Welcome to the new term everyone! I'm happy to announce the majority of my cabinet and Executive Assistants are as follows:

And Liz Caro as MAC, for keeping that office ticking nicely.

I'd like to announce that after a successful application process, Amber Hagan is hereby named as our next Marketing and Advertising Coordinator. She has some very interesting and hopefully successful ideas, and I can't wait to see them develop! I'd like to thank everyone who took the time to apply. It was a tough decision, and I hope the other applicants will bring their ideas to Amber so that she can look at implementing them into her agenda.

Further, I would like to note that I misspoke in Edict #1. Larry is not "retained" as Coder. Executive Assistants are not retained, only replaced. I apologize for the confusion.

The application process for the remaining QDir positions was very successful. I had two excellent applications for the position of Engineering Director, and many for Academy Commandant. The decisions were extremely tough, and came down to very minor things due to the quality of all applicants. I'd like to thank everyone who applied for their time and effort, and know that you made the decision very hard! That's a good thing, and I hope you all remain active with bringing your ideas forward and applying to department positions.

With that said, Katherine Dedul is announced as Academy Commandant, and Andrew Robinson is announced as Engineering Director. Congratulations you two! Please have your assistants named before the end of the month.

With RJ Empson's resignation, we have a vacancy in Fleet 5. It is my distinct pleasure to promote Sidney Parker to the rank of Captain and name him as the new CO of the Entente. Sidney is one of the most reliable and respectable people around, and he has exciting plans for the ship. I look forward to watching him, and the ship, grow! Congratulations Sidney, welcome to the *really* big chair of the Entente!

With the resignation of Samuel Bibb as FComm-1, I have a vacancy to fill. This one wasn't very hard though, since Sidney comes recommended by Sam himself, and I have first hand knowledge of Sidney's excellent ability to lead and administrate. Sidney Parker his hereby named the Commander of Fleet 1. Congratulations Sidney!

Edict #7 - Stardate 10022.5
"I realized now that I was wrong."

It's hard to admit when you screw up. At the time that I wrote Herr #30 from my first administration, it was near the end of the term, there were a lot of things not going right, and I had a lot of people giving me "advice". Some of that advice was good, and some was bad, but in the end, I'm the one that wrote the edict, and I'm the one that was wrong. Though M. Bret Godfrey's actions weren't exactly upstanding, he did not deserve the punishment he got. Therefore, Edict Herr #30, dated 06062.4 is rescinded.

However, M. Bret Godfrey did indeed spam members, in violation of spam rules, so his member rank is restored only to Captain, should he ever return to the club.

M. Bret Godfrey has my most sincere apologies, and if anyone has contact with him I request that they relay this information to him on my behalf.

Edict #8 ? Stardate 10041.0
"It's a beautiful day, don't let it get away."

It is hard to even know where to begin this edict. July 31st, 2006 I promoted a member to Fleet Captain. I'm actually shocked to discover that this was his most recent promotion, given all he has done for the club. I'm frustrated that because of the rules he put in place, I cannot promote him more than one step. While I am against multi-step promotions 99% of the time, I do think this is the 1% situation where it would have been appropriate. I'd like to take a look at all he has done for the club since his last promotion, but honestly, what he did in the last few months of his presidential term qualifies him for this promotion alone. I sincerely hope that he is considered for promotion again in eight months for his retroactive contributions, regardless of his current contributions.

Andrew Robinson gave us Executive Government Oversight and the Bylaws. Government oversight has been something that the club had been working on achieving since before either of us were even in this club, with many stalemates and arguments on fine points. That he was able to bring all of these points to a reasonable consensus in one presidential term is amazing. Furthermore, the Bylaws that we now have were structured and the plan was laid out well in advance, but it took Andy's solid leadership and discussion skills to get the plan put in place. Either of these advancements alone qualify him for promotion. Together, along with everything else positive that he accomplished during two terms of presidency, such as MIRAGE, SURF, and codifying rules for promotions, he really deserves more than I can give.

After all of this, he could have walked away easily with a feeling of accomplishment, but instead, he has remained with us to see the Bylaws project all the way through in the capacity of Librarian. He is currently working on the thankless task of compiling the actual Bylaw document, which is the final step of the process. He continues to set a fine example to all members, and I hope that he will continue to find joy and friendship here.

Andrew Robinson is hereby promoted to the rank of Commodore, with all the rights and privileges therein.

On that same advice, I further assign Captain Helen Hosick as Commanding Officer of Outpost 45, Fleet Two.

Is it just me, or has this one been a really long time coming?

On the advice and recommendation of Captain Sidney Parker as Commander, Fleet One, I hereby promote TJ Morgan to the rank of Captain, with all of that rank's rights and privileges.

On that same advice, I further assign Captain TJ Morgan as Commanding Officer of SS Bonaventure, Fleet One.

Congratulations, TJ. Your recommendation came with all the confidence our dear FComm-1 could muster, and Lord knows you've put in the effort to make it to this day. The Bonnie's a good ship - I hope you lead her as she deserves to be led.

There were some good applications to this position, and on club experience it was basically a wash. However, the evident drive to serve the club by the chosen applicant made the process quite a bit easier.

