Based on the recommendation of FComm-7, it is my pleasure to promote Julia K. to the rank of Captain, and give her command of the USS Polaris in Fleet 7.

Julia has shown herself to be an excellent and dedicated role player, in addition to a good leader and positive role model for younger players. I look forward to seeing the Polaris excel under her command!

Goodbye, and thanks for all the fish!

Many thanks go to Ryan Williams and his long service to Star Fleet as an excellent role player and Commanding Officer. I wish him the best of luck with life, and hope that he finds his way back to STF sometime sooner rather than later.

With that said, due to Ryan's resignation I hereby remove him from the FComm-5 position.

I remove Andrew Robinson from the position of Personnel Director and name him Fleet Commander of Fleet 5, effective immediately.

Stuart Coll is hereby named Personnel Director to replace Andrew Robinson.

I would like to note for the record that this change in Andy's position is not a reflection of his duties as Personnel Director. In fact, I have been quite pleased with the many things he's done with that department in such a short time, and I would much rather have left him there. However, he is the most qualified Commanding Officer in Fleet 5 to be Fleet Commander, and he has agreed to take this position for the benefit of Fleet 5 and the club. Many thanks to him for stepping up and being willing to go where we need him most.

If both of you could have your assistants announced within a week (January 16th) I would appreciate it.

I'm a doctor not a paper pusher!

The USS Ogawa NCC-64284 is hereby recommissioned as an alternative role playing area in Fleet 1. It is to be solely a medical/hospital ship, McCoy-class medical frigate. Its missions are expected to be predominantly medical in nature and biased toward medical issues and plotlines, and its crew staffing is expected to be biased toward the Medical department.

If for any reason it should change her class from a medical frigate, it must be decommissioned.

The USS Ogawa is already in active service and is hereby confirmed to be successful as a medical frigate. It will continue to be judged by the following criteria:

1. The Ogawa must maintain an active and healthy roleplaying environment.

2. The Ogawa must continue to function as a medical frigate.

As the Ogawa is already an established RPG Area, it will not be required to pass a trial period. It will therefore remain a permanent addition to Fleet 1, but if at any time it deviates from the criteria set in this edict, it must be decommissioned.

The Ogawa shall have a similar command structure to other Starfleet vessels, including all standard departments, rank structure, and chain of command. As such, RPG Ranks on the Ogawa will count toward Member Rank the same as on Standard Ships, and CO and XO positions on the Ogawa will count fully towards any limits in place.

Additional Swing personnel will be possible at the CO's discretion, including but not limited to the following:

Nurse
Medic
Forensic Pathologist
Medical Examiner

The current CO and crew of the USS Ogawa are retained in their current positions aboard the ship. The CO may be removed at some later date in accordance with the rules of the site, without penalty to the Ogawa herself.

The USS Constellation NCC-1017-H is hereby recommissioned as an alternative role playing area in Fleet 2. It is to be solely a comedy sim ship. Because of its lack of adherence to canon, and its completely unserious characteristics, it is to be a second character only environment.

The Constellation is allowed to change her class without being decommissioned as an Alt RPG. She is currently in service and is herby confirmed to be successful under the classification of a comedy sim ship and by the following criteria:

1. The Constellation currently has a healthy roleplaying environment with a cast of reliable players who remain on the whole within the outlined AWOL guidelines.

2. The Constellation has managed to function as a comedy ship successfully.

The Constellation will remain a permanent addition to Fleet 2, but if at any time she deviates from the criteria set in this edict, she must be decommissioned.

As a comedy ship, the Constellation is not bound by established Star Trek canon. Players may select characters, abilities, and technology from non-canon and custom sources, with the approval of the CO. However, these freedoms must be treated responsibly, and are allowed for the sole reason of having fun. God characters, cast members from Star Trek canon, and other such restricted character types are still forbidden. While a sim may be silly and fun in any respect, it must be realistic enough to be playable.

The Constellation shall have a similar command structure to other Starfleet vessels, including all standard departments, rank structure, and chain of command. As such, RPG Ranks on the Constellation will count toward Member Rank the same as on Standard Ships, and CO and XO positions on the Constellation will count fully towards any limits in place.

Additional swing positions may be added under the CO's discretion, without being limited to demands of canon positions. Examples might include:

The current CO and crew of the USS Constellation are retained in their current positions aboard the ship. The CO may be removed at some later date in accordance with the rules of the site without penalty to the Constellation herself.

1. Supercedence of Previous Edicts

Edicts Dugan 25 and Dugan 31 are hereby rescinded and replaced by this Edict.

2. What is The Scottie Testing Centre?

The Scottie Testing Centre, currently an alternative role playing area in the Research and Development Fleet, is to be permanently relocated to Fleet 1. It will continue as an Alt RPG area, run as a Starbase and Testing Centre for Fleet 1. The STC CO will be expected to keep the Engineering flavour through choice of crew, GM and sims.

The STC is restricted to existing STF members only. New recruits may not be assigned to STC.

The STC will be structured the same as a Standard Starbase. It will be commanded by a CO and XO who are appointed the same way as on a Standard Starbase. A GM will be appointed in the same way as on a Standard Starbase. The GM must agree to plot engineering based sims and should have a good knowledge of Star Trek Engineering.

RPG Ranks on the STC will count toward Member Rank the same as on Standard Ships, and CO and XO positions on the STC will count fully towards any limits in place.

3. Alt RPG Standards

The STC is already in active service and is hereby confirmed to be successful as a Starbase and Testing Centre. It will continue to be judged by the following criteria:

1. The STC must maintain an active and healthy roleplaying environment.

2. The STC must continue to function as a Starbase and Testing Centre.

As the STC is already an established RPG Area, it will not be required to pass a trial period. It will therefore remain a permanent addition to Fleet 1, but if it deviates from the criteria set in this edict, it may be decommissioned.

4. Engineering Department Relationship

If the Engineering Department requires testing of a specification, they will need to negotiate with both the FComm and CO of the STC. The STC sim schedule will not be interrupted for testing a specification.

5. Implementation

The current CO and crew of the STC are retained in their current positions aboard the ship. The CO may be removed at some later date in accordance with the rules of the site, without penalty to the STC herself.

The Internet Department is to move the STC to Fleet 1 as soon as possible.

Musical Chairs

I am sorry that I must report that Troy Martin has resigned from club due to real life. He was one of our best Game Masters, and certainly an excellent role player. I hope he finds his way back to us soon!

I hereby remove Troy Martin from the position of Game Master Director, and replace him with Jud Bennett. Jud is a long-standing member and GM, and has some solid ideas on how the Game Master Department should be run.

Additionally, I hereby remove Sarah Hemmenway as Internet Director, and Emma Rouse-Deane as FComm-4.

I name Emma Rouse-Deane as Internet Director, and Bob Hillis as FComm-4.

Why have one ship when you can have fifteen?

1. RECOMMISIONING OF USS KANSAS, NCC-24200

The USS Kansas, NCC-24200, is hereby re-commissioned as an Alternative RPG area. The Kansas currently resides in Fleet 5 and shall continue to do so. As an Alt-RPG the Kansas is a second character only ship.

The Kansas functions in its capacity as an Alt-RPG as a carrier type starship, and class changes are restricted to carrier type ships only. Any deviation from this will result in the decommissioning of the Kansas.

