Due to the resignation of Nick Lackie, Claudette Drake is hereby promoted to the rank of Captain and appointed CO of the USS Brandywine, Fleet Seven.
Due to the resignation of Seamus Hughes, Scott Dale Robison is hereby appointed CO of the USS Revelation, Fleet Six.
Furthermore, it has been alleged that Scott Dale Robison: firstly, has repeatedly and deliberately posted notes of high quality in an RPG setting within STF; secondly, that he has served in the capacity of STF President with distinction and merit; thirdly, that he did on many occasions positively contribute to the culture and life of STF; fourthly, and most seriously, that he has earned the respect and admiration of his peers and friends.
This being a Dictatorship, the Office of the President offers a plea of guilty to all charges on behalf of the accused.
It is therefore the judgment of this court that Scott Dale Robison be promoted to the rank of Fleet Captain, with all the bragging rights and sugary confections therein.

Under the authority vested in me by the Holy Sisko, and by Edict Bourdaa #32 establishing Training Vessels under Academy jurisdiction, I present to you the following... (with due apologies to the American space shuttle program)
1. ESTABLISHMENT OF ACADEMY FLEET
A new Fleet is hereby established, under the name "Starfleet Academy". This Fleet shall house all Academy Training Vessels as well as the Academy administrative areas. The Internet Department is instructed to bring this Fleet online within the next seven days.
The Academy Commandant shall have authority of Fleet Commander within the Starfleet Academy Fleet, with all the responsibilities therein as defined by this and other Edicts.
2. RELOCATION OF EXISTING ACADEMY SHIPS
The "Starfleet Academy" Ship in the Command Area Fleet is hereby relocated to the Starfleet Academy Fleet, and renamed "Academy Headquarters". It shall serve as the OOC Administrative Area for the Academy. The Internet Department is instructed to make this change within the next seven days.
The USS Challenger Ship in the Command Area Fleet is hereby relocated to the Starfleet Academy Fleet. The Internet Department is instructed to make this change effective as soon as due notice can be given to all current Challenger Cadets to minimize the potential confusion.
3. COMMISSIONING OF NEW TRAINING VESSEL
The USS Discovery, NCC-73237, Discovery-class, is hereby commissioned in the Starfleet Academy Fleet as a Training Vessel. It shall operate under the same rules governing Training Vessels such as the Challenger, as set forth in Edicts Bourdaa #32, Spurlin #2, and any later Edicts.
Captain Ralf Steen is hereby appointed XO of the USS Discovery, Starfleet Academy.
Academy Commdant Steve Ashton and Discovery XO Steen are instructed to select and place a CO, Counselor, and DHs within the next seven days. Upon the completion of this task, they shall inform the Personnel Department that the Discovery is ready to accept new Cadets.
The Personnel Department is instructed to assign new Cadets to each Training Vessel equally such that all Training Vessel ships are and remain approximately the same size.

A spectre is haunting STF -- the spectre of Real Life. All the powers of Real Life have entered into a holy alliance to draw people away from role playing: Teacher and Parent, Doctor and Boss, Maquis Radicals and Romulan Tal'Shiar.
As everyone has already noticed, Vice-President and GM Director Jeremy Friedman has recently resigned his positions due to increasing time constraints and real life pressures. We wish him well in his endeavors, wherever they may lead him.
As a few people have heard, Personnel Director Brandon Stoll has also informed me of his need to step down due to an increasingly busy work schedule. Although he has not stepped down as CO of the Coronado, he does not have the time to keep up with his department.
But wait, there's more!
Internet Director David Wonderly has also informed me that he does not have the time to continue in his capacity as IDir, either. He too has retained his CO position, but stepped down from the Internet Department.
I would like to extend my thanks to Jeremy, Brandon, and David for their involvement and contribution over the past four months, and wish all of them the best in the future. Live long and prosper, folks.
Which brings us to the next order of business, finding new people for all of the aforementioned positions. Which, in turn, brings us to the second half of this Edict.
Alex Verdusco is hereby appointed GM Director, with all the powers and privileges incumbent therein.

A new rank shall be added to the WeBB system, to be included on AutoRosters. This rank shall be called "Crewman", and shall serve to label characters who serve on a ship but are not officer grade, nor did they attend Starfleet Academy. It shall be ordered below "Ensign" but above "Civilian".
This addition shall not in any way effect existing policies regarding the ranks of incoming new members. This rank is made available to COs for use on characters for existing members at the discretion of the CO.
This Edict does not necessarily preclude the addition of a Chief Petty Officer rank at a later date, but for now I'd rather start slow and see what happens.

