Almost 16 months ago, Seamus Hughes formalized the organization of the NMC in edict. A lot of time has passed, and they've done some good work.

However, as I noted during my campaign, newbies aren't necessarily the only qualified people to work toward retaining newbies. Plus the NMC has had more advisors for a while than members (which isn't necessarily bad, but maybe it should be called the New Member Advisors Committee). And I don't believe (though I could be wrong) that the NMC has ever actually held an election to select their chairman as per edict. Finally, any group of people in STF can band together to make their voice heard; official presidential advisory committee status is not required.

Therefore, I do hereby rescind Edict Hughes-2. The NMC is no longer an official PAC. It is free to continue to exist however, in whatever form is so desires. It is free to establish for itself membership requirements, advisor requirements, chairman election procedures, and so on, without presidential interference.

I am pleased to announce the creation of Fleet 7, effective immediately. It consists of the following ships:

From Fleet 2: USS Curie, Lou Gasco commanding.
From Fleet 5: USS Genesis, Nikolle Burchett commanding.
From Fleet 6: USS Brandywine, Nick Lackie commanding.

The actual transfer of the ships to the new Fleet will be delayed one week to give the COs a chance to let the crews know what is happening, where they are moving, etc. April 19 will be the formal move-in date.

Of course, what would a fleet be without a Fleet Commander? To that end, I name Nikolle Burchett as FComm-7. Condolences, Niki. Please name your AFComm ASAP. :) <watches Niki flip a coin>

With the creation of F7 and the resulting ship transfers, F1 through F5 are now at 5 traditional RP areas each, F6 is at 4, and F7 at 3. As stated previously, I do plan to commission new ships fairly agressively, but for now it is important to get the new fleet up and running. Even with this new commissioning, we only have room for 3 new ships (2 in F7 & 1 in F6, going by the 5 ships per fleet 'rule').

Expect more ship related edicts soon, kids. :)

Edict #4:

Effective 01042.1 (21 April 2001), the Titania Class USS Titania, NCC-71864, Fleet 5, will be recommissioned as the Discovery Class USS Endeavour, NCC-76801, Fleet 5.

Note 1: This move is necessary as the Titania Designer has effectively resigned from Star-Fleet and has requested I take Titania out of service.

Note 2: The Endeavour is typoed (I presume) as Endeavor in the approved class spec. Given the traditional spelling of the name, I would recommend the Discovery designers/maintainers update the spec to reflect the commissioned name of the ship. (Which I've alreadly talked to Mack about, so I don't expect this to be a major issue.)

Note 3: It is known that there is a conflict in names in EDept (for those aware that Discovery and Endeavour are used by both Discovery and Columbus classes). As ED approved both, I'll let ED hammer out naming conflicts too, as long as I get my Endeavour. <grin>

Note 4: The actual IC/RP ship change date may be delayed depending on the state of the Titania sim. That will not affect the OOC ship change date.

It's time for some much overdue business on my part. James, Aztec, and (to a lesser extent) Atlantis, my apologies.

Part 1 - CO USS Aztec, F3

Due to real life, Lynn Janeway has asked to be relieved of command of the Aztec. Fortunately, she is not resigning, and will be maintaining a presence with us still. But it is still sad to see someone need to step down for RL reasons. However, it does mean that Aztec needs a new CO.

To that end, Kenson Koh is promoted to Captain and given command of the USS Aztec, Fleet 3. Congratulations Kenson, and good luck.

Part 2 - CO USS Atlantis, F3

Also due to real life, Sherrie 'Tali' Campbell has asked to be relieved of command of the Atlantis, as she will be eLOA through the summer. This one is more difficult for me, as I 'recommended' her for Atlantis (effectively *my* first command) when I assumed command of Titania, and have served as her XO for the past several months (since her original XO resigned). I consider Sherrie a close personal friend, and look forward to her speedy return from eLOA. Again, personal feelings aside, Atlantis needs a new CO.

To that end, Conor Lloyd (who I believe is still holding the OOC rank Captain, and thus does not require a promotion to same; if he doesn't, consider him promoted to Captain) is given command of the USS Atlantis, Fleet 3. Congratulations Conor, and good luck. And don't forget your agreement with James. <grin; inside joke people, don't expect to get it> :)

Effective 01042.8 (28 April 2001), the Andromeda Class USS Polaris, NCC-42189, shall be commissioned in Fleet 7. Chris Healey is (re)promoted to Captain and given command.

The reason for the week delay between edict and commissioning is to give Chris an opportunity to recruit his senior staff and get the ship ready, so that PDept may start placing recruits immediately. Chris is free to appoint XO, GM, and DHs as he deems best. The command staff of Polaris is restricted from appointing Junior Officer characters for a period of 90 days (probably excessive, but a nice round number) so as to keep those positions open for PDept use.

Well, since the commentary has all but died on these, it's time to make them official.

Part 1 - TOS Update

Effective immediately, the Terms of Service of STF shall be amended to include the following content:

Individual members of STF shall be entitled to only a single login name and password.

Members should endeavor to keep their account password confidential. A member may be held accountable for violations of STF rules and Terms of Service committed with their account, regardless of who accessed the account. This does not preclude the other party being held accountable as well.

The new content should be located as close to the top of the Terms of Service as is reasonable.

The "agreed to TOS" flag shall be reset on all member accounts to require acceptance of the amended Terms of Service. To this end, the text "You will only have to agree to this form once" should be changed to "You will only have to agree to this form when the Terms of Service are modified". While the former certainly includes the latter (ie, a changed form is not the same form), the latter is more clear of the intent of the page.

Further, in an effort to remove duplicate accounts, an amnesty period shall begin immediately and last until 31 May 2001. During that time, any member with duplicate accounts will be allowed to come forward and have all their characters merged into a single account of their choosing, without fear of reprisal. After the amnesty period closes, duplicate accounts may be cause for disciplinary action, up to and including banishment from STF.