I hereby appoint and assign Captain Jim Hosick as Commander, Fleet Three.

Please do your best to name, or announce the retention of your assistant within seven days.

At the request of Rear Admiral Jack Dipper as Commanding Officer, USS Seraph, and with the approval of Captain Geoff Joosten as Commander, Fleet Five, and of Commodore Andrew Robinson as Engineering Director:

The Kearsarge-class USS Seraph, NCC-97007-A is hereby rechristened the Pendragon-class USS Crusader, NCC-86286-A.

This change is effective immediately OOC, and as soon as possible IC. The Internet Department is directed to make the appropriate front- and back-end website changes within 7 days.

Under the advisement of the Academy Commandant, Russell Watt is hereby promoted to the position of Commanding Officer of the USS Apollo.

The Apollo has been through very rough times recently, with the passing of its most recent two Commanding Officers. With Russ' success on Oed V, I know he will bring the experience, dedication, reliability, and enthusiasm necessary to pick the Apollo up and bring her to new heights. Congratulations Russ!

"I think I'm on another world with you, I'm on another planet with you."

Overview

A new alternate role play area is established in Fleet 4, formally named The Corvan-Federation Embassy, hereafter referred to as "The Embassy". The Embassy is a planet-based RPG, set on the planet Corvan V, which is just outside of Klingon Space. It is a joint Starfleet-Civilian-Corvan facility consisting of Starfleet officers, Civilians, and Corvan Federation members. Their mission is to work together with the ultimate goal of convincing the Corvan people to join the United Federation of Planets. The crew of The Embassy is also tasked with furthering the frontiers of science and aiding in the defense of the Corvan system. The Embassy is a second-character-only role-playing environment.

The Embassy will officially begin service on or about May 9, 2010. It will be reviewed no later than 60 days from this day, on or about July 10, 2010 by the President, Fleet Commander, and CO to determine if it has been successful in its mission. The President shall have final ruling in this matter.

The Embassy will be reviewed based on the following criteria:

1. The Embassy must maintain a healthy role-playing environment with a cast of reliable players who remain on the whole within the outlined AWOL guidelines.

2. The Embassy must function within its planet based environment successfully.

Should The Embassy move out of the Corvan system or fail to meet these criteria, it must be decommissioned.

Crew Structure

The CO and XO of The Embassy will be appointed in the same fashion as a normal CO and XO and count towards and relevant limits in place. The Embassy includes the standard STF departments for Star Fleet characters. Swing positions may be added under the CO's discretion, including, but not limited to the following:

- Chief Diplomatic Officer
- Commander, Corvan Naval Patrol
- Corvan Minister of Defense
- Liaison to the Corvan Chamber of Ministers
- Chief of Planetary Police

Any additional positions that an applicant would like to play must be approved by the CO.

Resources

The CO or his appointed authority is required to maintain a resource page regarding the role-playing area. This page may include, but not be limited to the following information:

- Geography of the Corvan system
- History and description of the Corvans
- Corvan-Federation Embassy Facilities

This information must be as historically accurate as possible and remain consistent.

Support Vessel

The Star Fleet crew of the Corvan V Federation Embassy is assigned a support vessel, in order to support the mission goals of furthering the frontiers of science and aiding in Corvan V's defense. Under the Engineering Department's Milwaukee Plan, this vessel may not exceed a Medium size due to The Embassy's size, and may only be a Combat vessel in times of war.

For someone who's trying to write the least amount of edicts possible, I'm not doing a very good job. Apologies for not putting this in the last one!

Captain Cordell Garrett is hereby assigned as Commanding Officer of the Corvan-Federation Embassy Alternate RPG. He is already a Captain so does not need promoting. Congratulations Cordell, you've put a lot of work into this and I'm happy to see this happen for you! Best of luck.

"Believe me, your memory will carry on, we'll carry on."

It is extremely hard to find a fitting tribute to someone who so impacted this club as Brian Olinski did. After much discussion, it became clear that there were a lot of things that we could do to honor Brian's memory, but in the end, the most fitting tribute would be to name a ship after him.

Though he spent a lot of time in the Academy with Cadets, it would be hard for one to argue that Fleet Five was not Brian's home. The ship now known as the USS Entente was formerly the USS Kansas, and Brian's first command. His first government position was as FComm 5. With this in mind, Sidney, Geoff, and Nick developed a plan to pay tribute to Brian in the most fitting way possible.

Under the recommendations of the Fleet Commander and Commanding Officer, the USS Entente is hereby recommissioned as the USS Brian A. Olinski NCC-92340, Olinski class.

This change is effective as soon as possible IC, and the internet department is directed to make this change OOC within 7 days.

I would like to specifically thank Sidney Parker and Nicholas Villarreal for believing in this and making it happen. Both of you deserve congratulations and thanks!

With the permission of the acting Fleet Commander, Fleet 6, and at the request of the Commanding Officer, I hereby recommission the USS Vanguard NCC-68818, Maverick class to the USS Vanguard NCC-68818-A, Concord Class. This change is to happen as soon as logical IC, and the internet department is directed to make the change within seven days OOC.