We've all heard by now that Scott Robison is stepping down as CO of the USS Hawking in Fleet Six, due to wanting a life. A strange concept, but we will accept his wishes. ;-) Therefore, Amanda Noon is hereby promoted to the rank of Captain and assigned CO of the USS Hawking, Fleet Six.
Paul Jones has agreed to step down as CO of the USS Dresden in Fleet Three, due to time constraints while touring Europe. We all wish him well in his travels.
Jennifer Bowman is released as CO of Outpost 42, Fleet Three, and assigned CO of the USS Dresden, Fleet Three. Furthermore, the USS Dresden, Nimitz-class, NCC-1837-C, Fleet Three is hereby rechristened the USS Dresden, Maverick-class, NCC-1837-D.
As leaving a space station leaderless is not a good idea, Michael Diamond is hereby promoted to the rank of Captain and assigned CO of Outpost 42, Fleet Three.
As long as we're at it, Brandon Stoll has decided to step down as CO of the USS Coronado in Fleet Six due to time constraints. We wish him luck in catching the bad guys on the streets of whatever city he works for. Meanwhile, Scott Jones is hereby promoted to Captain and assigned CO of the USS Coronado, Fleet Six.

The next STF Election Season is hereby declared.
Election Season 2002 will last approximately for the month of July. The Election Coordinator will announce exact dates.
The STF Elections Ship is hereby reopened, and will be cross-linked to all fleets. All election-related business, including but not limited to nominations, campaigning, announcement of all results, etc. is restricted to the Elections Ship. The Election Coordinator shall have administrative authority over the Election Ship.
During Election Season, shell access to the server will be restricted to the Internet Director, President, and Election Coordinator. If either the Internet Director or President is, in the interpretation of Election Coordinator, too affiliated with any given campaign access will be removed from that individual and one other person of the Election Coordinator's choosing will be granted access, for security reasons.
The Election Coordinator is instructed to announce the Election Timetable and Election Rules in the Election Ship no later than the 28th of June.
Oh yeah, and Deanne Ashton is hereby appointed Election Coordinator for Election Season 2002. ;-)

MOVIE ERA SHIP CHARTER
A new Alternate RPG Area is hereby commissioned in Fleet Six, a TOS Movie Era RPG Ship.
The USS Merrimack, Mariner-class, NCC-2346 is hereby commissioned in Fleet Six as the TOS Movie Era RPG Ship. If for any reason the Merrimack should change its class, it must be decommissioned.
The USS Merrimack will be structured the same as a Standard Ship, and be commanded by a CO and XO who are appointed the same way as on a Standard Ship and a GM who is appointed in the same way as on a Standard Ship. However, the Merrimack will be set 293 years from today rather than in the standard STF time frame. That places it shortly after the end of the events depicted in "Star Trek VI: The Undiscovered Country." The Merrimack's time frame must honored with respect to technology that is permissible, known species, species present in Starfleet at the time, etc.
CO and XO positions on the Merrimack will count fully towards any limits in place. The Merrimack will not accept new members to STF. It is a Second Character Only Ship.
The Merrimack will officially begin service on or about 1 July. It will be reviewed in 90 days on or about 1 October by the President, Fleet Commander, and CO to determine if the Merrimack has been successful in its mission. The President shall have final ruling in this matter. The Merrimack will be reviewed based on the following criteria:
* Has the Ship established an active and healthy Role-Playing environment?
* Has the Ship established itself as a 23rd century ship, with all the anthropological and technological idiosyncrasies of the era.
If the Merrimack is found to be successful in its mission, it will be considered permanent. It may be decommissioned at a later date should it be found to be irreparably in violation of any of the points of its mission. If the Merrimack is found to have failed in its mission, it will be decommissioned. If the Merrimack is found to have failed in its mission before its scheduled review date, it may be decommissioned prior to its review date. Should the Merrimack be decommissioned at any point, all characters and positions pertaining to it will be eliminated. Promotions given on the Merrimack will remain in effect.
Commodore Deanne Ashton is hereby appointed CO of the USS Merrimack, Fleet Six. She is instructed to assemble her crew and prepare for launch on or about 1 July. Interested officers should contact Commodore Ashton by e-mail as soon as possible.
It's been a long time coming, folks, let's make this thing work!