This information should be distributed as widely as possible. To that end, I instruct (and will email) all Fleet Commanders to post at minimum a summation of or reference to this edict on their Fleet MOTD, and to instruct the same of their Commanding Officers. I am normally loathe to mandate any content be required on any MOTD; for that reason, there shall be no consequence to not following these instructions. That being said, it is important that people know that duplicate accounts are verbotten and realize that now is the time to correct the problem if it exists.

Part 2 - Non-STF Content Hosting

Effective 1 May 2001, all persons hosting non-STF materials on the official star-fleet.com server (currently chi.pair.com) are put on notice that they have 90 days to find alternative hosting options for their content. At the end of that time, all non-STF content will be purged from the STF server. Should additional time be required, a request can be made of IDept who has the flexibility to grant extensions to this deadline on a case by case basis. IDept is instructed to inform all affected parties of this edict to the best of its ability.

Where there is content that has valuable historical signifigance, Internet Department is hereby instructed to maintain a library of OOC materials for STF. Members (past, present and future) are encouraged to submit items of historical interest to this "Library of STF". Examples of appropriate content are newspaper volumes, STF biographies of members, and so on. Note that this library does not overlap any library operations maintained by the GMDept. IDept is interested in documents with OOC value; GMDept is interested in content with IC value.

Several issues have come to my attention recently and I intend to deal with them all in one post in the form of formal warnings. Hang on kids, it might get a little bumpy. In no particular order:

First, Brandon Stoll lodged a complaint several months ago that he was receiving unsolicited email from Emily Stephenson. At the time I did what I typically do and said it was private email between two parties, and that it really didn't warrant presidential consideration. I told him to tell her to take him (counts the pronouns) off the list and if not ... well, not much of anything. The emails were never harrassing or threatening in nature from what has been described to me, just forwards to a list of people.

Last week yet another email was sent to Brandon from Emily. I, and a number of other STFers, received the same email (perhaps even in violation of the Terms of Service which specifically forbids gathering email addresses for spamming purposes). I don't know if anyone else on the list besides Brandon was receiving email after having been asked to be removed from her list. I know I never requested to be included in these mass forwards, but then again I get so much garbage in my mail that it's easier for me to simply delete it and not worry about a formal request, as most spam I receive is from people who don't use legitimate return addresses anyway. But I digress.

Brandon reached the end of his rope and sent the email back to Emily 61 times with a message that he didn't want that type of email from her. Brandon informed me of this after the fact, and as a person who receives too much junk email, I had to chuckle at his solution, to be perfectly honest. However, a complaint has been lodged by Emily against Brandon for spamming *her* in violation of the Terms of Service.

In short, Brandon sent one email to Emily 61 times, and Emily sent to Brandon a number of emails over a 12 to 18 month period. Neither denies this. Further, Emily doesn't deny that Brandon asked to be removed from the list, but that it was an accident, that Brandon's email was clicked instead of someone elses. Accidents happen. And people get frustrated and take it out on others. I can't condone what *either* party has done, yet because it was private email and not directly related to the WeBB or #Star-Fleet in IRC, I don't feel that I should take too strong an action against either party at this time.

Second (perhaps not chronilogically, but for the purposes of this narrative), Brandon has in the past acted improperly in other areas, once in IRC, once in the F1 mail list. The former was punished by a month ban from #Star-Fleet, the other was dealt with privately in the form of a warning. I mention these only to illustrate that this isn't a first offense of 'improper behavior'.

Third, Mike Rouse-Deane & Emily Stephenson got into a heated argument in IRC over issues on the Olympic where she XOs and he GMs) apparently related to a voided post, which quickly spread beyond that simple issue. It got to the point that Mike called Emily a name repeatedly over a period of several minutes (and got kicked repeatedly for it, and a private warning from the IDept over channel conduct). Emily in her frustration used some language that was inappropriate, and she got a warning for that. At the end of that incident, Mike told her he would be ignoring her from that point forward (something that Mike appears to be quite good at from all indications).

Unfortunately, that is not the end. Emily felt the need to speak to Mike about several issues, the important one for our purposes being Olympic business. Mike however refuses to communicate, which bothers Emily greatly, to the point of threatening Mike with being sent the same email from multiple accounts in an effort to get him to pay attention to her. If at this point you are thinking to yourself 'that seems like what Brandon did' then I like the way you think. The main difference would be that Brandon just did it, Emily premeditated it. However, I still don't think any deliberate malice was intended in either case, just frustration rearing its ugly head.

Both parties acted improperly in #Star-Fleet, one repeatedly, the other more forcefully. Both were warned at the time (or within days of it, as the timing wasn't the best in the world for those in authority to act). And as for the email incident, as before, it wasn't directly related to the WeBB or #Star-Fleet, so I don't feel that I should take too strong a action.

Finally (again, perhaps not chronilogically), Mike Rouse-Deane has been derelict in his duties as GM of the Olympic in refusing to communicate with the ship's XO for purposes of ensuring the smooth running of that ship. People are permitted to have disagreements and differences of opinion. However, when one permits them to interfere with a position, that is unacceptable. I'm not here so much to punish Mike for this, as to take note of the fact that while Emily's actions in threating Mike about email were inappropriate, they were certainly understandable to some extent.

In conclusion:

Brandon Stoll has acted in a manner unbecoming an officer on three occasions (once in IRC, once in the Fleet 1 mailing list, and by spamming Emily). Let this serve as official warning that should another incident be reported and substantiated during my term as president, it will result in a ban from Star-Fleet. Further, I would advise future presidents to take note of these actions if another incident occurs after my term as president expires.

Emily Stephenson has acted in a manner unbecoming an officer on three occasions (failing to stop sending unsolicited email, once in IRC, and threatening deliberate spam). Let this serve as official warning that should another incident be reported and substantiated during my term as president, it will result in a ban from Star-Fleet. Further, I would advise future presidents to take note of these actions if another incident occurs after my term as president expires.