"When the moon is in the Seventh House, and Jupiter aligns with Mars, then peace will guide the planets"

The USS Resolution, Discovery-class, NCC-74646, is hereby commissioned as an alternative role playing area in Fleet 3. The Internet Department is directed to have this role playing area functional within seven days. It is to serve solely as a diplomacy and judiciary ship. The sims of the USS Resolution will be biased toward diplomatic and judicial proceedings, including but not limited to, first contact missions, court martial proceedings, criminal trials, dispute mediation, and treaty negotiations.

If for any reason the USS Resolution should change its class from a vessel with diplomatic facilities, it must be decommissioned.

The USS Resolution will be fitted with the Diplomatic Mission Modules, which include accommodations for diplomats and dignitaries, as outlined in the Discovery-class specs with the following modifications:

? One of the 20 Ambassadorial quarters will be converted to a Judge Advocate General?s office, housing the main JAG office and the JAG Commanding Officer?s office.

? One of the 20 Ambassadorial quarters will be used to quarter the Commanding Officer of the Judge Advocate General?s office

? The one, 1,000 square meter conference hall will be converted to a main courtroom with judge?s bench, prosecution and defense areas, a jury box and a main gallery seating up to 400 spectators.

? One of the 20 25-seat briefing rooms will be converted to a Judge?s chamber adjacent to the main courtroom.

? One of the 20 25-seat briefing rooms will be converted to a defense team office adjacent to the main courtroom.

? One of the 20 25-seat briefing rooms will be converted to a prosecution team office adjacent to the main courtroom.

? Four of the 20 25-seat briefing rooms will be converted to minor courtrooms or hearing rooms.

The USS Resolution shall have a similar command structure to other Starfleet vessels, including all standard departments, rank structure, and chain of command. As such, RPG Ranks on the USS Resolution will count toward Member Rank the same as on Standard Ships, and CO and XO positions on the USS Resolution will count fully towards any limits in place.

Additional swing personnel will be possible at the CO's discretion, including but not limited to the following:

? Commanding officer of the Judge Advocate General?s office
? Judge Advocate Officers including Defense and Prosecution team members
? Members of civilian, Starfleet and United Federation of Planets press
? Diplomats, dignitaries, V.I.P.?s et al.

The USS Resolution is a second character only environment.

The USS Resolution will be reviewed in 60 days, on or about July 30th, 2010, by the President, Fleet Commander and CO to determine if the USS Resolution has been successful in its mission. The ship will be reviewed based on the following criteria:

? Has the Ship established an active and healthy Role-Playing environment?
? Has the Ship established itself as a diplomatic and judicial mission ship?

If at any time the USS Resolution is found to be unsuccessful in its mission as a diplomatic and judicial vessel it must be decommissioned.

Harley Cartee is hereby promoted to the rank of Captain and assigned as Commanding Officer of the USS Resolution in Fleet 3.

Harley has put a lot of work into the Resolution sim, and I'm eager to see what he and his crew can accomplish with it. Congrats Harley!

"We climbed aboard their starship, we headed for the skies"

In order not to overload Fleet 1 with three Alt RPGs, it has become necessary to make space in another fleet by moving a standard ship from that fleet into Fleet 1. Therefore, with the permission of the Fleet Commanders of Fleets 1 and 3, and the Commanding Officer of the Aztec, the USS Aztec is hereby transferred from Fleet 3 to Fleet 1. The Internet Department is directed to make this change within seven days.

I would like to give a huge thank you to Sidney Parker, Jim Hosick, and Kenson Koh for making this happen. Sidney and Jim have both been amazing in their willingness to work out options and have created an atmosphere of teamwork and cooperation that is a shining example of how Fleet Commanders should act. Kenson, as the CO of the Aztec, has been very gracious to allow this move, and also sets a fine example. Thank you all.

"What the hell is on Joey's head?"

It shocked me when I found out that this person is only a Captain, but after thinking about it, I realized why. This is a guy who tends to work in the background, and he's very quiet about that work. However, not only has he been in the club longer than people like myself and Jack, he's served consistently in the role of Gamemaster Director or Fleet Commander, Fleet 5, since the first Hemenway administration (with a break during Andy's administration). That's four years! I don't even know how many times he's held an assistant position somewhere. He has been an excellent CO, a mentor in the Academy, and a friend to many people.

Geoff Joosten is hereby promoted to the rank of Fleet Captain, with all the rights and privileges therein. And there actually are some rights that come with this rank now! Congratulations Geoff!

I'm very happy to be able to write this edict. Steve Sigle has been a member of this club for a very long time. He's been on the Genesis for four and a half years alone! I've watched him progress steadily through the ranks, and had many nice chats with him in IRC over the years. He's an all around good guy, and that's why I'm glad to be able to write this edict.

On the recommendation of the Commander of Fleet 5, I hereby promote Steve Sigle to the rank of Captain, and assign him as Commanding Officer of the USS Odin.

Congratulations Steve! This has been a long time coming, and you've earned it!

"I know I've got a face in me, points out all my mistakes to me."