2. CRITERIA

The Kansas has already been in service, and has proven to be successful as a heavy carrier. In order to remain in service, the Kansas must fulfill the following criteria:

I. The Kansas must maintain an active and healthy role-playing environment.

II. The Kansas must function in her chartered role as a carrier type ship.

3. SUPPORT VESSELS

In addition to the standard ship support vessels, the Kansas will hold a complement of fighters. The class of the fighters may be chosen by the Commanding Officer, provided they are taken from approved specifications in the Engineering Department Technical Manual.

4. COMMAND STRUCTURE

The basic command structure of the Kansas is identical to that aboard a standard ship. Ranks granted aboard the Kansas will count towards member rank and the Commanding Officer and Executive Officer positions will count towards any limits in place.

In addition to the standard ship departments, Engineering, Medical, Science and Security and swing positions of Counsellor and Chief Tactical Officer, the USS Kansas will also maintain a 'Flight' department. The Department Head for the Flight Department shall be known as Commander, Air Group (CAG) and is responsible for all flight operations.

The Flight department consists of three squadrons: Gold, Red and Black. Each squadron shall be placed under the command of a Squadron Commanding Officer (SCO). Each squadron shall have a maximum of four pilots in addition to the SCO.

The Flight Department Chain of Command is as follows:

Pilot - SCO - CAG - XO - CO

The current Commanding Officer and crew of the Kansas are retained in their present positions. The Commanding Officer may be removed at a later date in accordance with the rules of the site without penalty to the Kansas or her crew.

"It's time to put an end to your trek through the stars" - Q

The USS Nautilus has a long history, since she was the first ship on the WeBB that did not serve on Prodigy. Additionally, she has had a long line of excellent commanding officers, including former presidents Mike Bourdaa and Scott Dale Robinson. However, for the past few months she has struggled as a role playing environment, and because of our concerns with available membership, with the departure of her most recent CO her time has come to an end.

The USS Nautilus of Fleet 2 is hereby decommissioned from service. Any remaining active crewmembers may request the help of the Personnel Department in finding them similar postings. The Internet Department should coordinate with the Fleet Commander to retain any documents of historical importance, but should have the ship and all non-historical documents removed from the server within one week.

I would like to thank the active crew, including the GM, for doing their best to keep her going.

O bring back my Bonnie to me

After much discussion between the CO, XO, FComm, and myself, it has been decided that the SS Bonaventure is having significant problems maintaining a healthy role playing environment. Many theories as to why and many proposed plans of action have been discussed, and it is through these discussions that we have come to the following conclusions:

1. The SS Bonaventure is hereby decommissioned for a period of no less than 30 days from today. The Internet Department is instructed to leave the ship intact however, so that the FComm and CO may use her to house discussions or test ideas. No missions will be run during her decommission period.

2. During this decommission period, she will undergo the following changes in an attempt to revitalize her and fix the problems that are inherent to her design:

A. The charter will be rewritten to change the timeline in which she plays, along with other changes as discussed to be necessary.

B. The ship specs will be rewritten to reflect this change in time.

C. The crew will be completely cleared from the roster, and replaced after review from the CO.

D. A website will be created to explain the differences between role playing on the Bonaventure and role playing on a standard ship, including technology differences, a description of the era and current diplomatic relationships with other species, and a description of how Star Fleet is organized differently from Star Fleet as we know it in the 24th century.

3. Once these changes have been implemented to the FComm's and President's satisfaction, the ship will be recommissioned under a new charter, with a new review date.

No one is happy that the Bonaventure has come to this, but everyone involved feels it is absolutely necessary in order to try and save the ship from being decomissioned indefinitely. I hope that anyone who is remotely interested in playing on an Enterprise Era ship supports her in the future, and helps her to remain a part of Star Fleet.

Godspeed to the crew of the Bonaventure; may she find herself healthy again in the near future.

Return of the Engineers

Edict Dugan #24 is hereby rescinded and superceded by this Edict.

Effective immediately, the Starfleet Engineering Fleet is hereby decommissioned. The Research and Development Department shall be transferred back to the Command fleet, and shall be renamed the Engineering Department. The Research and Development Director shall henceforth be known as the Engineering Director, and the Assistant Research and Development Director shall be called the Assistant Engineering Director. Specific responsibilities and duties of this department will be outlined in the following edict.

Note: In Edict #15 I stated "The USS Nautilus has a long history, since she was the first ship on the WeBB that did not serve on Prodigy." I have since been informed that this is inaccurate, and would like to set the record straight. The USS Nautilus was the first fleet 2 ship to be commissioned on the WeBB without having served on Prodigy, not the first ship of the club.

2. ESTABLISHMENT OF THE ENGINEERING DEPARTMENT

An Executive Department is hereby established under the name of the "Engineering Department".

This Department is tasked with creating, maintaining and codifying STF-specific ship specifications and technology for use by STF, and acting as an Engineering-related resource and knowledge base for STF members.

Activity within the Engineering Department shall be overseen by the Engineering Director who shall be appointed by the President. The Engineering Director holds a cabinet position and is equal in power and authority to all other Department Directors and Fleet Commanders.

The Assistant Engineering Director shall be appointed by the Engineering Director and is responsible for all departmental decisions should the Engineering Director be unavailable. Additional responsibilities may be delegated at the discretion of the Engineering Director.

The Engineering Director may delegate any duties and authority laid out in this and related edicts to a named member of the Engineering Department.


3. DESIGNER CLASSIFICATION

The original member who posts a design for a ship specification or technology, collectively known as a "design", in the Engineering Department, will be recognized as Primary Designer. Permission must be obtained from the Engineering Director for a non-Designer to post later drafts of a design during the review process, in order to ensure a draft's authenticity.

The Primary Designer may name other members as either Primary Designers or Contributing Designers. Any disputes regarding the naming of Primary or Contributing Designers will be mediated by the Engineering Director in accordance with the section on Disputes.

Any action taken by or required of the Primary Designer(s) will require unanimous action on their part, including but not limited to the appointment of Primary and/or Contributing Designers.

The first recognized Primary Designer of a design will be recognized as Maintainer, should the design be approved. Another Primary Designer may be named Maintainer upon notification of the Engineering Director with the agreement of all Primary Designers. The Maintainer is responsible for any later upgrades to the design and for other maintenance duties as required by the Engineering Department.

A designer may relinquish ownership of a design at any time by notifying the Engineering Department of said intent.

Upon relinquishing of ownership of a design by all designers, that design becomes the property of the Engineering Department, and the Engineering Department will be named maintainer, and given specific rights to the design. This includes updates to the design as required by canon conflicts, approving new names and registration numbers for ships commissioned with this design, and approving a license to create a revised successor to the design.

All revisions made to a design under the control and direction of the Engineering Department shall be credited to the designers carrying out the work, though the Engineering Department shall be recognised as Maintainer and a Primary Designer.


4. DESIGN SUBMISSIONS, TESTINGS, AND APPROVALS

All designs submitted to the Engineering Department will remain the copyright of the Primary Designer(s). By submitting a design to the Engineering Department, the Primary Designers agree that should it be approved, STF will be granted a full, perpetual license to utilize that design, including, but not limited to, commissioning ships of that design. Neither STF nor other designers receive license to create a revised successor to the design without the prior permission of the Primary Designer(s), where the Engineering Department does not act as full maintainer of said design.

Designers may incorporate already approved technologies into their designs provided that proper credit is given to the original designer.