Mike Rouse-Deane has not formally violated the Star-Fleet Terms of Service. That being said, he has certainly annoyed and bothered people in IRC and via Project Omega. However, he has in my opinion been derelict in his duties as a GM, to the point that I felt compelled to report the matter to his CO & FComm, Stuart Coll, for appropriate action. Whatever Stuart feels is appropriate at this time will be acceptable to me, as Mike has already been warned about his other actions. While one might debate the maturity of the actions, I do not believe they measure up to a Terms of Service violation.

Whereas the positions used on outposts and starbases often confuse those with less time and experience in STF, we shall standardize most positions to be in line with starships. Namely:

Base Science Officer (BSO) shall be changed to Chief Science Officer (CSO)

Chief of Station Security (CSS) shall be changed to Chief of Security (COS)

Base Medical Officer (BMO) shall be changed to Chief Medical Officer (CMO)

Base Commanding Officer (BCO) shall be changed to Commanding Officer (CO)

Base Executive Officer (BXO) shall be changed to Executive Officer (XO)

Chief of Operations (COO) shall remain unchanged at this time as it is the one position with precedent.

Jeff Field is relieved of command of the USS Montgomery in Fleet 4 and is assigned to Outpost 45 in Fleet 2 as commanding officer.

Barry Vogtman is relieved of command of Outpost 45 in Fleet 2 and is assigned to the USS Montgomery in Fleet 4 as commanding officer.

I'm not sure that this needs to be an edict, as I have been unable to find a specific edict that this would definitely amend. However, just to be complete, here goes.

Kim Sandstrom (aka Kimpaa, aka Kim McOwen) was banned from STF in December 1998 in Edict Bourdaa-22. There were a host of reasons given that can be referenced in that edict. This edict does not reverse that ban. However, Sam Moritz, who was apparently an acquaintance of Kim's, was also affected by this.

While the original edict didn't state so explicitly, the apparent interpretation of that edict was to ban all accounts coming from Kim's ISP. This was a completely justified interpretation given the circumstances.

Over the past several months, Sam has been petitioning me to be readmitted to STF. At first I told him I'd look into it hoping he would leave me alone. <wry grin> However, over the past months, he has provided some quite convincing evidence that he is who he says he is, and has been quite consistent in his retelling of his experience in and with STF.

At this point I see two possibilities. One, Sam was Kim (or vice versa) and did what he was accused of. Two, Sam was an innocent bystander. Regardless, I am not one (I hope) to condemn people for life for the indiscretions of their past. If Sam didn't do anything wrong, readmission to STF is long overdue. If Sam did do something wrong (which I can't completely rule out) he's had over 30 months to atone for his sins (a longer sentence than many serve in prison for conviction of 'real' crimes against society). For these reasons, I do hereby direct Personnel Department to admit Sam when next he applies for membership.

And while I hate to end this on a potentially down note, I would advise Sam to make sure my trust has not been misplaced. Should there be any problems related to his readmission, I will not be afraid to admit my error in judgement and reverse this edict.

This edict is particularly difficult for me to write, but is necessary. Kinda makes the #13 apropos.

One of my best friends in the world (not just Star-Fleet; this despite having never met him in person) is Butch Carter. He was the GM of my first posting (the Futura), my first XO position (the Concorde), and came with me when I took over as CO of the Titania. (Gee, none of those ships are known by those names anymore.)

Butch was also the very first person to try to get me to run for president some 16 months ago (I declined at the time, choosing instead to support my other best-friends Nick Lackie and Brian Moss).

Due to real life issues, most notably work and a very serious illness in the family (his father is not expected to survive a bout with cancer), Butch resigned as Internet Director today when I was speaking with him on the phone. He has not resigned from other positions yet, as he is hopeful that he will have enough time for those positions. Time will tell.

This is not how I wanted this to happen. It has been obvious to many for some time that IDept has been neglected, but there were very good reasons for this neglect (not excuses, but real life must reign supreme). I would further like to note that at no point has IDept affecting RPing, which is the most important part of STF.

In any case, what is done is done. I hope Butch can return soon. I have accepted his resignation, and do hereby appoint Chris Healey as IDir. Chris, please name at your earliest opportunity those you will have serving as your assistants.

In unrelated news, the USS Polaris in F7 is now permitted to pursue appointments to positions without PDept (and in fact has done so with permission for several days). Future ships will still probably have a period where they may not appoint positions on their own, but it will be shorter than 90 days.

As many people in STF know, Mike Rouse-Deane and Emily Stephenson have been involved in a bit of a feud over the past several months. I've been brought in by both parties demanding punishment of the other on more than one occasion. Up to now, I've maintained that it is not the job of president to make sure that people like each other and get along, just to ensure that STF runs smoothly (or, as closely as we are able to approximate smooth running, anyway). I still believe that to be the right way for the president to deal with issues that are strictly between members.

On 25 July 2001, I was approached by Emily (Olympic XO) who claimed to have evidence that Mike (Olympic GM) had forged her identity in two emails to Stuart Coll (Olympic CO) with the intent of having Emily 'resign' from her XO post. I was shown a small cut and paste of the body of an email, without any information that could be used to prove who wrote, sent, or received it.

On 26 July 2001, I informed Mike that while I had no evidence and would not take action without it, I had received a complaint that I would be investigating.

On 27 July 2001, Mike came to me and admitted that he had done what he was accused of. When he came to me, he expected and was fully prepared to be banned from STF permanently.

Given the levels of animosity that have been directed at both parties (Mike & Emily) from the other, it is somewhat understandable that he would try to distance himself from Emily. However, the course of action he took plainly went too far and can not be justified or rationalized in any way whatsoever. However, it is to Mike's credit that he was mature enough to step forward, admit his wrong and accept whatever punishment would be forthcoming, which is more than I've had from some in STF during my term as president.