It has come to my attention that various members of STF are trying to show me up. Who are these vile, despicable people, these traitors, looking to undermine Presidential authority by performing their duties to such a high degree?
First among them is the criminal Barry Vogtman. As Vice-President, Barry has been an invaluable asset to this administration. He has been a top-notch RPer, key advisor, and active and constructive contributor to Command. As AIDir, he has spearheaded the push in the second half of this term to bring the STF web site up to par, including our New and Improved index/login page, which has already increased the number of applications we receive considerably. For these and other Crimes of Excellence, Barry Vogtman is hereby promoted to the rank of Fleet Captain, with all the rights and privileges therein.
Another Evil Mastermind is Steve Ashton. As Academy Commandant, he has helped to bring the Academy up to date. He has helped the Academy expand into its own fleet, after years of waiting. He has kept in regular contact with the course instructors (at least I keep hearing from him), and has assembled a solid staff behind him. For these and other Crimes of Excellence, Steve Ashton is hereby promoted to the rank of Fleet Captain, with all the rights and privileges therein.
Who else could be so dastardly? How about master villain Alex Verdusco. As GM Director, he is stayed on top of his department, continually monitoring GMs and trainees. He has constantly kept me abreast of the status of the fleet. Before that, as Librarian, he was a part of the team that put together the IC Library, which has finally picked up where the old Memory Alpha project left off. For these and other Crimes of Excellence, Alex Verdusco is hereby promoted to the rank of Fleet Captain, with all the rights and privileges therein.
But wait, there's more! There's an even more villainous traitor in our midst. Emma Rouse-Deane. As FComm-4, Emma has helped to main the high standards that I set out for that great fleet. As APDir, she's helped to bring the Personnel Department from the least active to one of the most active departments, handling much of the mundane business to free the Personnel Director up to tackle larger tasks. She volunteered to take the time as XO of the Academy's latest Training Ship, the Discovery, to help train tomorrow's COs and DHs. As her GM, I've seen her skill as a CO, consistently maintaining an active, friendly, and thoroughly enjoyable ship. Such skill and self-sacrifice should not go unpunished. Therefore, Emma Rouse-Deane is hereby promoted to the rank of Commodore, with all the cookies and ice cream therein.
And finally, while it is not a promotion, I would like to officially thank Stan Tomson for spearheading the most recent proposal for a TOS ME ship. The idea has been debated countless times since I joined STF, but finally we saw a solid, thought-out proposal with the support needed to make it a reality. Stan, good work, and let us hope the Merrimack lives up to the high expectations we have for it.

"An unfortunate event"