Though it did not explicitly state in the EGO bylaw that these reports should be archived, I believe that EGO is such a monumental change that it would be remiss of us to not keep a permanent record of its progress and development. The only really permanent way that I could think of to put this report into our records is as an edict, so I do so in the vein that Andy wrote his State of the Onion addresses as edicts. Obvious thanks to Jack Dipper for the compilation of this report, which does include input from the President, Vice President, and the term's Egotists.

Introduction

1. As part of the EEEGO bylaw, there is a requirement for a report to be made at the end of each EGO term for the first 3 terms, in order to establish whether EGO is beneficial to the club. Overall, EGO has operated within its boundaries, and has not prevented the Office of the President operating as the top executive body within STF. Because of this, I have gone slightly further with the report, interviewing members of EGO, the President, Vice President and other club members. A majority of the recommendations are related to improving the interaction of EGO with the President, as well as the process of EGO selection, as these were the two areas that we have experienced during the last 8 months.

Role

2. One of the issues identified over the last 8 months is the lack of clarity in the role that EGO plays, primarily with the general membership, but also with the Egotists. Egotists should only act as Egotists in the following situations, outside of which they have no further remit:

a. Vetoing of a bill/EC
b. Investigation of a ban
c. Impeachment of the President

3. As all of these require an input from someone outside of EGO, there is no reason why EGO should try to get itself involved in the day-to-day running of the club.

4. Recommendation. EGO should have an external page explaining who they are and what they do. An ego@[star-fleet.com] forward would also be beneficial for members to contact them in the above instances.

5. It has been suggested that EGO should be able to veto edicts, or force a referendum on a decision that does not have support of Command. This, however, will reduce the freedom of the Office of the President too much. EGO should only remain as a check on the legislative side of the club, rather than the executive (day-to-day running) side. If the President is clearly not acting in the interests of the club, then an impeachment should be started.

Impeachment

6. The position of Egotist does not actually grant the power to impeach the President, or to enact any other sanctions against him. Therefore, whilst the Egotists are the mentors of the President, they should not threaten any action.

7. This does not, however, preclude them from initiating impeachment procedures as a member of the club. The issue, however, is whether the Egotist raising the impeachment should still act as a member of EGO in this instance, as there is a clear conflict of interest.

8. Recommendation. Should a member of EGO, President or VP raise an impeachment, they should not be allowed to review the case. In this instance, the next most senior member of cabinet should stand in as an acting EGO.

9. It has also been suggested that Egotists should not hold cabinet positions, as there may be a conflict of interest. This was debated to great length during the drafting of EEEGO and, given the issues with the candidate pool detailed later on, this would create more issues than it would solve.

Election

Candidate Pool

10. The number of candidates for EGO has dropped. In the first election, there were 8 candidates. In the latest election, we had 3. Ideally the candidate pool needs to be increased.

11. Currently, the EGO election is run on the 7th month in a Presidential term, with the new EGO term starting in the 8th month. Whilst this does allow for a person to run for a Presidential election if they lose in an EGO election, it seems that more people want to run for President (or have option available to them) than run and risk winning the EGO election. Additionally, having the vote at that time prohibits the President and Vice President from running. It, therefore, makes sense to delay the EGO election until after the Presidential election.

12. Recommendation. The EGO election should start in the 1st month of a Presidential term, with the new EGO term starting at the beginning of the 2nd month. The easiest way to do that would be to extend the next term by 2 months. Should an Egotist resign midterm, an acting Egotist should be appointed to continue until the end of the term, rather than having a vote midterm.

13. Currently there are only 20 flag officers in the club, which in turn limits the selection pool for the Ego election. One option is to reduce the minimum rank to captain, however this will increase the pool to approximately 50 members, some of which would be very junior captains.

14. The other possibility is to increase the number of fleet captains in the club. This will allow a larger pool, as well as removing the issue of junior captains being able to run. This will, however, reduce the credibility of the fleet captain rank, so we may have to look at rebalancing the ranks (something that was not done when the two new flag ranks were added).

15. Recommendation. More members should be eligible to run; therefore more members should be promoted to fleet captain. Each captain should be reviewed after 2 terms since their promotion to see if they are suitable for promotion.

Election Procedure

16. It has been pointed out that EGO call for an election. This does seem counter-intuitive, as the election is initiated by either an Egotist resigning or the EGO term being 1 month from the end. There should be no need to 'call' an election.

17. There is no need for the previous presidential EC to inform EGO nor the President that he is intending to run; he just needs to tell the President that he will not be the EC. The President can the select a replacement. Currently the EC, whilst an EA position, is subject to the veto of EGO. It has been questioned as to why this is the case, as an EA position belongs to the Office of the President.

18. Recommendation. Given the sensitivity of the role of the EC, it should still be subject to the veto of EGO, however valid evidence must be given by EGO.

19. There was a concern that the election was not publicised enough, even though the bylaw states that " the Election Coordinator shall post a message on the main club announcement area".