The Engineering Department is granted authority to make non-substantive changes to the official copy of an approved design, such as in appearance and layout, and the correction of spelling and grammatical errors, where these are recognised as errors in both British and American English. Both forms of English are considered equally correct for the purposes of design review and maintenance.

The Engineering Department is not granted authority to make substantive changes to the official copy of an approved design without the prior express consent of all Primary Designers, where the Engineering Department does not act as full maintainer.

The Engineering Director shall set approval criteria by Departmental Mandate and shall serve as the approving authority.

Should the Engineering Director submit a design for approval, the Assistant Engineering Director shall be the approving authority.


5. DESIGN UPGRADE

In the event that a Primary Designer wishes to supplant a design already approved with a revised version, the revised version must be approved by the Engineering Department as any other design. Should the revised version be approved, the previous version will automatically be removed from the approved design list, and placed in the Ship Museum or equivalent. The consent of all Primary Designers is necessary for a revised version to be submitted, where the Engineering Department does not act as full maintainer.

Different rules apply depending on the status of the existing version of the design.

Where the last-approved version of the design is currently in service: the new design shall be considered a revised version when substantial changes, such as in balance, layout or mission focus, and determined as such by the Engineering Director, have been made to the original design. If non-substantial changes have been made, the Engineering Director is empowered to pass the design without a review period. The design shall be given a new Mark number only if it is considered a revised version.

Where the last-approved version of the design is now retired: any changes made, except in spelling, grammar or presentation, are considered to form a revised version and must pass the approval process as any other design.

Should a retired design be revised, all due credit shall be given to all Original Primary and Contributing designers.


6. DESIGN INHERITANCE

Should the Maintainer leave STF (without relinquishing ownership of their design), the remaining Primary Designers shall decide amongst themselves which of them will be recognized as Maintainer.

Should there be no other Primary Designers remaining in STF, the Contributing Designers shall decide amongst themselves which of them will be recognized as Primary Designer and Maintainer.

The last remaining Primary or Contributing Designer may name another member as a Primary Designer to take over the Maintainership of the design should they leave STF.

Should there be no Contributing Designers remaining in STF, the Engineering Department shall assume full maintainer authority over the design. The Engineering Director shall have full authority to make substantive changes to any such controlled design where it is deemed that the design is inappropriate for continued use and shall publish it as a revision to the original design with full credit to the original designers, though all such revisions shall remain the property of the Engineering Department.

Alternatively, the final designer may specifically request upon leaving STF that the design be replaced and removed from the Department as soon as it is reasonably possible and practical to do so. In the event that a designer requests the timely removal of the design, the ED shall assume limited maintainer authority without the ability to make changes, except in spelling, grammar and presentation, and shall endeavour to replace the design with a new one as soon as one becomes available.

Should a design be under the Maintainer authority of the Engineering Department and not retired and one of the Primary Designers returns to STF, he will resume full Primary Designer and Maintainer status on the design. Should the design have been retired, the design shall remain retired. Where the design has been revised, the original design shall be considered retired and the property of the returned designer. The revision may only be removed or retired by the Engineering Director.


7. DESIGN TERMINATION

The Engineering Department may retire from service any design over which it has Maintainer authority. The Engineering Department may retire from service any design over which it does not have Maintainer authority upon the issuing of a 90 day notification to the recognised Maintainer and public post in the Engineering Department should the design meet one or more of the following criteria:

1. The design becomes directly contradicted by canonical sources.

2. The design is not updated in a timely manner.

3. It is deemed that the design no longer functions as a playable or realistic environment.


8. CANON SOURCES

Primary Sources

The following shall be considered canon primary sources for use by the Engineering Department and Designers:

1. Any episode of Star Trek, Star Trek: The Next Generation, Star Trek: Deep Space 9, Star Trek: Voyager, or Enterprise

2. All Star Trek Movies

3. Star Trek: The Next Generation Technical Manual

4. Star Trek: Deep Space Nine Technical Manual

5. Star Trek Encyclopedia: A Reference Guide to the Future

6. Star Trek Chronology: The History of the Future

7. Any other source approved by Presidential Edict.

Secondary Sources

The Engineering Department shall maintain an up-to-date list of secondary sources, such as reputable third-party websites and books, and the Engineering Department's own in-house articles, that may be used in addition to, or as a reference point for, the above primary sources. These shall be approved by the Engineering Director.


9. DESIGN GUIDELINES

The Engineering Department shall serve as a technical guide and reference to both members and designers, including the establishment of canon-based reference material and design standards, which are not design specific. All designers may contribute to and must adhere to these design standards.


10. DISPUTES

Should a dispute arise as to the status of a design or designer, the dispute shall be mediated by the Engineering Director or named Delegate. Should the dispute remain unresolved following the decision of the Engineering Director or named Delegate, that decision may be appealed to the President. The President?s decision is final.

In the event that the ownership of, or changes to, a design become contested between two or more Primary or Contributing designers, the last-approved version of the design shall be considered the official version.


11. IMPLEMENTATION OF REGULATIONS

These regulations shall take effect immediately for all designs not currently approved for use in STF and all designs within the Engineering Department Maintained areas and Library resources.

All currently approved designs with no active primary designer or full maintainer shall not be affected by the modified Rules contained in this Edict, but shall be administered under previous rules until they can be replaced by newer designs.

Should the designers of a design currently approved by the Engineering Department not be willing to accept these terms, they may request that their design be retired from service and removed from STF, provided that 90-day notification is given to the Engineering Department and the President. This notice must be provided within 30-days of ratification of this Edict.

Fleet Command and Other Mundane Matters (FCOMM 3.6)

1. Supercedence of Previous Edicts

Edicts Garfield #22, Bourdaa #27, Wyers #8, and Lackie #22 are hereby rescinded and superceded by this Edict.

2. Fleet Structure and Command

A. Definition

A Fleet is a collection of one or more Role-Playing Ships under the command of a Fleet Commander independent from other Fleets. A Fleet may include non-RPG ships in addition to Role-Playing ships.

B. Creating & Decommissioning

A Fleet may be created by Presidential Edict. A Fleet must be filled with at least one Role-Playing Ship and a have a Fleet Commander appointed promptly. A Fleet may be decommissioned by Presidential Edict provided any ships within the Fleet are simultaneously decommissioned or moved to other Fleets. If a Fleet is decommissioned, the related Fleet Commander and Assistant Fleet Commander positions are eliminated.

C. Fleet Commander

All Fleets are commanded by a Fleet Commander who is appointed by the President. The Fleet Commander is considered a member of the Cabinet and is equal in power to all other cabinet members. Generally, the Fleet Commander is charged with seeing to the proper functioning of the Fleet under his or her command and the administration of related COs, XOs, and other Ship Administrators. The Fleet Commander is responsible for the outward image of the Fleet, for reporting to the President and working with the President on matters of Fleet business, and other duties as specified in this and other Edicts.

Specifically, the Fleet Commander is responsible for ensuring that the Ships under his or her command are healthy and properly functioning role playing environments, that the internal and external pages under his or her jurisdiction are maintained, and that fleet reports which detail the current status of each ship under his or her command are submitted to the President. The President is responsible for dictating in policy how and when Fleet Reports should be submitted.

In the event that a ship's CO and XO go AWOL, eLOA, or iLOA simultaneously, the Fleet Commander may appoint an aCO and aXO. They must notify the President of such action and relay their recommendation on whether replacing the CO permanently is necessary or not.

