positions goes to (option 1) a Lt. Jg. 4. ACADEMY TIDBITS
Cadets who serve on the Academy ships shall hold the member rank of CADET. Additionally, Cadets who serve on the Academy ships are not eligible for rank promotion while they take part in their training. Therefore, passing of an Academy course does not increase their Academy rank, nor their member rank. Also, due to the high demand for Academy spots, Cadets on the training vessels, (who have not graduated, or are not in the process of graduating) can only be transferred or offered a position on another ship with the consent of the Academy Commandant.

Furthermore, any cadet that leaves the academy training ship prematurely has to wait 120 days before they can be promoted to Lieutenant Junior Grade. In the event that a Cadet should leave the Academy early, their name will be placed on a list maintained by the Academy, and an "Academy Commandant's Mandate" shall be placed in Command, letting CO's know that said Cadet left the Academy early, and stating the exact date that the Cadet is eligible for rank promotion.

Additionally, the Academy Commandant is responsible for contacting the CO of the ship that the Cadet went to when they originally left the Academy, and providing the CO with this information as well. Additionally, all CO's are requested to keep themselves familiar with this list in some cases, early graduation may be granted, ONLY at the discretion of the Academy Commandant, and based on his/her own judgement. In these cases, the Cadet will be granted all the rights and privileges of a proper graduation, including a promotion to Ltjg, and will not be restricted from promotion as in the case of a cadet leaving the program prematurely.

Should it be discovered that Command Staffs of mainstream ships are offering positions to Cadets before they graduate, the Academy Commandant has the right to remove that ship from the list of ships that receives Academy graduates either on a temporary or permanent basis, at the Academy Commandant's discretion. This matter will also be taken to the current President, and punishment shall be determined at the discretion of the President, which may include a verbal/written warning, temporary reduction of rank, reduction of rank until next promotion, or removal of command of a vessel (serious repetitive cases).

At the end of each sim, Cadets shall be graded via a grading sheet approved by the Academy Commandant. Cadets who pass will be promoted to the rank of Lieutenant Junior Grade, and positions will be found for them on "mainstream" ships, preferably (but not guaranteed) as a DH (Department Head).

Should a Cadet receive unsatisfactory marks, they will be asked to remain in the Academy for another sim, on a DIFFERENT ship than their original Academy ship. Should the Cadet pass their second time around, they will be promoted to the rank of Lieutenant Junior Grade, and a position will be found for them on a "mainstream" ship, preferably (but not guaranteed) as a DH (Department Head).

Should a Cadet receive unsatisfactory marks a second time, they will be asked to remain in the Academy for another sim, on a DIFFERENT ship than the previous ships they have served on. Should the Cadet pass their third time around, they will be promoted to the rank of Lieutenant Junior Grade, and a position will be found for them on a "mainstream" ship, preferably (but not guaranteed) as a DH (Department Head).

Should a Cadet receive unsatisfactory marks for a third time, they will be placed as a new member on a "mainstream" ship (an Ensign, with all the rights and privileges that come with that rank), and will only be placed as a Junior Officer. Should a CO receive an "Ensign" in this fashion, they are required to receive a letter from the Academy Commandant explaining this, so that the CO may pay special attention to this crew member, in order to help them out in any way possible.

Serving on any training ship is optional. New members may either join as an Ensign on a regular ship, take the Academy test in their department for a promotion to Lt j.g., or serve on the Training ship for that promotion. Cadets who join the Academy program, thinking that it is mandatory, may approach the Academy Commandant and request to be placed on a "mainstream" ship, so long as they do so immediately upon finding out that the Academy is NOT mandatory. The Academy Commandant is required to give such requests due consideration. Upon the Academy Commandant's approval, the Cadet may be placed on a "mainstream" ship as an Ensign, with all the rights and privileges that a new member who is placed on a "mainstream" ship has.

An Academy sim lasts for 3 months (90 days). A sim shall be GMed by one GM, of Junior Gamemaster status or higher. In the case that a GM shall go AWOL or be removed in mid-sim, the sim shall be continued without interruption by a qualified replacement, which may be the Academy Commandant, XO of the said ship, or CNS of the said ship, regardless of whether the said person holds the rank of Junior Gamemaster.

Furthermore, it is the responsibility of the XO and GM of the academy ship, concurrently, to notify the Academy Commandant of the date which a new sim starts.

5. THE ACADEMY AND YOU

Whenever a DH spot on a "mainstream" ship opens up, and the CO of that ship has no qualified officer in that department on his ship to fill the hole on his own, the CO is requested, but not required, to contact the Academy Commandant to see if there are any cadets who are ready to graduate to fill said Department Head vacancy.