There is an expectation in STF that all members will act with civility and respect towards each other. That expectation is implicit in the very nature of STF as a community, and explicit in STF's Terms of Service.
When someone violates that civility, STF as a community must do something about it. Whenever possible, those that violate that community civility and respect should be corrected and then reaccepted back into the community, in the hopes that they have learned better. In most cases, that is sufficient, and life may continue. Sometimes, however, more severe action must be taken.
Everyone knew the election rules when the election started. They were posted on the EC web site, as always. And as with every election since even before I was in STF, the rulings of the EC are final. That is necessary in order to remove any political pressure from the EC. We may not always agree with the decisions of the Election Coordinator, I have not agreed with every EC either, but we must accept that the EC's word is the final word on election matters.
Disagreement with someone, whether the EC or not, does not give anyone the right to maliciously libel or slander that person. Nothing gives anyone that right. And when someone chooses to maliciously and deliberately lash out at another member, they must accept the consequences of their actions.
Eddie Lawson disagreed with a decision of the Election Coordinator, Deanne Ashton. That is his choice to do so. His response, however, was to maliciously and vindictively lash out at her, with flat lies and vicious character attacks. He also lashed out at the President, with the same blatant lies and direct character attacks. Such behavior cannot and will not be tolerated.
Effective immediately, Eddie Lawson is demoted to the rank of Lieutenant, junior grade. Any characters he holds that have a rank higher than Lieutenant, junior grade must be demoted to no higher than Lieutenant, junior grade. Furthermore, Eddie may not be promoted above the rank of Lieutenant, junior grade until 1 November (just over 90 days from now). Eddie is also restricted from posting on the Election Ship for the remainder of this Election Season. Violation of that rule may result in further penalties, possibly including provisional expulsion.
Furthermore, Eddie's libelous assaults were published via the STF webzine "Project Omega" in a section called "Eddie's Election Diary". As Editor-in-Chief of Project Omega, Mike Rouse-Deane is responsible for its content, as is Project Omega itself. In the "real world", such actions as these would result in a lawsuit against Project Omega, Eddie Lawson, and Mike Rouse-Deane. In STF there are no lawsuits, so that is not an option. Nonetheless, Project Omega is responsible for the material published therein. It is for that reason that Project Omega has been removed from the Media MOTD. Mike RD has been warned on countless occasions during this Presidency that Project Omega's continual use as a platform for malicious acts of hatred against other members would not be tolerated. In the most severe cases, Mike RD has eventually backed down, but in this case he has not.
I spoke to Mike RD earlier today, and offered to return Project Omega to the Media MOTD, if he would remove all references to Eddie's Election Diary and the patently offensive content therein, and apologized on behalf of the paper for Project Omega's involvement in these uncalled for attacks. He declined. Therefore, Project Omega is hereby banned from the Media MOTD, and all STF-related advertising including, but not limited to, posting on any MOTD, posting on any ship, and posting in IRC of excerpts, links, or advertisements. The above offer to lift the ban on Project Omega will remain open for the remainder of my Presidency. However, attempts to circumvent the above ban may result in further sanctions, including possible expulsion.
Freedom of Speech is a dear right in any democracy. However, Freedom of Speech does not protect those who would abuse it to slander or libel another person, nor to propagate hate. When that right is abused, it is an affront not only to the victim of the attack but to those who enjoy that freedom who do not abuse it. Throughout my tenure, I have striven to encourage constructive dissenting opinion, and tried to avoid stifling it, even when I personally found it offensive. I have done my utmost to try and strike a balance, but in this instance the final line has been crossed, and that must not be permitted to happen.
In addition, Israel Harris has, repeatedly, continued to harass -- not question, harass -- candidates in the election. He was instructed to stop by the Election Coordinator. He did not. For violation of election rules, he was restricted from voting, and yet continued. The subject of his issue, a two and a half week old IRC conversation that he alleged was excessively sexually explicit, was put to rest by the official channels. The Internet Director decided that it was not in violation of the Terms of Service or IRC regs. The IRC Admin decided that it was not in violation of the Terms of Service or IRC regs. It was over and done with. However, Izzy did not stop, and went as far as to post the entire log in question in the Election Ship.
If, as Izzy alleges, the log is excessively sexually explicit, then he has by his own allegation posted sexually explicit material on the WeBB. If, as the IDir and IRC Admin have concluded, it is not, then he is merely harassing members of STF and in gross violation of election rules, despite repeated instruction from the Election Coordinator to desist. As a result, more stringent action is necessary.
Effective immediately, Israel "Izzy" Harris is demoted to the rank of Lieutenant. Any characters he holds that have a rank higher than Lieutenant must be demoted to no higher than Lieutenant. Furthermore, Izzy may not be promoted above the rank of Lieutenant until 1 November (just over 90 days from now). Izzy is also restricted from posting on the Election Ship for the remainder of this Election Season. Violation of that rule may result in further penalties, possibly including provisional expulsion.
I would very much now like to return to what was until the past few days the least aggressive and most boring election to date, something STF needs in much greater quantities.

"STF Server Security Clarification and Amendment"

After the last Election, there was a, shall we say, less than smooth transition into the new administration, due mostly to issues pertaining to access ability to some STF resources. While in the end it was sorted out, I would rather than such a mess does not happen again. Therefore, a little buffering to make sure that no one can "co-opt" any of STF's facilities:
All passwords to all official STF resources, including but not limited to the STF server and any official IRC channels, must be held at all times by the Internet Director, President, and at least one other individual selected by the Internet Director. At least the Internet Director and one other holder of a given password must agree in order to change the password, and it must then be provided immediately to all other authorized individuals.
An exception is made during Election Season, during which time the Election Coordinator will be given access to the server and any other resources necessary for his position. Should in the opinion of the Election Coordinator the President or Internet Director or any other password holder be too involved in any campaign, that individual will be restricted from access for the duration of Election Season and replaced by another member of the Election Coordinator's selection. Preference will be given to other non-Election involved members of the Internet Department.
At no point may the password for any official resource be held by fewer than three people.