D. Assistant Fleet Commander

Each Fleet Commander is required to appoint a single Assistant Fleet Commander. The Assistant Fleet Commander's primary responsibility is to take over as acting Fleet Commander should the Fleet Commander declare a LOA. An Assistant Fleet Commander may declare the Fleet Commander AWOL with the consent of the President and assume the position of acting Fleet Commander until such time as the President appoints a new Fleet Commander. Additional duties may be assigned to the Assistant Fleet Commander at the discretion of the Fleet Commander. The Assistant Fleet Commander is considered a member of Command, but is not a member of the Cabinet.

E. Restrictions

The Fleet Commander and Assistant Fleet Commander must be a current or former CO, or the equivalent of CO in an alt-RPG, of the Fleet in question. Acting CO does not count. No individual may be the Fleet Commander or Assistant Fleet Commander of more than one Fleet at a time, nor may any individual be Fleet Commander of one Fleet and Assistant Fleet Commander of another Fleet at the same time. The President may not be the Fleet Commander or Assistant Fleet Commander of any Fleet. Acting holder of a position does not count towards these restrictions.

3. Ships

A. Standard Ships

A Standard Ship is any self-contained RPG Starship or Starbase, commanded by a CO, on which regular RPGs take place under the administration of the GameMaster Department and the Fleet Commander. All Standard Ships must reside in a Fleet and be Starfleet vessels. Additionally, all Standard Ships are set approximately 376 years after the current modern year. That is, the year 2000 real time corresponds to the year 2376 In Character time, and one-year real time corresponds to approximately one year RPG time.

B. OOC Ships

An OOC Ship is a starship, starbase, or other similar division that is present in a Fleet but is not staffed by a crew and is not the site of an actual RPG. OOC Ships are intended for Out of Character interaction between STF members, but may contain IC role-playing at the discretion of the ship manager. OOC Ships are established and managed by the Fleet Commander when in a Fleet, the Department Head when in a department, and the President when not in either a Department or a Fleet.

C. Non-Crewed Ships

A Non-Crewed Ship is a Starship or Starbase that is considered part of a Fleet for RPG purposes but is not actively commissioned nor staffed by Player Characters. Non-Crewed ships assigned to a Fleet are available for use by GMs for RPG purposes, and if destroyed are recycled.

D. Alternative RPG Areas

I. Definition

Alternate RPG Areas are those areas where RPGs take place that do not meet one or more of the characteristics for Standard Ships. By edict, the President may establish a charter for an Alternative RPG Area within a given Fleet, with the consent of the applicable Fleet Commander. If nothing is specified for a given parameter of the RPG environment, it is assumed to be the same as a Standard RPG Area. For example, if no time frame is specified, the Alternate RPG Area is assumed to operate in the same time as Standard RPG Areas.

II. Leadership

Alternative RPG Areas will have a Leader or Administrator who is responsible for seeing to the well being of the Area. Their specific functions, including their specific title, will be specified by the chartering Edict if they differ from those of a standard ship. The Alternative RPG Area charter must also specify whether the Leader or Administrator position counts as an XO or CO position for purposes of XO and CO restrictions, and any special rules or circumstances regarding the naming of the Leader or Administrator. If not specified, the Leader or Administrator is called the Commanding Officer (CO), is appointed by the President in the same fashion as a Standard Ship CO, and will count towards a CO position as on a Standard Ship.

III. Charter

In addition to the above requirements, the Alternative RPG Area charter must also specify whether or not RPG ranks in the Area count towards a member's Member Rank or not and whether the environment is a Second Character Only environment or not. The Personnel Department may only assign new members to an Alt RPG if the new member specifically requests that assignment and the ship is chartered or marked as able to accept new members who request such an assignment.

4. Ship Management

A. Commissioning of Standard Ships

All Standard Ships in a Fleet are commissioned by Presidential Edict, with the prior consent the Fleet Commander. The Fleet Commander must choose a ship name and an Engineering Department approved class prior to commissioning. Starbases must have Engineering Department approved specs prior to commissioning as well. If the ship class as approved by the Engineering Department includes a list of ship names, the name must come from that list, but the list may be added to with the maintainer's consent. No two ships in STF may be of the same name simultaneously.

B. Relocation

Any Role Playing Area may be moved from one Fleet to another by Presidential Edict with the consent of the related Fleet Commanders.

C. Rechristening

A Standard Ship in service in a Fleet may be rechristened to a new name and/or class by Presidential Edict with the consent of the Fleet Commander and the ship's CO. A ship may be destroyed and automatically replaced with a new vessel of the same name and class with prior consent of the Fleet Commander and CO. Both events may occur simultaneously with the approval of all those listed above. Should a ship be rechristened with the same name as it held previously, either due to a change of class or destruction, it shall incur a one-letter suffix increment.

D. Decommissioning

Standard Ships and Alternate RPG Areas may be decommissioned by Presidential Edict. If a ship is decommissioned, all positions relating to that Ship are eliminated.

E. Commanding Officer (CO)

The CO of a RPG Ship serves as the ship's Administrator and In-Character commanding officer. A CO is appointed by Presidential Edict, with the advice and consent of the Fleet Commander. A CO may be removed by the Fleet Commander with the consent of the President. The removal is then made official by the Presidential Edict that replaces the CO.

I. Responsibilities

In addition to acting as the In Character Commanding Officer, the CO is responsible for ensuring that the crew stays active; managing personnel, recruiting personnel, and enforcing AWOL policies on the ship; ensuring that new members are given adequate assistance as needed; maintaining the ship's MOTD; optionally maintaining a Ship or Captain's Log; submitting reports to the Fleet Commander as mandated; and further duties as assigned by the Fleet Commander or established by Edict. The CO is responsible for ensuring the completion of his or her duties, even if they are delegated to someone else.

II. Powers

The CO has the power to promote members of his or her crew up to and including the rank of Lieutenant Commander. The CO may promote members of his or her crew to the rank of Commander with the consent of the Fleet Commander.

The CO has the power to administrate their roster in whichever way they deem most appropriate, which includes adding character types such as Marines, Fighter Pilots and second rostered player characters.

The CO also has the power to dismiss members of their crews if they determine that such action is necessary to preserve or restore the ability of the ship to function effectively. A member dismissed from a ship may appeal the decision to the FComm (or AFComm if the CO in question is FComm). The ruling of the FComm (or AFComm) in this matter is final and may not be appealed further. Other powers may be specified by Edict or by the Fleet Commander.

III. Restrictions

No individual may hold more than one CO position simultaneously. Acting CO does not count towards this limit.

Second Player Characters are restricted to JOs and below. That means that no player may hold two DH positions on a single ship at once, or a Command position and a DH position on a single ship at once. Acting DH, Acting XO and Acting CO do not apply to these restrictions.

COs are encouraged to use strict discretion when allowing non-canon positions, character types, and second player characters so that their ship maintains a healthy and fun role playing environment. Reference Section G, Character Restrictions.

F. Executive Officer (XO)

In addition to RPG duties, the XO is responsible for assisting other members of the ship as needed. The CO may enlist the aid of his XO in fulfilling his or her ship management duties, but the CO will remain ultimately responsible for them. The XO's primary responsibility is to take over as acting CO (aCO) should the CO declare an LOA. An XO may declare the CO AWOL with the consent of the Fleet Commander and assume the position of acting CO until such time as the President appoints a new CO. A CO may appoint his or her own XO with the consent of the Fleet Commander, should the Fleet Commander choose to exercise such authority.