Given the reasoning above, I have concluded that punishment is necessary. Therefore, Mike Rouse-Deane is hereby banned from www.star-fleet.com for a period of 30 days. Because his actions were directed at removing someone from a position on the WeBB, the ban does not extend beyond the WeBB. Specifically, he is not banned from #Star-Fleet in IRC.

To avoid disruption of sims that he is involved in, Mike has until 31 July 2001 to bring his participation in sims to a graceful close. The ban begins 1 August 2001. At the conclusion of the ban, Mike is free to pursue whatever positions he desires. Should another incident of this nature occur during my term as president, I will have no choice other than to ban Mike permanently.

The life of the president is really pretty easy (when he's not being labelled dictatorial, anyway). <insert big cheesy grin here> But seriously, while what he does is of value to STF, it's not the president that is responsible for the day to day activities of STF. Not even the cabinet, really. The most important 'management' positions in STF are the COs, as they are the day to day managers that make things work and ensure that the other members have a fun and enjoyable RP experience.

When a CO is too busy with other tasks, unable to fulfill that day to day management position, it is expected that he should step down, yielding the position to another deserving person with more time.

Well kids, I've hit that wall. I've made as many excuses to myself that I'd be able to step up and do the job right soon, but soon seems to never come along. And in the meantime, a ship has had to all but do without her captain and without a GM. That is plainly unacceptable. The last month has been worsened by the fact that my home computer died and I'm unsure as to when I'll be able to replace it.

Effective immediately, I do tender my resignation as CO of the USS Endeavor in Fleet 5, which I readily accept.

For those of you who are happy that this means I will be stepping down as president, stop celebrating already!

For those of you who fear this means I will be stepping down as president, don't fear. I do still have internet access, and am more than up to the task of being president plus RPing. It's just best that I don't maintain a command position just because I can. I wanted the position at the time Seamus promoted me to captain and CO of the Concorde, and I hope at some point down the road, after I've left the presidency and have fewer issues to deal with, that I might have the opportunity again. For now, though, I must do what is right and best for the Endeavor, Fleet 5, and STF.

During the slowdown on Endeavor over the last months, there has been one constant... her XO, Ryan Williams. Ryan has really stepped up to the plate and tried to keep her running. There is only so much a single person can do without a CO or GM present, and I think Ryan did all he possibly could. Anything 'bad' or 'wrong' with Endeavor can and should be placed squarely at my feet.

Effective immediately, Ryan Williams is promoted to Captain and appointed CO of the USS Endeavor in Fleet 5. Work things out as you deem best in aborting the previous sim and getting her back on track. We've already discussed my characters exit, I'll probably make a final appearance or two just to wrap up my character, but in no way does that leave me in command. She is your ship now. Congratulations Ryan, and take care of her.

Due to EDept re-engineering efforts, some ship classes are now classified obsolete. While that in and of itself does not *require* commissioned ships of the class to be recommissioned, it certainly isn't a bad idea, and is often fun to have a 'new' ship to play with. To that end:

The Nimitz Class USS Ark Angel, NCC-2014, in Fleet 1 is hereby recommissioned the Maverick Class USS Ark Angel, NCC-2014-A.

The Athens Class USS Sydney, NCC-80019, in Fleet 1 is hereby decommissioned and is replaced by the newly commissioned Pendragon Class USS Crusader, NCC-86286.

My apologies to all for how long this has taken. The good news is that my computer is 'in the shop' being fixed and I will hopefull be online again by next week (depending on how quickly I get to the top of the work queue).

Due to real life, Lou Gasco resigned from STF, leaving a void in the CO Curie position among others. Niki has selected Jody Romero, most recently XO Brandywine to fill that void. This pleases me to no end as I've known Jody for some time, had him on Concorde when I was XO, made him my 2O when I made Captain, and recommended him for XO when Brandywine had an opening.

Therefore, effective immediately (since he's already filling the role), I do promote Jody Romero to the rank of Captain and assign him as Commanding Officer of the USS Curie in Fleet 7.

Congrats Jody, you'll do us proud.

Part 1: Barry Vogtman

Almost eight months ago now there was a bit of a 'ruckus' in command over some inappropriately explicit posts. Part of the disciplinary process was Barry Vogtman's demotion to commander. At the time I indicated (IIRC) that I thought the discipline was appropriate, and I still hold that. However, I also hold that people shouldn't be punished forever, particularly when they mend their way(s).

For several reasons, not the least of which is not being an excessively large thorn in my side (HA! I kid; he's been a plenty big thorn) and at the recommendation of his FComm, I do promote Barry Vogtman to Captain with none of the privileges of rank (only because there really aren't any).

Part 2: Greg Hertzsch

For *years* there has been a constant on the WeBB, namely Greg Hertzsch. He served two terms as president, he served four terms as PDir (one of the three most thankless jobs in STF) and most recently he has agreed to serve as FComm-1. What's more, it was during his administration, and with his own funds, that STF began it's successful WeBB migration (earlier colonization efforts notwithstanding). I dare say that we wouldn't have STF today if it weren't for his (and others) efforts.

For these reasons, it is my privilege to promote Greg Hertzsch to the rank of Admiral, with none of the attendant privileges of rank.

Part 3: Nick Lackie

If there is one person in STF I admire more than any other (and there is), that person is Nick Lackie. Nick has over the past several years served wherever asked in STF, most recently stepping in to take over PDept, serving as FComm-6, and before that AFComm-6, stepping up to take over Brandywine when she was all but dead in the water. And let's not forget his term as President, one of the least crisis ridden administrations ever. Least importantly for promotion consideration, but most importantly to me personally, he has been a good friend, unafraid to speak his mind in private but loyal and united in public.

It is with great joy that I announce Nick Lackie's promotion to Commodore, and all of the attendant privileges of rank (which are nil).

Congratulations all of you.

Ok, at long last, I present to you the new and improved, lemon scented, GMD Regulations, aka OGRE (Omnibus GMD Revisions Edict). Many thanks to everyone involved, particulary Jeremy Friedman and Larry Garfield. This is basically as last reported here with just a couple of modifications by me where I felt it important.