"Fleet Command and Other Mundane Matters"

Section A: Fleet Structure and Command
p1. Definition
A Fleet is a collection of one or more Standard Role-Playing Ships under the command of a Fleet Commander and demarcated from other Fleets. A Fleet may include non-RPG ships in addition to Role-Playing ships.
p2. Creation & Decommissioning
A Fleet may be created by Presidential Edict as needed. A Fleet must be filled with at least one Standard Ship and a have a Fleet Commander appointed promptly. A Fleet may be decommissioned by Presidential Edict provided any ships within the Fleet are simultaneously decommissioned or moved to other Fleets. If a Fleet is decommissioned, the related Fleet Commander and Assistant Fleet Commander positions are eliminated.
p3. Fleet Commander
All Fleets are Commanded by a Fleet Commander, appointed by the President. The Fleet Commander is considered a member of the Cabinet. The Fleet Commander is charged with seeing to the proper functioning of the Fleet under his command and the administration of related COs, XOs, and other Ship Administrators. The Fleet Commander is responsible for the outward image of the Fleet under his command, for reporting to the President and working with the President on matters of Fleet business, and other duties as specified in this and other Edicts.
p4. Assistant Fleet Commander
Each Fleet Commander is required to appoint a single Assistant Fleet Commander. The Assistant Fleet Commander's primary responsibility is to take over as acting Fleet Commander should the Fleet Commander declare a LOA. An Assistant Fleet Commander may declare the Fleet Commander AWOL with the consent of the President and assume the position of acting Fleet Commander until such time as the President appoints a new Fleet Commander. Additional duties may be conferred upon the Assistant Fleet Commander at the discretion of the Fleet Commander. The Assistant Fleet Commander is considered a member of Command, but is not a member of the Cabinet.
p5. Restrictions
The Fleet Commander and Assistant Fleet Commander must be a current CO in the Fleet in question, or a former CO of the Fleet in question. Acting CO does not count. No individual may be the Fleet Commander or Assistant Fleet Commander of more than one Fleet at a time, nor may any individual be Fleet Commander of one Fleet and Assistant Fleet Commander of another Fleet at the same time. The President may not be the Fleet Commander or Assistant Fleet Commander of any Fleet. Acting holder of a position does not count towards these restrictions.
Section B: Ships
p1. Standard Ships
A Standard Ship is any self-contained RPG Starship or Starbase, commanded by a CO, on which regular RPGs take place under the administration of the GameMaster Department and the Fleet Commander. All Standard Ships must reside in a single Fleet. All Standard Ships are Starfleet vessels. All Standard Ships are set approximately 376 years after the current modern year, that is, the year 2000 real time corresponds to the year 2376 In Character time, and one year real time corresponds to approximately one year RPG time. A Fleet must contain at least one Standard Ship.
p2. OOC Ships
An OOC Ship is a starship, starbase, or other similar division that is present in a Fleet but not staffed by a crew or the site of an actual RPG. OOC Ships are intended for Out of Character interaction between STF members. OOC Ships are established managed at the discretion of the Fleet Commander.
p3. Non-Crewed Ships
A Non-Crewed Ship is a Starship or Starbase that is considered a part of a Fleet for RPG purposes but is not actively commissioned nor staffed by RPed characters. NPC ships assigned to a Fleet are available for use by GMs for RPG purposes, and if destroyed are recycled.
p4. Alternative RPG Areas
Alternate RPG Areas are those areas where RPGs take place that do not meet one or more of the characteristics for Standard Ships. The President may establish by Edict a charter for an Alternative RPG Area within a given Fleet upon the advice and consent of the Fleet Commander of the Fleet where the Alternate RPG Area will reside. If nothing is specified for a given parameter of the RPG environment, it is assumed to be the same as a Standard RPG Area. For example, if no time frame is specified the Alternate RPG Area is assumed to operate in the same time as Standard RPG Areas.
Alternate RPG Areas may have a Leader, who is responsible for seeing to the well-being of the Area and will serve as the In Character leader of the Area with a title specified by the chartering Edict. Leader of an Alternate RPG Area may count as an XO position or CO position as specified by the chartering Edict. The Administrator of the Area may be appointed by Presidential Edict or by the Fleet Commander, as specified by the chartering Edict. If not specified, the Administrator is appointed by the President in the same fashion as a CO on a Standard Ship and will count as a CO position. Alternatively, an Alternate RPG Area may have an Administrator appointed by the Fleet Commander who will manage MOTD and personnel matters, but will not have any authority beyond that. Administrator will not count towards any CO or XO limit in place. RPG Ranks in Alternative RPG Areas do not count towards a member's Member Rank unless explicitly specified in the chartering Edict.
Section C: Ship Management
p1. Commissioning of Standard Ships
All Standard Ships in a Fleet are commissioned by Presidential Edict, with the prior consent the Fleet Commander. If the Ship in question is a Starship, it must be of a class approved by the Engineering Department prior to commissioning as selected by the Fleet Commander and with a name as selected by the Fleet Commander. If the ship class as approved by the Engineering Department includes a list of valid ship names, the name must come from that list. No two ships in STF may be of the same name simultaneously.
p2. Relocation
Any Standard Ship may be moved from one Fleet to another by Presidential Edict with the consent of the related Fleet Commanders.
p3. Rechristening
A Standard Ship in service in a Fleet may be rechristened to a new name and/or class by Presidential Edict, with the consent of the Fleet Commander and the ship's CO. A ship may be destroyed and automatically replaced with a new vessel of the same name and class with prior consent of the Fleet Commander and CO. Both events may occur simultaneously with the approval of all those listed above. Should a ship be rechristened with the same name as it held previously, either due to a change of class or destruction, it shall incur a one-letter suffix increment.
p4. Commanding Officer (CO)
The CO of a RPG Ship serves as the ship's Administrator and In-Character commanding officer. A CO is appointed by Presidential Edict, with the advise and consent of the Fleet Commander. A CO may be removed by Presidential Edict.
In addition to RPG duties, the CO is responsible for ensuring that the crew stays active; managing personnel and enforcing AWOL policies on the ship; ensuring that new members are given adequate assistance as needed; maintaining the ship's MOTD; optionally maintaining a Ship or Captain's Log; and further duties as conferred upon the desire of the Fleet Commander, or established by Edict. The CO is responsible for ensuring the completion of all his duties, even if they are delegated to the XO.
The CO has the power to promote members of his crew up to and including the rank of Lieutenant Commander. The CO may promote members of his crew to the rank of Commander with the consent of the Fleet Commander, should the Fleet Commander choose to exercise such authority. Other powers may be specified by Edict or by the Fleet Commander.
No individual may hold more than one CO position simultaneously. The CO of Academy Training Ships does not count towards this limit. Acting CO does not count towards this limit.
p5. Executive Officer (XO)
In addition to RPG duties, the XO is responsible for assisting other members of the ship as needed. The CO may enlist the aid of his XO in fulfilling his ship management duties, but the CO will remain ultimately responsible for them. The XO's primary responsibility is to take over as acting CO (aCO) should the CO declare an LOA. An XO may declare the CO AWOL with the consent of the Fleet Commander and assume the position of acting CO until such time as the President appoints a new CO. A CO may appoint his own XO with the consent of the Fleet Commander, should the Fleet Commander choose to exercise such authority.
No individual may hold more than one XO position simultaneously. The XO of Academy Training Ships does not count towards this limit. Acting XO does not count towards this limit.
p6. Decommissioning
Standard Ships and Alternate RPG Areas may be decommissioned by Presidential Edict. If a ship is decommissioned, all positions relating to that Ship are eliminated.