No individual may hold more than one XO position simultaneously. The XO of Academy Training Ships does not count towards this limit. Acting XO does not count towards this limit. When choosing an XO, preference should be given to members who do not currently have a CO position if possible.

G. Character Restrictions

All Player Characters should be Federation Members or Allied species. Each must have an adequate and believable reason for joining Starfleet that does not violate canon, unless that character is a civilian. Civilian characters must still have an adequate and believable reason for being allowed to serve on a starship or starbase. Characters played on Alt RPGs may violate these rules only if such violations are specified and explained in the Alt RPG charter.

The following character types and species are prohibited:

- God-mode/Super Characters: Borg, Species 8472, Q, Changeling (founders)
- Delta Quadrant: All
- Gama Quadrant: All
- Alpha and Beta Quadrant: Gorn, Breen, Orion, Packled

The following character types are allowed with caution:

- Non-Federation members: El-Aurians, Klingons, Romulans, Cardassians, Ferengi

- Other: Mixed species characters are allowed with caution. Each species must be compatible with the other, and may not exceed three different species mixes. (ex. A half tribble half Klingon would not be acceptable, or a part Human, Bajoran, Cardassian, Vulcan, Betazoid.) Special attention should be given to such a character's abilities so that they are still balanced and do not become super characters.

- Species from other times or universes are allowed with caution. An adequate and believable back-story that does not violate canon is required.

- Custom character species are allowed with caution. The character and species must have an adequate and believable back-story that explains why that character would be in Starfleet, and why that species would be a Federation member or ally. God-moding / super-characters are strictly forbidden. If the custom character class is created by someone other than the player, the player must have the creator's permission to play that character species. If the creator cannot be reached, the species may only be played if the information given about it is publicly accessible and not restricted.

- Any character types not explicitly or implicitly mentioned here may be played at the discretion of the CO, with any disputes going to the FComm. The FComm's decision will be final.

I. Implementation

Any characters in violation of these rules are grandfathered and may not be forced to change. If the player leaves the ship for any reason, including AWOL, eLOA, or iLOA, the character's grandfathered status is forfeited and the player must choose a valid character type when rejoining or creating a new character.

A temporary mission may be run during her decommission period in order to maintain crew interest at the discretion of the FComm and President. The GMD has the discretion to archive this mission or not.

Let this edict also note that the CO has satisfied all her conditions except the new ship design. Thus, she may have a roster as per rule C of section 2.

I'd like to thank everyone that's supported him as Acting Director thus far. I would have given him permanent status quite a while ago except there was a slight miscommunication between us where I thought he didn't want it. Oops. <G>

Secondly, due to Janelle's resignation, I hereby appoint Symon Silvester as FComm-6. He has been a CO in Fleet 6 in the past so does not need a ship in that fleet currently, though he is Governor of OED V. In any event, I'd like to thank Janelle for her long service to the fleet!

Legislative Edict Governing Official Elections 1.0

I. SUPERSCENDENCE OF PREVIOUS EDICTS

Edicts Bourdaa 2, Bourdaa 29, and Wyers 5 are hereby rescinded and superceded by this Edict.

II. DEFINITION OF TERMS

A. Election Season - The period starting with the announcement of an Election Coordinator, and ending with the removal of the election ship from public view.

B. Member - Anyone who has a user account with STF, who has had an active character or GM position within 30 days before the beginning of the election season, and who is not currently banned from the club.

III. ELECTION COORDINATOR

The Election Coordinator (henceforth knows as 'EC') is an Executive Assistant with complete powers over the Elections. However, their power is limited to the Elections only, and ceases to exist once the elections are over and all pending disputes are exhausted.

The EC is the sole member responsible for all aspects of the Election, and may not delegate any tasks unless specific assistance or expertise is required. The Cabinet, specifically the Internet Director (?IDir?), is required to cooperate with the EC on matters where specific expertise is required, such as navigating through the shell of the WeBB, uploading files, investigating member accounts, giving the EC operator status in IRC during the entire election season, and running election relevant software.

The EC's duties include but are not limited to: announcing an election timetable, ensuring election security, tallying election results, holding election debates, maintenance of the Election Ship, defining election policy, and enforcing election policy and rules. The EC's power of enforcement include official warnings or reprimands, removal of election related material from the STF server, loss of voting privileges, loss of posting privileges to the election ship, and in the most extreme cases nullification or voidance of a campaign ticket. The EC's power does not expand beyond the realm of the Election, and the President must be called upon for any punishment outside this realm. All rulings by the EC are final and are not subject to appeal.

The EC is forbidden from running for President or Vice-President, from nominating or seconding any candidate, from campaigning for any candidate, and from openly endorsing any candidate.

IV. PROCEEDURE

Elections will be held once every eight months. The President must name an Election Coordinator via edict at least two weeks prior to the beginning of their eighth month in office. Once an Election Coordinator is named, the Internet Department will open the Election Ship. The Election Coordinator must announce, in Command and on the Election Ship, an Election Timetable at least one week prior to the commencement of said timetable. The timetable will last a minimum of twenty-eight days, and no more than thirty-four days. The Election Ship will be removed a minimum of seven days after the election has concluded.

A. NOMINATIONS

Any member can nominate or second another member. Another member of STF must then second the nomination for the nomination to be valid. A prospective presidential candidate may not nominate or second their own ticket, however a prospective vice-presidential candidate may nominate or second their ticket. A member may only nominate or second one individual. However, if that individual or ticket declines the nomination, the nominating members are free to nominate another individual.

Once the nomination has been seconded, the candidate must publicly accept the nomination in the Election Ship and declare a Vice-Presidential running mate. Upon validation from the EC, the candidate may begin campaigning, and is considered a valid candidate for the office of STF President. If a candidate does not publicly accept the nomination by the end of the nomination period, they are disqualified.

B. CAMPAIGNS

Every person who posts on the Election Ship is expected to keep their posts to the point, truthful, and within the bounds of common courtesy. Attacks, mudslinging or other kinds of rudeness will not be tolerated and may lead to penalties at the Election Coordinator's discretion. (Example: "Candidate X is a horrible person..." will not be tolerated. However, "Candidate X has made several mistakes as QDir. They are..." will be tolerated within the bounds of common courtesy). Character attacks, dirty tricks, and inflammatory finger-pointing will not be tolerated. Campaigns can be held liable for actions of their supporters at the Election Coordinator?s discretion. The Election Coordinator is responsible for ruling on questionable instances should they occur.

Campaigning on the WeBB may take place on the Election Ship only. Any MOTD announcements implying support for or voicing opinions against any specific ticket are expressly forbidden. MOTD announcements of upcoming Election Season events and timetables are permissible provided that they do not contain support for any ticket. Violations of these rules will result in sanctions from the Election Coordinator, and immediate removal of the announcement by the IDept or EC.

Use of any communications mechanism (e-mail, ICQ, AIM, IRC, etc.) to send unsolicited campaign-related information is considered spamming, and is strictly and expressly forbidden within STF. "Unsolicited" is defined as directed to multiple individuals (whether addressed individually or as a group) who have not specifically asked for these materials.