6. DISPUTES
Any dispute involving any member of the Academy shall be moderated by the Academy Commandant. Should any of the involved parties be the Academy Commandant, the dispute shall be moderated by the Vice Commandant. Should the dispute involve the Commandant and Vice Commandant, the dispute shall be moderated by the President.


7. THIS DOCUMENT

Harold and I have discussed his behavior several times, and after several complaints lodged by club members, it has become obvious, though unfortunate, that this is the only course of action to take.

Harold has been warned via email that any further harrassment or insulting of club members will result in harsher punishment.

1. SUPERCEDENCE OF PREVIOUS EDICTS

Edicts Bourdaa 32, Spurlin 2, Hughes 3, Garfield 5, Rouse-Deane 12, and Rouse-Deane 23 are hereby rescinded and superceded by
this edict.

2. ESTABLISHMENT OF THE ACADEMY DEPARTMENT

The Academy Department shall serve as a resource to the membership on matters relating to ongoing training and development in
STF.

The daily activity of the Academy Department shall be overseen by the ACADEMY COMMANDANT, who shall be appointed by the
President. The Academy Commandant is a cabinet position, and is equal in power to other departmental directors and Fleet
Commanders.

The VICE COMMANDANT shall be appointed by the Academy Commandant. The Vice Commandant answers directly to the Academy
Commandant, and is responsible for departmental decisions in the event the Academy Commandant is not available. Additional
responsibilities are at the discretion of the Academy Commandant.

The Academy Commandant and the Vice Commandant must have Academy experience, preferably as a current or previous XO or CNS on
an Academy Ship, however, experience as a DH on an Academy Ship may be also be considered acceptable. Additionally, they must
currently hold the member rank of Lieutenant Commander or above, and currently or previously have held an XO position or above
on a mainstream ship.
The Academy Commandant may delegate any of his duties enumerated in this Edict or any other responsibilities incumbent upon him
as a result of another Edict to another named member of the Academy Department.

Starfleet Academy shall maintain a set of courses, which must at least include a course for Engineering, Gamemaster, Medical,
Science, and Security. Additional courses are at the discretion of the Academy Commandant.


3. ESTABLISHMENT OF THE ACADEMY SHIPS

The Academy shall consist of 3 ships, the USS Challenger, the USS Columbia, and the USS Discovery. The number of ships may be
expanded by presidential edict, if and when the need arises. The Academy ships shall be staffed in a different way than
standard ships within STF. The staffing of the Academy ships will include, in order of Chain of Command, with the first listed
being the highest on the chain:

XO (Executive Officer) - The XO is appointed by the President of STF, consulting with the Academy Commandant. The XO outranks
the CO, on issues of ship administration. The XO is second in command in an RPG sense only. The XO, regardless of member rank,
will always hold a rank of Commander on the training ships. Academy XO's must currently, or in the past, have held the position
of XO or CO on a mainstream ship, or have held the position of CNS or XO on an Academy Ship.

CNS (Counselor) - The CNS is appointed by the XO, consulting with the Academy Commandant. The CNS is 2nd in command on issues
of ship administration. The CNS is third in command in an RPG sense only. The CNS, regardless of member rank, will always hold
a rank of Lieutenant Commander on the training ships. Academy CNS's must currently, or in the past, have held a DH position in
the Academy, or failing that, be a DH on a "mainstream" ship, with positive comments from their Commanding Officer(s).

GM (Gamemaster) - The Gamemaster is appointed by the Academy Commandant, subject to the veto of the XO of the ship in question.
The Gamemaster of an Academy ship must be an experienced GM preferably holding the title of Full GM, however, GM's with a rank
of "Junior Gamemaster" may be considered at the Academy Commandants discretion.

CO (Commanding Officer) - The CO is appointed by the Academy Commandant, consulting with the President. The CO _must_ be an XO
from somewhere in the fleet, for the purposes of assisting to train for a CO spot. The only exception to this rule is if there
are no available XO's in the fleet that do not have a CO spot, or if there are no XO's that are willing to take part in the
training program. In the case of the above exception, then the Academy Commandant, consulting with the President, may select
someone who does not currently hold a XO spot, HOWEVER, this person must currently hold the member rank of Lieutenant Commander
to be considered.

decreased to Lieutenant, and so on, until someone willing to participate in the program can be found.

When I became president, the club was in pretty good shape. I'd like to think that she still is :). However, through my term,
there have been bumps in the road, some bigger then others :).

When we've hit these bumps (most of which probably were not visilbe to the membership at large), our ability to overcome them
is due to some very dedicated members of STF.

Not too long ago, Shalon had to step down as Captain of his ship, FCOMM for fleet 1, as well as a number of other positions,
because of very sad real live happenings. As always our thoughts and prayers are with him and his family.