An Alternative RPG Area is hereby established in Fleet Four, named Crell.
Crell is a planet-based RPG, set on the planet Crell, homeworld of the Crag species, a relatively new Federation member. There is a noticeable non-Crag civilian population in the capital city of Crewel, although it is a not-uncommon destination for off duty Starfleet Officers. Starbase 202 is in orbit of Crell.
Crell is restricted to existing STF members only. New recruits may not be assigned to Crell.
Crell has no In Character Leader. It is a dedicated Self-RPG area. An administrator appointed by the Fleet Commander will be responsible for managing the MOTD and Roster only. The administrator position will not count towards any CO or XO limits.

A new Alternative Roleplaying Area is hereby established in Fleet Six, named Oed V.
Oed V is a planet-based RPG, set on the planet Oed V, near the Vren Border. It is a join Starfleet-civilian colony consisting of both Starfleet personnel and civilians. Oed V is restricted to existing STF members only. New recruits may not be assigned to Oed V.
The Leader of Oed V both In Character and Out of Character is entitled Governor and may be a Starfleet officer or civilian. The Governor of Oed V will be appointed in the same fashion as a normal CO, and will have similar power and responsibilities, except that characters on OED are not eligible for rank promotion. Therefore, the Governor position on Oed V counts as an XO position towards any limits in place.
There will also be a Lieutenant Governor position on Oed V, appointed in the same fashion as a normal XO, but will not count towards any limits in place.
Mike Bourdaa is hereby appointed Governor of Oed V.