IRC quit messages are permissible, but limited to the following format: Prez Candidate/VP Candiate 20XX - "Candidate?s Slogan Here". General election talk in IRC is also permissible so long as it does not imply support for or against a specific candidate. (Example: "Have you read the election ship lately?" or "It sure is an interesting election" are permissible. However, "I can?t believe Candidate X said that" or "Candidate Y sure had some good answer today" or "I think it?s clear who's winning" are not permissible). Any member (the OPs in IRC being required) should report any violation of these rules to the EC along with relevant logs or e-mails.

All reported violations will be investigated by the EC. If it is found that a member (candidate or otherwise) did in fact send unsolicited campaign-related information, appropriate penalties will be given by the EC at the EC's discretion. All rulings by the EC are final.

C. VOTING

During the Voting period, campaigning continues. Voting is by secret ballot, utilizing either the voting booth of effWeBB or an appropriate alternative that allows for votes to be "locked" and has appropriate security. Every STF member is eligible to vote once, save the EC who does not vote at this point. The EC may establish primary voting if there are more than two candidates running. A majority of the votes is all that is required to be determined the winner. The manner of tie-breaking votes must be established by the EC prior to voting.

If there is no candidate with a majority of votes, the current President retains their position for the next term.

D. RESULTS

The EC is responsible for tallying all votes cast and announcing the results publicly. The new President will be installed within one week of the end of the voting period, and during the first week of the first month of the new Presidential Term, on a date defined in the Election Timetable.

V. CONCLUSION

This edict may not be amended or replaced during an election season.

We almost made it the entire term without me having to write one of these edicts, but the events of the past few days have forced me to consider official sanctions against one member.

It was brought to my attention that Fleet Captain M. Bret Godfrey emailed the entire crew of the Paladin regarding a command decision. Since he is neither on the Paladin nor a member of the command staff of Fleet 6 or this club, he had no right to do so, and is in violation of our spam rules. I hereby demote M. Bret Godfrey from Fleet Captain to Lieutenant Commander. He is ineligible for promotion above this rank for the next 90 days.

Unfortunately, the content of that email is also of concern. He took Fleet 6 information that was clearly labeled as private, and made it public. It was neither his responsibility nor his place to do so. His actions complicated an already delicate situation, and clearly hurt quite a few people. I find these actions and attitudes conduct unbecoming an officer of his rank, and hereby demote M. Bret Godfrey from Lieutenant Commander to Lieutenant Junior Grade. He is ineligible for promotion above this rank for the next 30 days. All characters of his exceeding Lieutenant Junior Grade are to be demoted to this rank immediately.

I will state for the record that Bret was not rude or mean during any of these events, and that I believe he did not intend to cause the club or the Paladin harm, but that this is not the first time he has shown unbecoming conduct. It is for these reasons that I have not banned him, but only demoted him.

I must first apologize to the club and the crew of the Paladin for delaying this decision for so long. I was surprised with the reaction to the initial announcement, and it made me pause. I listened to everyone's concerns and gave a lot of additional thought to the final decision. There are a lot of issues involved here, and I want to take a moment to explain the reasoning behind this.

The most common argument against decommissioning a ship is 'but we can save it'. It is true that it happens relatively often that we have a ship that is struggling, and a change in command staff brings it back to full life. I have no doubts about this process, nor do I doubt that with a new command staff, the Paladin could have become strong again. However, the individual ship's health is not the only thing that is considered at this point.

I spent the last year as Personnel Director, and I used that opportunity to track member status. I won't bore everyone with the details, but the bottom line is that we have a declining membership, and we're having trouble retaining members. The recent census data supports this claim. In addition, I have noticed that we seem to have about two ships that are seriously struggling at any one point. When we save one, another starts to struggle.

The solution is to decommission two ships. Ideally, the ships we decommission are inactive, as was the case with the Nautilus. Unfortunately, the Paladin was also in a state of extreme disrepair. I made the recommendation to the FComm to decommission her, and the FComm concurred. The Paladin has been threatened with decommission due to inactivity twice now, and once additionally due to declining membership.

The crew of the Paladin has done a marvelous job reviving her. I have never doubted the crew's ability to do so, but I applaud them nonetheless. Unfortunately though, the question was never about reviving her. The Paladin has had her chance to remain active, and it did not happen. We need to decommission a ship for the good of the club, and in this case, the Paladin is it.

I hereby decommission the USS Paladin in Fleet 6. The crew has two weeks to finish up the current sim and find replacement positions for their characters. The Fleet Commander and Personnel Director will assist in finding alternate positions if the players would like help. The Internet Department is instructed to archive all remaining posts on the Paladin and it's Captain's Log in 14 days, and delete the ship from the server.

I want to make it clear at this point that the final decision to decommission the Paladin was mine and mine alone. The Fleet Commander was prepared to keep or decommission the Paladin, but I made the final decision to decommission her for the health of the club. I would like to thank Sy for his work on this issue. It had been a tough one for the entire command staff involved. Thanks also go out to Chris Jones for leading the Paladin with extreme dignity during her last weeks, and for helping make this process as easy as possible. Thank you gentlemen, your dedication and hard work are most appreciated.

CENTRAL ACADEMY DIRECTIVES FOR EDUCATION AND TRAINING (2.0)


1. SUPERCEDENCE OF PREVIOUS EDICTS

Edict Dipper #22 is hereby rescinded and superceded by this edict.


2. ESTABLISHMENT OF STARFLEET ACADEMY

An Executive Department is hereby established under the name "Starfleet Academy".

Starfleet Academy shall serve as a resource to the membership on matters relating to ongoing training and development in STF.

The daily activity of Starfleet Academy shall be overseen by the Academy Commandant, who shall be appointed by the President. The Academy Commandant is a cabinet position, and is equal in power to other departmental directors and Fleet Commanders.

The Vice Commandant shall be appointed by the Academy Commandant. The Vice Commandant answers directly to the Academy Commandant, and is responsible for departmental decisions in the event the Academy Commandant is not available. Additional responsibilities are at the discretion of the Academy Commandant.

The Academy Commandant and the Vice Commandant must have had three months Academy experience (excluding time served as a cadet), preferably as a Commanding Officer or Executive Officer on an Academy Ship.

The Academy Commandant may delegate any of his duties enumerated in this Edict, or any other responsibilities incumbent upon him as a result of another Edict, to another named staff member of Starfleet Academy.


3. ESTABLISHMENT OF ACADEMY COURSES

The Academy shall maintain a set of courses, which must at least include a course for Engineering, Gamemaster (in coordination with the Gamemaster Department), Medical, Science, and Security. Additional courses are at the discretion of the Academy Commandant. These courses are taken on a voluntary basis. Should a member pass one of the courses, greater consideration for a Department Head position should be granted. Passing one of the courses does not guarantee a promotion.


4. ESTABLISHMENT OF THE ACADEMY FLEET

A new fleet is hereby established within Starfleet Academy. The Fleet will house all Academy Training Ships as well as the Academy administrative areas. The Academy Commandant and Vice Commandant will have the same powers as Fleet Commander and Assistant Fleet Commander respectively, unless otherwise defined by this edict.

The Academy Commandant is responsible for setting an AWOL/LOA policy in an Academy Mandate. This policy should be maintained on an Academy page, and linked from the main Academy MOTD and the Academy ships' MOTDs.


5. ACADEMY FLEET COMMAND STRUCTURE

Commanding Officer (CO) - The CO is appointed by the President of STF, with the advice and consent of the Academy Commandant. The CO will have the powers and responsibilities of a mainstream CO, except that he cannot promote members of his crew. The character rank of the CO must be Captain. Academy CO's must have held the position of CO on a mainstream ship for a minimum of three months, and Academy experience is preferable.