1. SUPERCEDENCE OF PREVIOUS EDICTS

Edict Bourdaa #19 is hereby rescinded and superceded by this Edict.
Edict Spurlin #4 is hereby rescinded and superceded by this Edict.
All portions of Edict Hughes #21 relating to the Gamemaster Department are hereby rescinded and superceded by this Edict.
Edict Lackie #2 is hereby rescinded and superceded by this Edict.
Edict Lackie #5 is hereby rescinded and superceded by this Edict.
Edict Lackie #37 is hereby rescinded and superceded by this Edict.

2. ESTABLISHMENT OF THE GAMEMASTER DEPARTMENT

The Gamemaster Department shall serve as a resource to Gamemasters, COs, and the membership on matters relating to GMing and in-character activity through those means deemed most expedient and useful to STF and the membership.

The Gamemaster Department shall maintain standards of GMing by means of the regulations set forth in this Edict and later Edicts. The Gamemaster Department shall maintain a public record of the status of all registered or licensed Gamemasters.

The daily activity of the Gamemaster Department is overseen by the Gamemaster Director, who shall be appointed by the President. The Gamemaster Director is a cabinet position, and is equal in power to other departmental directors and Fleet Commanders.

The Assistant Gamemaster Director is appointed by the Gamemaster Director. The Assistant Gamemaster Director answers directly to the Gamemaster Director, and is responsible for departmental decisions in the event the Gamemaster Director is not available. Additional responsibilities are at the discretion of the Gamemaster Director.

The Gamemaster Director may delegate any of his duties enumerated in this Edict or any other responsibilities incumbent upon him as a result of another Edict to another named member of the Gamemaster Department, subject to the condition that the individual with final authority on the licensing of Gamemasters be himself a licensed Full Gamemaster or the Gamemaster Director.

3. GAMEMASTER QUALIFICATION

The STF Academy shall maintain a written course and examination pertaining to the subject of GMing. The Gamemaster Department must approve the content and proctor of the course and exam.

All prospective Gamemasters are required to pass the Gamemaster exam maintained by the Academy.

Prospective Gamemasters who have passed the Academy course may elect to pursue either Certification or Apprenticeship at their discretion.

4. GAMEMASTER CERTIFICATION

Prospective Gamemasters who have passed the Academy course and who elect to pursue Certification are responsible for locating a Ship on which to Gamemaster according to Section 10 of this Edict and informing the Gamemaster Department of their assignment. The prospective Gamemaster may request the assistance of the Gamemaster Director in this matter. Once placed on a ship the prospective Gamemaster shall be known as a Gamemaster Candidate. The Gamemaster Department shall then assign a Gamemaster Observer to the ship. The OM Observer must be a licensed Gamemaster of Full standing or higher. Preference will be given to Full Gamemasters who are already present on the ship in question. The CO of the ship may be appointed Gamemaster Observer only if they are a Full Gamemaster and no other willing Full Gamemasters can be located. The Gamemaster Observer is expected to read the ship in question regularly in order to evaluate the Gamemaster Candidate.

After 30 days the CO, Gamemaster Observer, and Gamemaster Director shall confer in a manner deemed most expedient to determine if the Gamemaster Candidate has performed acceptably. The Gamemaster Director will make the final decision regarding the passage of the Gamemaster Candidate based on the input from the Gamemaster Mentor and CO within one week. Should it be decided that the Gamemaster Candidate has performed acceptably, he shall be promoted to Junior Gamemaster and the Gamemaster Observer shall be removed. Should it be decided that the Gamemaster Candidate has not performed acceptably, he shall be removed and replaced in accordance with section 11 of this Edict. He may reapply to either Certification or Apprenticeship again should he so desire after a two-week interval from the date of the Gamemaster Director's ruling.

Should the Gamemaster Candidate be promoted to Junior Gamemaster he shall continue the mission without interruption. Should he be removed according to section 11 of this Edict before the remainder of the mission is completed he shall revert to prospective status. Upon successful completion of the mission, he shall be licensed as a Full Gamemaster.

5. GAMEMASTER APPRENTICESHIP

Prospective Gamemasters who have passed the Academy course and who elect to pursue Apprenticeship are responsible for locating a Ship on which to Gamemaster according to Section 10 of this Edict and informing the Gamemaster Department of their assignment. The Gamemaster Candidate is also responsible for locating a Senior Gamemaster who is willing to act as their Mentor. The Gamemaster Candidate may request the assistance of the Gamemaster Director in this matter. Once a Ship and Gamemaster Mentor are located, the prospective Gamemaster shall be known as a Gamemaster Apprentice.

The Gamemaster Apprentice and Gamemaster Mentor will jointly plan and begin a mission on the ship. The Gamemaster Apprentice and Gamemaster Mentor shall be expected to co-Gamemaster the mission at first, with an exact division of labor as they decide. The division of labor should progress towards the Gamemaster Apprentice having complete GMing responsibility, with the Gamemaster Mentor in an advisory role. The entire process is required to last a minimum of three months, and the Gamemaster Apprentice is required to be acting as exclusive Gamemaster for at least the last 30 days.

At the end of the mission the CO, Gamemaster Mentor, and Gamemaster Director shall confer in a manner deemed most expedient to determine if the Gamemaster Apprentice has performed acceptably. The Gamemaster Director will make the final decision regarding the passage of the Gamemaster Apprentice based on the input from the Gamemaster Mentor and CO. Should the Gamemaster Apprentice be passed, he shall be licensed as a Full Gamemaster. Should the Gamemaster Apprentice not be passed, he shall revert to prospective Gamemaster status. He may reapply to either Certification or Apprenticeship again should he so desire after a two-week interval from the date of the Gamemaster Director's ruling. A Gamemaster Apprentice may be removed before the end of the mission by the Fleet Commander or named subordinate at the request of the CO under advisement from the Gamemaster Mentor and Gamemaster Director should it be decided that the Gamemaster Apprentice is not improving and his presence is harmful to the ship.