20. Recommendation. All elections should be posted on the front page.

Election Co-ordinator

21. The fact that the EC for the previous election is an egotist could be viewed by some members as a conflict of interest. Currently, the EC is the EC of the previous presidential election. If we were to prevent an Egotist being EC, we would need to change this rule. I do not feel that an egotist being the EC is too much of an issue, therefore I suggest we leave this how it is.

Bylaw

22. Generally, the bylaw gets across the intent of EGO. There are, however, a few discrepancies which need to be resolved:

a. If an Egotist resigns, the most senior member in cabinet who isn't already an elected official acts as an acting Egotist. If the resigning Egotist is actually the most senior member in cabinet, we get recurring loop.

b. Para 5 under 'Irregularities' is a direct copy of LEGOE and as such refers to the President continuing his term, rather than the Egotists

23. Recommendation. EEEGO to be reviewed to clarify points raised above and improve wording. The review should purely be on the wording rather than looking to revise the rules.

Conclusion

24. I order to keep the review on track, I have identified where an issue was already debated in Command during the initial review, as I do not intend to reopen those debates. Also, just because I have not mentioned a process or item in the bylaw, it does not mean that that area has no issues; it's just that the club has not had a chance to put it to use on a live situation (e.g. impeachment procedure). Overall, this term for EGO has been successful, as it has not had to use any of its powers (which is actually what we want). To that end, I fully recommend that EGO remains as an oversight body against the legislative powers of the Office of President.

With the recommendation of the Fleet Commander, Fleet 5, it is my distinct pleasure to promote Ty Napier to the rank of Captain and assign her to the USS Draco as Commanding Officer. Ty has done an amazing job as a DH on a few Academy ships, comes well recommended, and I have no doubt that she'll succeed as a CO.

I don't know if this breaks any records, but I certainly can't recall any previous president having to replace a single ship's CO three times in a single term. The Apollo has been plagued with tragic loss and real life issues such that this club has never seen before, and I sincerely hope that this is the last Apollo edict that a president has to write for a long time. Upon the advice and recommendation of the Academy Commandant, Joseph Bradley is hereby assigned as CO of the USS Apollo.

"Can you heal the broken worlds within?"

Starbase 202 has fallen into such disrepair that someone from the command staff came to us and said "we should be fired." I commend that person's honesty. The situation there is so dire that the base was even considered for decommissioning. Would anyone but Larry even miss it? Unfortunately, I don't think so, and honestly, it would be rather convenient to decommission it to make room for the Abramsverse ship.

However, it has always been my policy to give a ship at least one chance at redemption before decommissioning. With Starbase 202, we would be losing a unique environment which is deeply written into the history and culture of Fleet 4. We already had to let Crell go, and it would be in the Fleet's best interest to try very hard to keep the 202 alive. With the proper leadership, I have no doubt that the 202 could excel and surpass its outpost rivals in posting quality and speed.

Upon the advice and recommendation from the Commander of Fleet 4, I hereby assign Captain Jim Hosick as Commanding Officer, Starbase 202. Jim is an experienced Captain who has already shown an ability to bring enthusiasm and life back to broken areas. The task before you here is a large one Jim, best of luck to you.

"Help me if you can, I'm feeling down, and I do appreciate you being round."

This is a hard one for me to write because I don't really want to. I have loved being CO of the Challenger. I take great pride and pleasure in helping new Cadets and running a top shape ship. I recently got a new job in real life though, and am no longer able to devote even a percentage of the time needed to run a successful academy ship.

However, I know I am leaving the ship in good hands. Upon the advice and recommendation of the Academy Commandant, Captain Sidney Parker is hereby assigned as Commanding Officer of the USS Challenger.

Sidney has been performing the thankless role of CNS on the ship since I became CO, and he has excelled at it. I have always been able to depend on him to do needed tasks in a timely manner, and he has always been helpful and responsive to the Cadets. I am certain he will be a great Academy CO. Congratulations Sidney!

"I wish the real world would just stop hassling me"

We have lost yet another member to that which we call "real life". Russell Watt is a respected member who will be greatly missed until he can return. Many positions were left vacant by his departure, and I am pleased to quickly fill one of them. Upon the recommendation of the Fleet Commander, Fleet 6, I hereby reassign Symon Silvester as Governor, Oed V. Sy is already an esteemed Admiral of some sorts, rears or vices, I can never get those straight, so he obviously doesn't need promoting.

Sy has done an excellent job with Oed in the past, and I have full faith that he will continue to support and nourish the planet's reputation as the most awesome Alt RPG.

Due to AWOL, Derek O'Brien has been removed as CO of the USS Samurai. I am happy to announce that based on the recommendation of the Fleet Commander, Fleet 2, I hereby promote Tyra Schroll to the rank of Captain, and assign her as Commanding Officer of the USS Samurai. Tyra, I know you'll do a great job with that ship! Congrats!

Just a few paperwork issues that need to be sorted before you guys boot me from this lovely blue executive washroom. (Thanks for the fluffy towels). I haven't cataloged Andy's edicts yet, so if there are any paperwork errors there, they'll have to be fixed by someone else!

Edict Rouse-Deane #5 is amended to include the stipulation that Joseph Spiros is not banned from the official #star-fleet IRC channel.