Executive Officer (XO) - The XO is appointed by the CO, with the advice and consent of the Academy Commandant. The XO will have the powers and responsibilities of a mainstream XO. The character rank of the XO must be Commander. Academy XO's must have held the position of XO on a mainstream ship for a minimum of three months, and Academy experience is preferable.

Counselor (CNS) - The CNS is appointed by the CO, with the advice and consent of the Academy Commandant. The CNS will not have any administrative tasks, but will be required to assist Cadets with posting. The character rank of the CNS must be Lieutenant Commander. Academy CNS must have held the position of DH on either on a mainstream ship or an Academy ship for a minimum of three months.

A member can only hold a total of one CO, XO or CNS position in the Academy fleet, at a time.

Gamemaster (GM) - The GM is appointed by the CO, with the advice and consent of the Academy Commandant. The Gamemaster of an Academy ship must be an experienced GM holding the classification of Full Gamemaster. If a Full Gamemaster, or higher, cannot be found, a Junior Gamemaster may be considered. Gamemaster Trainees may not be considered, under any circumstance. Should the GM be removed mid-mission, the mission is to be continued by the Command Staff, without interruption, and a replacement Gamemaster is to be found within two weeks.

An Academy mission lasts for three months; should a mission last for more than four months (120 days), the Gamemaster is to work with the CO and the XO in order to end the mission as soon as possible. Gamemasters are required to submit a mission plan to the Academy Commandant and Vice Commandant prior to the commencement of a mission.

Department Heads (DHs) - Each standard department (Engineering, Medical, Science and Security) has one department head. A DH position may be filled in one of two ways, at the discretion of the CO, notifying the Academy Commandant.

1) A Lieutenant Junior Grade (Lt. (j.g.)) recently graduated Cadet in that department.

2) A Lieutenant Grade (Lt.) experienced officer.

Preference for filling DH positions goes to a Lt (j.g.) graduated Cadet, however an exception may be made if, in the opinion of the CO and the Academy Commandant, the field of graduated Cadets are not strong enough to handle the responsibility of a DH role, and thus training incoming Cadets. In this instance, an experienced Lt DH from a mainstream ship can be used instead.

Cadets - Each standard department (Engineering, Medical, Science and Security) can hold a maximum of three Cadets. Cadets who serve on the Academy ships shall hold the member rank of Cadet and are not eligible for rank promotion while they take part in their training. Due to the high demand for Academy spots, Cadets on the training vessels (who have not graduated, or are not in the process of graduating) can only be transferred or offered a position on another ship with the consent of the Academy Commandant.

With the exception of Cadet, all Academy ranks do not affect the player's member rank.


6. JOINING THE ACADEMY FLEET

New members may request to join an Academy Training Ships when joining STF. The Personnel Department is required to honour department choices, if possible, and allocate them evenly throughout the fleet. Should there be no spaces available in the chosen departments, the new member will be placed on a mainstream ship. The Academy Commandant is to be informed if a member was unable to be placed.

Current members on mainstream ships may also request to join the Academy. In this case, admission is dependent on the judgment of the member's Commanding Officers and Academy Commandant. They are to assess whether the member is struggling and whether he would benefit from Academy training. If a member does join the Academy in this manner, he must drop all of his mainstream ships. No member can be forced to join the Academy.


7. DEPARTING FROM THE ACADEMY FLEET

There are four ways a Cadet can leave the Academy Fleet.

1) Graduation from the Academy.

At the end of each mission, Cadets who have served an appropriate amount of time shall be graded on a pass/fail system by the Academy Staff and presented to the Academy Commandant for final approval. Cadets who pass will be promoted to the rank of Ensign, and positions will be found for them on mainstream ships. Cadets who have exceeded basic promotion/graduation requirements may be asked to stay on board the Academy ships as Lt (j.g.) Department Heads.

The Academy Commandant, in discussion with a Cadet's CO, may choose to graduate the Cadet prior to the end of the mission. In these cases, the Cadet will be granted all the rights and privileges of a regular end-of-mission graduation.

2) Failure to graduate and then requesting to depart the Academy, or failure to graduate on the third attempt.

Should a Cadet fail to graduate, he will be asked to remain in the Academy for another mission, on a different ship than his original Academy ship. Should the Cadet agree to remain for additional training he will repeat the graduation process.

Should the Cadet decide not to remain on the Academy ship, or if he has failed to graduate on the third attempt, he will be found a position on a mainstream ship with the rank of Ensign, with no promotion restriction. It is suggested that he seeks a mentor for further assistance and the CO and XO of the ship will be notified that the Cadet did not graduate from the Academy.

3) Departure from the Academy prior to graduation.

Cadets that request to leave the Academy prior to graduation are required to wait 120 days before they can be promoted from Ensign. In the event that a Cadet should leave the Academy early, his name will be placed on a list maintained by the Academy stating the exact date that the Cadet is eligible for rank promotion; this includes any Cadets that AWOL. All COs are requested to keep themselves familiar with this list. The Academy Commandant is responsible for contacting the CO of the ship that the Cadet went to when he originally left the Academy, and providing the CO with this information as well.

In the case of AWOL Cadets, should they return to STF, the Academy Commandant may allow them to re-enter the Academy training program on a case by case basis. There is no guarantee, however, that they will be placed in the same department or on the same ship.

Serving on any training ship is optional. Cadets who join the Academy program, thinking that it is mandatory, may approach the Academy Commandant and request to be transferred to a mainstream ship, provided they do so immediately upon finding out that the Academy is not mandatory. The Academy Commandant is required to give such requests due consideration. Upon the Academy Commandant's approval, the Cadet may be found a place on a mainstream ship as an Ensign, with all the rights and privileges that a new member, who is placed on a mainstream ship, has.

Any other reasons for early departure are to be reviewed by the Academy Commandant and Vice Commandant on a case by case basis.

4) Removal from the Academy by the Academy Commandant.

The Academy Commandant, in discussion with a Cadet's CO, may remove a Cadet from the Academy program, and find a place for the Cadet on a mainstream ship at the rank of Ensign. The CO and XO of the mainstream ship will be notified of the circumstances surrounding the Cadet's removal. If deemed appropriate by the Academy Commandant, the President may also be informed.


8. DISPUTES

Any dispute involving the Academy shall be moderated by the Academy Commandant. Should any of the involved parties be the Academy Commandant, the dispute shall be moderated by the Vice Commandant. Should the dispute involve the Academy Commandant and Vice Commandant, the dispute shall be moderated by the President.

The SS Bonaventure NCC-01 is hereby recommissioned as an alternative role-playing area in Fleet 1. It is recommissioned as an Enterprise-Era, Bonaventure-II Class frigate. Its missions are expected to be predominantly exploration in nature and biased toward Enterprise-Era and canon historical issues and plotlines, and its crew staffing is expected to reflect the Enterprise-Era in posting, available races and tech utilization.

If for any reason it should change her class, it must be decommissioned.

The Bonaventure is already in active service and is hereby confirmed to be successful as an Enterprise-Era frigate. It will continue to be judged by the following criteria:

1. The Bonaventure must maintain an active and healthy roleplaying environment.

2. The Bonaventure must continue to function as an Enterprise-Era frigate.

As the Bonaventure is already an established RPG Area, it will not be required to pass a trial period. It will therefore remain a permanent addition to Fleet 1, but if at any time it deviates from the criteria set in this edict, it must be decommissioned.