6. SENIOR GAMEMASTER STATUS

A Full Gamemaster who has successfully completed three or more missions not counting his Apprenticeship mission may apply to the Gamemaster Department for Senior Gamemaster status. The Gamemaster Department shall grant Senior Gamemaster status upon positive confirmation of successful completion of three missions and positive comments from the relevant COs. This distinction is primarily honorary but is a required status for being placed as a Gamemaster Mentor.

7. APPOINTMENT OF GAMEMASTERS

Prior to the commencement of each mission, the Fleet Commander of a fleet or a subordinate of his choosing shall select a Gamemaster who shall serve as Gamemaster for that mission, after consultation with the CO of the ship in question. The Gamemaster must be a licensed Full or Senior Gamemaster, Notification of this selection must be sent to the Gamemaster Department within 24 hours of the selection, and at least 48 hours prior to the commencement of the mission. Failure to do so shall be considered a failure to complete a duty incumbent upon the office of the person in question. Additional regulation of Gamemaster appointments within a given fleet is at the discretion of the Fleet Commander.

8. PLACEMENT OF GAMEMASTER CANDIDATES

The Fleet Commander or named subordinate of a fleet may name a Gamemaster Candidate to a ship for the purposes of Certification or Apprenticeship, at the discretion of the Gamemaster Candidate. The Gamemaster Department may recommend that a ship host a Gamemaster Candidate if no Fleet Commander or named subordinate has already requested said Gamemaster Candidate. The Fleet Commander or named subordinate responsible is expected to give this request due and fair consideration. A Gamemaster Candidate may not be placed without the approval of the CO of the ship in question.

9. DELICENSING

In the event that the Gamemaster Director should receive a complaint about a Gamemaster and upon investigation decide that there is cause for said complaint, he may as appropriate place the Gamemaster in question "on probation" and assign a Gamemaster Observer to observe the situation on the ship and the Gamemaster in question, but not terminate the Gamemaster's license; or in extreme cases he may revoke the Gamemaster's license and remove him from the list of Licensed Gamemasters and notify the Fleet Commander and CO of any ships where the Gamemaster in question had been GMing. Should a Gamemaster be serving on a ship at the time he is delicensed the Fleet Commander or named subordinate shall be expected to locate a licensed replacement promptly.

10. RELICENSING

In the event that a Gamemaster should have his license revoked he may reapply to either Certification or Apprenticeship again should he so desire after a two-week interval from the date of the Gamemaster Director's ruling. He will be given the same consideration as any other individual applying for a Certification or Apprenticeship.

11. DISMISSAL OF GAMEMASTERS

A Gamemaster may be removed prior to the completion of a mission by the Fleet Commander or previously named subordinate should the Gamemaster exhibit behavior ill-suited for his position, does not uphold his responsibility of maintaining an enjoyable environment aboard his ship, or abuses the authority of his position beyond the boundaries of STF law and common sense. Dismissal of a Gamemaster by the Fleet Commander himself shall be considered an act of the Fleet Commander and treated accordingly. Dismissal of a Gamemaster by a subordinate of the Fleet Commander shall be referred first to the Fleet Commander before further action.

12. AUTHORITY OF GAMEMASTERS

Gamemasters are responsible for providing an entertaining experience for members of STF on the ships where they serve, and are required to work with each ship's commanding officer to accomplish this task. In issues pertaining to daily ship operations (i.e. promotions, demotions, logs, message of the day [MOTD]), the Gamemaster has no authority.

Under extreme circumstances in which one or more posts are irreconcilable with the actions in one or more other posts; with the laws of STF, reason, or decency; or with previously established RPG events; a Gamemaster may declare the posts in question to be null and void and must include a statement of explanation. Any voided post may be appealed to the Gamemaster Director by the voided member. If the Gamemaster is also the Gamemaster Director, it may be appealed to the Assistant Gamemaster Director.

Under normal circumstances, Gamemasters may not cause the death of a character on a ship who is controlled by a member of STF. The situations in which a Gamemaster may cause the death of a character on a ship who is not a Non-Player Character shall consist only of the following circumstances:

1) AWOL. If the character has been declared AWOL, the Gamemaster may do whatever he likes with it, without restriction.

2) The player gives consent to the Gamemaster, for whatever reason.

3) If the character has taken actions that, in the opinion of the Gamemaster, would result in a 90% or higher probability of death, a "Death Notice" may be served.

a) For the first Death Notice issued against a character, that character will be warned by the Gamemaster publicly against taking such chances, and remind the character that the move would ordinarily have resulted in death, had it been real. In this case, the Gamemaster shall void the posts in question, modify the situation to reverse the extremely risky move, or shall otherwise modify the situation as to allow the character to continue to survive.

b) For the second Death Notice, the results shall be the same as for the first notice, however, there shall also be an email sent by the Gamemaster to the ship's CO, XO, and to the owner of the character, warning that the character has received two death notices, and that a third will result in actual character death.

c) For the third Death Notice, the Gamemaster shall rule the character has died as a result of his actions, and that character will be eliminated from the roster and their position. The CO of the ship shall have discretion as to whether to allow the person to create a new character on the same ship, and what position/rank that new character should hold on the ship.

d) In the event that it is the CO who is receiving Death Notices, the Fleet Commander shall be notified. In the event that the Fleet Commander receives such notices, the President shall be informed.

e) If a character has received no Death Notices in the past six months, but had received them prior to that six month period, all prior Death Notices will be erased from their record, and they shall have a clean slate to start from again.

f) If a member habitually receives Death Notices (more than 5 in a 6 month span), they may be ruled to be a suicidal character player by the Gamemaster Director or by the Fleet Commander of a fleet in which they serve. If a member is so classified, the limit for character death shall be one. Members may appeal a declaration of suicidal-tendency to the President. Such a declaration shall expire six months after the last death notice placed against a character controlled by that player.

g) The Gamemaster may not intentionally place a player into a situation where any action (including lack of action) would result in a death situation. Unlike the real world, there must be at least one morally acceptable way to get out. Violation of subsection g) is the only acceptable grounds for overturning the Gamemaster's ruling of a "death notice" in this case.