Edict Robison #34 is rescinded (a TOS version that has already been replaced multiple times).

Edict Herr-2 #7 is rescinded (although I really wanted to make the gesture, another president already rescinded the edict that Herr-2 amends).

So that makes for a clean washroom for the next President.

"Some days are meant to be remembered, those days we rise above the stars."

USS CHERNOV CHARTER

The Kurtzman-class USS Chernov, NCC-1790 is hereby established as an alternative roleplaying area in Fleet 5. The Chernov shall be a Star Trek XI or "Abramsverse" era vessel.

DEFINITION

The USS Chernov is set 249 years from the present day, placing it approximately one year after the events of the Star Trek XI film. Missions and characters should adhere as closely as possible to the canon of the time period with respect to concepts including, but not limited to:

- Technology;
- Known Races;
- Relationships between the United Federation of Planets and other powers.

This list is by no means exhaustive, and other canon information, such as that which comes from future Abramsverse films, shall be adhered to equally closely.

CONDITIONS

If the USS Chernov should deviate from the following it shall be decommissioned:

1. The Chernov must maintain an active and healthy roleplaying environment.
2. The Chernov must continue to function as an "Abramsverse" Ship.
3. The Chernov must employ a spec deemed appropriate for the era and universe by the Engineering Department.

CREW

The USS Chernov shall have a crew structure in line with its "Abramsverse" nature. Both the positions of Commanding Officer and Executive Officer shall exist as they do in Standard RPG areas, and count toward established limits. The ship shall have the following Department Head positions as they exist in Standard RPG areas:

- Chief Engineer;
- Chief Medical Officer;
- Chief Science Officer.

The Chernov shall also have the following period-specific positions as Department Heads:
- Navigation Officer;
- Weapons Officer.

The Executive Officer shall concurrently hold one of the Department Head positions with a main duty station on the Bridge. Examples of this include, per established canon as of the time of this Edict:

- Chief Science Officer;
- Navigation Officer;
- Weapons Officer.

The Chernov shall have positions for Junior Officers in Engineering, Medical and Science as they exist in Standard RPG areas. It shall also have Junior Officers in Security, reporting to the Weapons Officer.

IMPLEMENTATION AND REVIEW

The Chernov shall be subject to a sixty (60) day review period to ensure its compliance with the above criteria, under judgment of the President, Fleet Commander and Commanding Officer, with the final decision in the hands of the President.

"Nothing lasts forever but the earth and sky"

I had no intention of writing any controversial edicts at the end of the term, but at the same time I hate to leave tasks unfinished. There were a lot of good thoughts and ideas that came out through the command discussion, but the bottom line is that the MAC ship is clearly not maintaining the posting level that is required of it by edict. To quote edict Robinson #2:

"The MAC 'ship' is required to maintain an ongoing activity level in order to retain its status. Should it fail to maintain an active posting level at any point (active shall be defined here as at least ten valid posts in any fourteen day period) it shall be decommissioned in favour of a static page(s) to be linked to from the Primary Links area."

I would be willing to overlook this if there were mitigating circumstances, but I believe that there are other valid reasons to bring MAC back to Command, and the current MAC requests this change. Therefore, the Marketing and Advertising 'ship' is to be decommissioned. Should the MAC need to, they may create static page(s) which will be linked from the Primary Links area.

The Internet Department is directed to make this change within the next seven days.

"Everyone around the world, Come on! It's a celebration!"

Earlier today I did a review of all Commanding Officers who have held their posts for at least two years, who have not been promoted to Fleet Captain. I was honestly surprised that some of them had slipped through the promotion cracks, and when you read the list of names you'll understand why. I want to apologize to everyone that I don't have time to write individual promotion edicts. Seniority will be determined by the order in which I list the promotions.

The following people are hereby promoted to Fleet Captain, with all the rights and privileges therein:

Chris Grinder

Chris has been CO of the USS Polaris since November of 2006. He has run an amazing ship with a crew that loves him, with the Polaris frequently being an STFer Awards nominee. Additionally, he has been a very responsive and dedicated Fleet Commander. He was very brave by successfully running the first Fleet 2 shuttle race event, and has been working hard at helping increase Fleet 2's fleet identity. All of my dealings with him have been positive, and I'm very fortunate to have had the opportunity to work with him this term. Congratulations Chris!

Kendra Kerr

Kendra Kerr, formerly known as Kendra Abbott, has been CO of the USS Atlantis since May of 2008. The Atlantis is a frequent nominee and/or winner of STFer awards as well. The Atlantis is another ship with a (very large) crew that is fiercely loyal to its CO because she runs her ship so well. Kendra served as Fleet Commander, Fleet 3 for a period of time, and her wit is always appreciated in IRC. Congratulations Kendra!

D Grisham

D has been CO of the USS Europa since August of 2008. Like any ship, the Europa has it's ups and downs, but with D as CO she has always managed to excel. D brings great creativity to the role of CO, and the Europa is currently one of the fastest posting ships in the club. Prior to being CO of the Europa, D was CO of the Paladin in 2005. D's characters throughout the club are consistently creative and she is one of the most talented role players that I've had the pleasure of playing with. Congratulations D!