The Bonaventure shall have a command structure similar to Enterprise-Era vessels, including all standard departments, rank structure, and chain of command. As such, RPG Ranks on the Bonaventure will count toward Member Rank the same as on Standard Ships, and CO and XO positions on the Bonaventure will count fully towards any limits in place.

There are changes to the names of the Department Heads as following:

Chief Security Officer = Armory Chief
Executive Officer = Executive Officer and Comm Officer

Additional Swing personnel will be possible at the CO's discretion, including but not limited to the following:

MACO (Marine Specialist)
Shuttle Pilot
Linguist
Recreation and Morale Officer
Master Mess Specialist Coordinator

The current CO and crew of the USS Bonaventure are retained in their current positions aboard the ship. The CO may be removed at some later date in accordance with the rules of the site, without penalty to the Bonaventure herself.

Sometimes it is really hard to do that, and sometimes it just takes a long time. But as I hope all of you know, I have always tried my best to serve the club in the club's best interests. There isn't much I can say about Jack Dipper that you all don't already know. He has been a solid role player in this club for the past three years. He's carried the Academy through some of the most fruitful and productive times we've seen recently. He did a stint as President and survived, and now he's about to do another as Veep! Though this doesn't bode well for his sanity, we all know him as a hard worker, whether it's working on a discussion, an edict, role-playing on a ship, or his university work. Further to his merit, Jack is a true gentleman who keeps a stiff upper lip in public. Though he and I have disagreed on more than one occasion, he has helped teach me that you can disagree in Star Fleet but be friends in real life. I consider myself honored to be among Jack's friends, and Star Fleet has certainly benefited from his continued membership and service.

I hereby promote Jack Dipper to the rank of Fleet Captain, with all the rights and privileges that entails.

When considering promotions this month, it was hard to make up my mind about one. This man is very passionate about what he does, and it sometimes gets him into trouble. He has made mistakes and hurt the club. However, he has been mature enough to recognize those mistakes and learn from them, which makes it hard for me to hold them against him. Additionally, he puts so much effort into this club as a role player, a GM, and an administrator that it would be unjust to overlook him for promotion this term.

Therle has been an outstanding role player for a few years now, and has stepped in to fill GM voids on many occasions, helping where he is needed, when he is needed. He is always enthusiastic about his role-playing and his GMing, and his selfless nature to help ships in need is always appreciated.

I hereby promote Therle Dregansky to the rank of Fleet Captain, with all the rights and privileges that entails.

At the beginning of the term, I was in need of some new blood in Fleet 2. I needed someone who could bring some life into the fleet as its leader and push the ships forward. I thought it would be a huge problem to find someone willing to move to the fleet from their current ship, but when I asked Katherine Dedul if she'd be willing, she was more than happy to. Though the move came with a comfy chair and office, Kat moved because she was willing to do what was needed to help the club, even if it meant being slightly inconvenienced. This is one of many reasons I'm writing this edict though, as she has been a solid role player with our group for many years now.

Katherine Dedul is hereby promoted to the rank of Fleet Captain, with all the rights and privileges thereof.

It is impossible not to love Jessica McClary. She is one of the nicest people I know, and she had dedicated so much to Star Fleet, despite her ever-busy real life. Along with being an outstanding role player, Jess is a dedicated Captain, a selfless GM, and an energetic Fleet Commander. During her tenure as FComm 7, we have seen awesome developments throughout the fleet. Her ships remain steady and she has changed the face of the fleet with new MOTDs throughout the fleet, a new Fleet website, and a Fleet awards page that she plans to use. This is all in addition to the annual Fleet race she has run for the past two years. This year's race might be long, but it is so well planned it has been flowing smoothly, despite some random bumps.

I could go on and on about Fleet 7, but what is really amazing about Jess is her dedication to the club. She is another member who, upon hearing that a ship is distressed and GM-less, will jump in and do her best to fix the problem. The club is a better place because of Jess, and I am thankful and lucky to have such a kind and wonderful person as a friend.

I hereby promote Jessica McClary to the rank of Fleet Captain, with all the rights and privileges thereof.

Andrew Robinson has been extremely helpful to me this term in so many ways it's hard to know where to start. Andy does not hesitate to put the club above his own interests. He has been bounced around between cabinet positions this term because he is one of the few people that I know I can trust to do whatever job I ask him to do, and do it to the best standard. He has indeed done each of his jobs very well, willingly moving from position to position simply because the club needed him there. The Personnel Department shone under his leadership, Fleet 5 boomed, and the Engineering department actually got moving!

Though he's been plagued with real life recently, he still takes good care of his ships. He is an excellent GM, a dedicated CO, and a wonderful role player. Most of all, he is a true friend. I have been able to bounce countless ideas off of him without fear, and he has always given his honest and well thought out opinion, even if it's different than mine. His ability to keep me in check and support me at the same time has been invaluable, and I am eternally grateful. This club is certainly a better place because of Andy.

It's always the quiet ones...

Kenson Koh has been the Fleet Commander of Fleet 3 for a few years now, and he keeps his fleet running smoothly. He posts his fleet reports on time, gives timely and well thought out CO recommendations, and has dealt with issues in his fleet quickly and fairly.

Additionally, he has made outstanding contributions to the club as a role player. He is an outstanding GM and an excellent leader who has held many struggling ships together with just one or two characters. He has been a solid role player in this club for many years now, always dedicated and posting regularly.

Promotions aren't just about political involvement; they are about continued dedication and excellence in role-playing as well. Kenson certainly has exhibited these qualities over a long period of time, and he deserves to be in the senior ranks.

I hereby promote Kenson Koh to the rank of Commodore, with all the rights and privileges thereof.

Since she was promoted to Commodore in 2002, Emma has been President 3 times, Vice President 3 times, and Fleet Commander of Fleet 4 whenever she wasn't President (until recently, when she served as IDir at my request). She's also been involved with the Personnel Department whenever she's not been president, and been IRC Admin for much of the past four years. She has authored more edicts and promoted more people than anyone in our recorded history. Whether you like or dislike her politics, it is plain that she has been one of the most influential members of the club in recent history.

In addition to this, she has been the leader of the Academy's Discovery since 2002. Since this time, she has lead arguably the most productive and active ship, which graduates the most and best quality Cadets. She is a caring teacher who has been able to remain in the stressful Academy environment helping Cadets far longer than any of the other Academy staff.

Aside from her work in the government or in the Academy, Emma has been the dedicated Commanding Officer of the USS Asimov since 2000. She has continued to lead a strong ship that is often toted as the best ship in the club. She has done considerable work in Fleet 4 and created a true family atmosphere while maintaining active ships, accountable COs, and supporting each role-playing environment as much as necessary. She is an outstanding Fleet Commander and Commanding Officer.

Last, but certainly not least, she is an exceptional role player. She puts considerable thought and time into this activity, and every post from her is high quality. She has been this way from day 1, which was recognized when she won so many STFer Awards that they named the darn things after her!

Whether you love her or hate her, it is impossible to deny the positive impact she has had on the club through role-playing, leadership, teaching Cadets, and government involvement.

I am proud to and hereby promote Emma Rouse-Deane to the rank of Admiral, with all the rights and privileges thereof!

Congratulations Emma, this is well earned many times over.