13. SPECIAL CIRCUMSTANCES

A Gamemaster or group of Gamemasters may choose to engage in a mission that explicitly spans multiple ships. In that case, they must obtain prior permission from the CO of all of the involved ships and all related Fleet Commanders. They will be required to notify the Gamemaster Director prior to the start of the mission. Should the mission involve three or more ships, they will be required to notify the President prior to the start of the mission.

Existing ships may petition the Gamemaster Director to be considered for Self-RPG status. To be considered, the ship's CO must provide viable reasons why his ship is suited for self-RPG status. He must also provide proof that guidelines are in place maintain a pleasant role-playing atmosphere. The petition will be granted with unanimous approval from the Gamemaster Director, appropriate Fleet Commander, and ship's CO. In the event that the Fleet Commander is also the Gamemaster Director, the CO is also the Fleet Commander, or the CO is also the Gamemaster Director, the approval of the President shall be required.

A CO may serve as Gamemaster of his own ship only with the prior consent of the Gamemaster Director and Fleet Commander. In the event that the Fleet Commander is also the Gamemaster Director, the CO is also the Fleet Commander, or the CO is also the Gamemaster Director, the approval of the President shall be required.

14. IMPLEMENTATION

Members who can demonstrate that they have already passed the Gamemaster Course as of the date of this Edict shall not be required to retake the course.

Members who can demonstrate that they previously GMed a ship for at least one complete mission prior to the original implementation of Training and Certification programs in Edict Spurlin #4 on 15 March 1999 will be considered licensed. They need not go through the licensing process again.

Members who can demonstrate that they participated in and were passed by a previous Training or Certification program will be considered licensed. They need not go through the licensing process again.

Members who are currently actively engaged in Apprenticeship training will continue their current training under the previous program. If they so choose, they may withdraw from the Apprenticeship program and elect to pursue either the Certification or revised Apprenticeship program described in this Edict. Members currently engaged as Gamemaster Mentors may continue until the end of the current mission regardless of their status as Full or Senior Gamemaster, but following the completion of the current mission will be bound by the requirements set forth herein.

Members who are recognized licensed Gamemasters under the terms of this Edict may petition the Gamemaster Department immediately for Senior Gamemaster status provided that they meet the requirements set forth herein.

Ships that are currently recognized as Self-RPG areas as of the date of this Edict by the Gamemaster Department shall retain that status. The ship's CO does not need to obtain reapproval.

COs who are currently authorized to serve as Gamemaster of their own ships as of the date of this Edict by Presidential Edict shall retain that status. The CO does not need to obtain reapproval.

This is done without prejudice, and both are eligible for future consideration for all positions.

Effective immediately, David Wonderly is promoted to the rank of Captain and assigned to the Atlantis as her Commanding Officer. Good luck David, and remember, Atlantis was once my ship... don't make me regret this. <grin>

Also effective immediately, Mike Bourdaa is not promoted to the rank of Admiral (which he already holds) and is assigned the duties of FComm-2. Thank you for your willingness to step in Mike, I appreciate it.

Due to real life time constraints, long time Dresden CO Adam St Clair is resigning from that position and taking an eLOA. Take care Adam, and I hope things work out soon so that you may return.

In the meantime, a new CO is needed. I'm pleased to annouce that Paul Jones (who has been back from *his* eLOA for quite some time and RPing on the Dresden) is assigned as the Dresden CO, effective immediately. I don't think a repromotion to captain is necessary, but if it is, consider it made. :)

An issue which has plagued me somewhat of late is that of demotions. Specifically, what rank does someone come back as after they resign.

It is my opinion that if someone AWOLs, they lose all right to their previous rank. Obviously, common sense should be used, and we shouldn't sit watching with a stopwatch waiting for them to AWOL. However, AWOL policies allow (at least implicitly) a captain to demote someone for AWOLing (if they even allow the person back; a captain has the right to have whoever they want [or not] on their ship per edict).

Further, if a person goes iLOA or eLOA, we don't penalize them, because they had the good sense to not just AWOL out. However, historically we've penalized people for 'resigning' from their positions (both RP and govt) by demoting them if they held a sufficiently high rank.

Deanne Ashton (I hope I spelled it right DD) was 'reinstated' as FCapt by Nick Lackie despite resigning as a Capt, and I think that was the right thing to do, and I'm not certain she came back as a commander (though I don't know for certain). In any case, it was the right thing to do in my opinion, and sets a possibly conflicting precedent.

Therefore, I would like to make the following official STF policy via edict:

A person who resigns or leaves STF on good terms by declaring an eLOA or iLOA for any length of time will retain their OOC rank upon return to active service. An admiral returns as admiral, commodore as commodore, fleet captain as fleet captain, and captain as captain. Note this does not affect the IC rank assigned on individual ships, which is COs (and possibly FComm) discretion depending on the rank.

A person who is declared AWOL by the president may be demoted to whatever rank is deemed appropriate. The higher the rank, the higher the standard to which they should be held.

All persons previously demoted because of the old policy, barring specific demotion edict, now hold the highest rank they achieved previously. A rank earned prior to archival of edicts will require a little more thought and research and mental recall. Otherwise, it should be straight forward. Since rank is not authority to weild power, merely recognition of service, it shouldn't be a big problem in any event.

There are those I know who disagree with this policy. I guess a future prez is free to reverse it. However, I feel it right and proper.

Why stop at two?

STF's most valuable asset is its members. Some members are always in high demand. Some COs will make room on a ship for certain members to roster a character. Others names come to mind when a GM is needed. One of those names is Deanne Ashton.