David Fergusson

Running an Alt RPG is never easy, yet David Fergusson has managed to remain as CO of the Merrimack since March of 2004. If this isn't a record for the longest running CO of an Alt RPG, it has to be close! The Merrimack hasn't always been the most impressive ship in the club, as interest in the TOS Movie era wanes and waxes, but David has provided solid leadership for six years. The Merrimack is currently doing very well, and David is well overdue for a promotion for his efforts. Congratulations David!

"Sing with me, if it's just for today"

Looking around the club, I couldn't believe that this person is still a Fleet Captain. I don't know how long she's been a member, but Pamela Dugan promoted her to Fleet Captain in 2004. Since then she's been in and out of the club for real life reasons. One thing is for certain though, every time she's with us (and she's been back with us, since at least April 2008) she is a constant source of love and support for anyone she talks to. Aside from being a great friend and person though, Krystelle Bromilow is an outstanding role player, Captain, and Fleet Commander. During this term alone, I've had high ranking members request that I take a lesson from Krys on how to manage people and difficult situations, due to her ability to act "professionally and politely, without lack of communication or misunderstanding" in her duties as FComm. I certainly can't disagree with anyone who thinks this, because Krys is great at what she does.

Krystelle Bromilow is hereby promoted to the rank of Commodore, with all the rights and privileges therein.

"I'm ok, I'm alright, ain't gonna face no defeat."

I don't even really know where to start when trying to talk about all the good things this member has done for the club. Daniel Lerner covered it really well in his promotion edict for her in August, 2008, when he talked about her going above and beyond her duties as a member of STF, being an excellent Fleet Commander, and an excellent Academy CO. That was in 2008 though. Between then and now, Kat Dedul has continued to run two excellent ships, the Constellation and the Columbia, and served with distinction as FComm and then Academy Commandant. She's shown herself to be reliable, smart, and trustworthy. But that's just her government contributions. I think it is often overlooked that she has been in the club for at least ten years, probably longer. I don't know if she's taken any extended leaves during this time or not, but I do know that she's been on the Genesis longer than I have with no breaks. That is dedicated role playing. I think that's a good word to sum it up. Dedicated.

Katherine Dedul is hereby promoted to the rank of Rear Admiral, with all the rights and privileges therein.

"Don.t the best of them bleed it out, while the rest of them peter out?"

While writing my final edict, I realized that I forgot a promotion. This member hasn't been in the club as long as the others that I've promoted, but in the shorter time he's been here, he's already made a positive mark. He's been outstanding as Counselor on the Challenger, reliable, trustworthy, and amazing with the Cadets. In the middle of the term, Fleet 1 had a bit of turmoil, and he got thrown into the middle. He handled the situation with grace and wisdom, and has been moving forward ever since. This guy works tirelessly, doesn't complain, and is always offering to help out. He's been one of the easiest guys to work with, demonstrating what being a "team player" really means.

Sidney Parker is hereby promoted to the rank of Fleet Captain, with all the rights and privileges therein. Congratulations Sidney!

"So make the best of this test and don't ask why, It's not a question, but a lesson learned in time."

I promoted most of the people who I feel deserve recognition this term, but there are two that stick out to me who I wasn't able to promote. These two individuals were integral to helping me through this term, and I appreciate their help.

Sy Silvester

There's really nothing I can say about Sy that everyone doesn't already know, because he's such a great friend to many people. Though he may be busy in real life, he would always take time to talk to me, help me work through issues, listen, and give advice when needed. Even though we had some rough times, I know I can always depend on him to be there when needed.

Anthony Martin

Anthony and I have been friends for a long time. As VP, he was there for me to offer advice and support, especially during our most difficult times this term. He helped me diffuse many difficult situations, or stepped in and did so himself. He also helped by being a liaison between me and some people I have difficulty relating to. In all, he was a great vice president, and I have no doubts that he will be a great president.

Of course, thank you to everyone who participated in command discussions. There are of course way too many to name. Also, thank you to those of you who have offered me advice at one point or another. There are a lot of you out there, and it would be impossible for me to make a complete list. Overall, this term truly was a team effort, and though we had our ups and downs, tragedy and loss, I believe we've pulled together as a club. A most sincere thank you to every one of you who made that happen.

After careful review of SCSI and MIRAGE, and a command discussion, it has been decided that MIRAGE is no longer to be considered a Bylaw, and will be remanded to the Internet Department as department policy. All of the original reasons that MIRAGE was posted as an edict are no longer relevant, and the only compelling reason given for keeping it as a Bylaw was that some departments don't track their policies well. However, the Internet Department does have a policies section that is updated, and I have been assured that they intend to keep MIRAGE as policy. Through SCSI they have the power to enforce it, and anyone who willfully disregards their attempts to enforce it will be subject to the appropriate sanctions.