This brings me to the prupose of this edict.

When Shalon stepped down, his then AFCOMM1, Mike Seiler, stepped in, without a second thought, and made sure the fleet was
running as Shalon would have wanted it to.

When it became clear that Shalon would not be returning to us very soon, I offered Mike a choice. He could either take the
FCOMM spot, or I would appoint someone.

He didn't even hesitate. Mike stepped right in, and took care of Fleet 1. Mike is a natrual leader, and the role of Fleet
Commander fit him quite well. He is one of those who helps hold this club together, in the spirit in which it is intended.

With this in mind, I hereby promote Mike Seiler to the rank of Fleet Captain, entitling him to all the rights and privileges
that accompany such a rank.

Congratulations Mike. Well earned.

Mike was not alone in stepping up to the plate and doing what had to be done to take care of Fleet 1.

Krystelle Bromilow has been a part of STF for quite a while. She has shown her dedication to STF in many ways, and has balanced
serious RL issues with club participation (the club taking a less significant role during those times) - an example of
something that we can ALL learn from Krys.

I've received several recommendations for promotions as my term comes to a close. This person has been recommended many times,
by several people. After a little looking around, I can see why.

Tara Manini has served STF for quite a while, and her dedication is clear though her works here. She's served well as CO of
Starbase 202, as well as in various other positions through the fleet. Tara has set an example, especially for those of us in
fleet four, when it comes time to getting our reports filed! That alone should get her this promotion - but its much more then
that.

In addition to her RP and OOC contribution to the club, Tara has served as AFCOMM4 througout my term. I have it on good
authority that she's done a wonderful job in that position, and has helped keep the fleet running as smoothly as possible.

I hereby promote Tara Manini to the rank of Fleet Captain, entitling her to all the ranks and privileges that accompany such a
rank.

Fleet 8, as commissioned in Robinson Edict #41 (yes I know it was a joke) is hereby decommissioned, along with any ship,
starbase or outpost residing within said fleet.

This of course does not prevent the commissioning of a real fleet 8 in the future, should a need be displayed.

If nothing else, this gets me one closer to 50 .

There are many reasons that players have to leave STF for a time - RL does that to all of us. Its sad to see them go, and a
happy occasion when they return.

During my term, we've had quite a few of both, Mike Diamond being one of those who returned.

Mike came back early in my term, and won the CO spot on the Draco with his application to then FCOMM5 Dustin.

Let's talk about Fleet 5 for a moment. This fleet alone has had the most changes, since I've been in office. Not long into my
term, Dustin resigned his position as FCOMM due to RL, and suggested Bret Godfrey, who was then appointed to FCOMM5. Bret, as
you remember, was also the Captain of the Kearsarge.

Unfortunately, RL struck again, and Bret had to leave us. The AFCOMM5, held his own cabinet position, and therefore could not
step in as permanent FCOMM5. Now is the embarrassing part - I tried to switch the Paladin (CO Stu Coll) and the Draco (CO Mike
Diamond) between fleets 6 and 5, in order to have an FCOMM in fleet 5. I had some great Captains there, but I was either turned
down, or they were too newly appointed for me to be comfortable with them in the fleet commander position. Mike went along with
this, understanding the move, supporting the move and the appointment of Stu as FCOMM5. He did this, because he knew that it
was what was best for the club, at the time.

Well, RL wasn't done with us. Stu had to leave us just days after that appointment. So (embarrassing again), I put the Paladin
and the Draco back in their rightful spots. Both ships were happy to be home, and I was happy to have them there, as there was
just something not right about the Paladin not being in Fleet 6, and the Draco not being in Fleet 5.

It was at this time that I offered the position of FCOMM of fleet 5 to Mike Diamond. Luckily for me, he accepted, and since
then Fleet 5 has been running like clockwork.

Mike has more then shown his dedication to STF. He has showed that the truly cares for this club, and her members. In fact, I
remember him saying that he tells each of his CO's - RL always comes first. Something very important that we frequently forget.
This does, however, keep our club running.

But it goes further then that. Mike has set a stellar example as FCOMM. He has enforced the Chain of Command, which is also an
integral part of STF, he has demonstrated the ability to balance RL and STF, and delegate as needed. He has not let one, get in
the way of the other. Mike is not a 'do as I say, but not as I do' person. He sets his standards, and expects everyone -
including himself - to meet them.

Mike Diamond is one of those rare people - they're natural leaders, because people enjoy following them. Its a pleasure to
serve with him.

Therefore, I hereby promote Michael Diamond, to the rank of Fleet Captain, entitling him to all the rights and privileges that
accompany such a rank.

Congratulations Mike. Well done, and well earned.

Seeing as how Emma is running another term as Veep, I thought I'd give her at least one day off.