The "Procedure" section, subsection "Nominations", paragraph one (1), is amended to read:

Any eligible Member can nominate another eligible Member for the position of President. Another eligible Member must then second the nomination. A prospective Presidential Candidate may not nominate or second their own ticket; however, a prospective Vice Presidential Candidate may do so. A Member can only nominate or second one individual; however, if that individual declines the nomination, the nominating Members are free to nominate another individual. A Member cannot run for the position of President if they have nominated or seconded another Member unless the nominated Member has declined the nomination or is otherwise ineligible to run.

The "Procedure" section, subsection "Campaigns", paragraph four (4), is amended to read:

Candidates may individually contact people to discuss the Election and to ask for their support. In the event that the person contacted does not wish to talk about the Election, the Candidate must refrain from discussing it with him. At no time may any unsolicited campaign material be sent to more than one person at a time, including using capabilities offered by STF's software platform. Use of the BCC field in any election related email is prohibited. Should an individual not wish to be contacted regarding the election, he may request that the Election Coordinator place him on a publicly accessible "do not contact" list. All members are required to abide by this list.

Bylaw #4 - Stardate 10073.1

Governing Rules About Violations, Investigations, and Tier Sorting (GRAVITieS), Part 1

INTRODUCTION

The purpose of this document is to list and define the way that justice is dealt with in Star Fleet. This bylaw will not supersede or overwrite any processes that have already been established in other bylaws.

DEFINITION OF PUNISHMENTS

All punishments will fall under one of the tiers listed below.

TIER 1 . Permanent Ban

This includes a permanent ban from one or all Star Fleet related resources and must be made via Presidential edict.

TIER 2 . Temporary Ban

This is any type of ban that is not a Tier 1 punishment, and must be made via Presidential edict. The resource and time frame must be specified in the edict.

TIER 3 . Rank Demotion, multiple ranks

This is any demotion comprising of more than one member rank loss, and must be made via Presidential edict. All characters above the punished member's new rank must immediately be demoted to the member's highest member rank.

TIER 4 . Rank Demotion, single rank

This is any demotion comprising of a single member rank loss, and must be made via Presidential edict. All characters above the punished member's new rank must immediately be demoted to the member's highest member rank.

TIER 5 . Removal from position

This is any removal from the position of Commanding Officer, Department Director, Executive Assistant, or Fleet Commander by the president, for the purposes of punishment. This may be done by edict or by an official post in command, depending on the severity of the punishment.

TIER 6 . Official Presidential Reprimand

This is an official reprimand from the Office of the President, and may be made publicly in command or privately via email. No edict is issued.

TIER 7 . Unofficial Presidential Reprimand

This is an unofficial reprimand from the Office of the President, and may only be made privately via email.

TIER 8 . Non Presidential Punishment

This is any punishment given out below the Presidential level by ship Commanding Officers, Fleet Commanders, Department Directors, or Executive Assistants during the normal discharge of their duties. The Office of the President cannot issue Tier 8 punishments.

PUNISHMENT STACKING

Should any one offense be considered especially heinous, resulting in a Tier 5 or above punishment, the offender may receive punishments in multiple Tiers.

COMPLAINTS

If the complaint is member generated, the complaint is sent to the proper authority in the chain of command with all supporting evidence. The alleged offender will be told that there has been a complaint lodged against him, what the complaint is, who the complainant is, and what evidence has been presented to support that complaint. The alleged offender will be given the opportunity to explain his point of view and present any evidence on his behalf, as well as validate any evidence requiring validation as explained below. The deciding authority will make a decision, inform both parties, and provide punishment as necessary.

No complaints may be made anonymously. A complainant can be either an individual, a ship, fleet, department, or the club itself. All complaints must be brought forth within one month of discovery of the alleged offense or violation. All subjects involved in a complaint must cooperate with the investigating authority to the best of their abilities, including but not limited to sending all requested evidence and being truthful at all times.

APPEALS

Appeals to Tier 1 and 2 punishments are subject to the rules laid out by the Executive Government Oversight in the related bylaw.

Tier 3 or 4 demotions from the rank of Fleet Captain or above may be appealed to the Executive Government Oversight. The process for doing so is the same as an appeal for a Tier 1 or 2 punishment. The President's decision is final and is not subject to appeal for all other punishments in Tiers 3-7, except as listed below. Abuse of Presidential Power complaints can be reason to initiate the Impeachment process as described in other bylaws.

Tier 8 complaints can be appealed through the proper chain of command. Should a Tier 8 complaint be brought to the Office of the President, the result must involve a Tier 7 or higher punishment, or a finding of acquittal.

EVIDENCE

The following are considered valid evidence when investigating a complaint:

IM and PM logs with time and date stamps
IRC Logs from the Internet Department sanctioned IRC Logger
Chat room logs
Emails with full headers detailing club related business
Posts on Star Fleet
Any Star Fleet system generated logs

Should a correspondence, either requested or submitted for evidence, contain both club matters and personal matters, the sending party will delete all personal matters not club related prior to submitting the remaining portion as evidence. The other party will be asked to send the same correspondence with any personal matters deleted for verification.

Should one party not have a copy of the requested correspondence to provide to the investigating authority, the redacted copy that has been submitted as evidence will be sent to them for verification.

Should one party dispute the contents of a correspondence copy or log, the investigating authority shall have the final say about what evidence will be accepted for review.