DD was my first XO. Not my first XO when I made CO... the XO of my first posting, the USS Futura (now Revelation) in Fleet 5 (now Fleet 6). She was also a member of my second ship, the USS Titania (now Endeavor) in Fleet 5 (still Fleet 5). :)

During my 3 1/2 years in STF, DD has served in many positions. She's been member, DH, XO, CO, GM, and cabinet member. Sure, she's resigned a time or two or... nevermind. We try not to hold that against her. <grin>

In all seriousness, DD has done a lot for this club. Not always in the spotlight, but she's been there nonetheless.

Several weeks or so back, I made a few promotions and said I wouldn't make any more. I lied. So did Bill Clinton, and nothing bad happened to him. And I wasn't even under oath at the time. <grin>

Therefore, I am proud to bestow the rank of Commodore upon Deanne Ashton. Congratulations Commodore.

You thought I was finished, huh? Well, I'm not! <grin> And lest people fear I'm just shoving stuff through at the last minute, this was processed through the EDept some time ago. Bret liked one part, Larry didn't, I did, it stays (for at least an hour). :)

1. SUPERCEDENCE OF PREVIOUS EDICTS

Edict Bourdaa #8 is hereby rescinded and superceded by this Edict.
Edict Bourdaa #16 is hereby rescinded and superceded by this Edict.

2. DESIGNER CLASSIFICATION

The original member who posts a design for a ship specification or technology, collectively known as "designs", in the Engineering Department will be recognized by the Engineering Department as Primary Designer.

The Primary Designer may name other members as either Primary Designers or Contributing Designers. A member who has contributed roughly the same amount to a design as any Primary Designer is eligible to be named a Primary Designer. Other members who have made substantial contributions to a design are eligible to be named Contributing Designers.

Any action taken by or required of the Primary Designer(s) will require unanimous action on their part, including but not limited to the appointment of Primary and/or Contributing Designers.

The first recognized Primary Designer of a design shall, should the design be approved, be recognized as Maintainer. Another Primary Designer may be named Maintainer upon notification of EDept after a unanimous vote of all Primary Designers. The Maintainer is responsible for any later upgrades to the design and for other maintenance duties as required by the Engineering Department.

A designer may relinquish ownership of a design at any time by notifying Engineering Department of said intent.

3. DESIGN SUBMISSION AND APPROVAL

All designs submitted to the Engineering Department will remain the Intellectual Property of the Primary Designer(s). By submitting a design to the Engineering Department, the Primary Designers agree that should it be approved, STF will be granted full license to utilize the design in the manner it sees fit, including, but not limited to, commissioning ships of that design. Designers may incorporate already approved technologies into their designs provided that proper credit is given to the original designer. Neither STF nor other designers receive license to create a revised successor to the design without the prior permission of the Primary Designer(s).

The Engineering Department is granted authority to make non-substantive changes to the official copy of an approved design. The Engineering Department is not granted authority to make substantive changes to the official copy of an approved design without the prior express consent of all Primary Designers.

The approval criteria shall be determined by the Engineering Director, except in the event that Engineering Director is a recognized designer of the design to be approved. In that event, the design must be approved by a majority of a three (3) member panel, consisting of the Assistant Engineering Director, the Dock Master, and a third member to be appointed by the President.

4. DESIGN UPGRADE

In the event that a Primary Designer wishes to supplant a design already approved with a revised version, the revised version must be approved by the Engineering Department as any other design. Should the revised version be approved, the previous version will automatically be removed from the approved design list. The consent of all Primary Designers is necessary for a revised version to be submitted.

5. DESIGN INHERITANCE

Should the Maintainer leave STF, the remaining Primary Designers shall decide amongst themselves which of them will be recognized as Maintainer.

Should there be no Primary Designers remaining in STF, the Contributing Designers shall decide amongst themselves which of them will be recognized as Primary Designer and Maintainer.

Should there be no Contributing Designers remaining in STF, the Engineering Department shall assume provisional Maintainer authority over the design. The Engineering Department is not authorized to make substantive changes to a design over which it has provisional Maintainer power.

Should a design be under the provisional Maintainer authority of the Engineering Department and not retired and one of the Primary Designers returns to STF, he will resume full Primary Designer and Maintainer status on the design. Should the design have been retired, the design shall remain retired.

6. DESIGN TERMINATION

The Engineering Department may retire from service any design over which it has provisional Maintainer authority. The Engineering Department may retire from service any design upon 90 day notification of the Maintainer and public post in the Engineering Department should the design meet any of the following criteria:

* The design is not currently in use and has not been for at least 60 days.
* The design becomes directly contradicted by canonical sources.
* The design is not updated in a timely manner when required by the Engineering Department.
* The design is determined to be extraneous and unnecessary, grossly overpowered, or grossly underpowered by the Engineering Department in consultation with the President.


7. IMPLEMENTATION

Designers of all designs currently approved by the Engineering Department are required to decide amongst themselves which of them shall have Maintainer, Primary Designer, and Contributing Designer status within 30 days of this Edict and notify the Engineering Department promptly. Failure to do so will result in the Engineering Department selecting a single designer as both Maintainer and Primary Designer. Should failure to act result in Engineering Department assignments, the assignments may be amended via the dispute mechanism below.

Should the designers of a design currently approved by the Engineering Department not be willing to accept these terms, they may request that their design be retired from service and removed from STF, provided that 90 day notification is given to the Engineering Department and the President.

8. DISPUTES

Should a dispute arise as to the status of a design or designer, the dispute shall be mediated by the President. The decision of the President shall be considered final.

Proposed TOS

Star-Fleet ("STF") is a membership based role play game hosted at www.star-fleet.com and related resources maintained by STF. Your use of this service and continued membership is subject to your agreement to the following terms and conditions. STF ("we") wants each visitor to STF ("you") and members of STF ("members") to have a safe and enjoyable experience, so we have established the following terms and conditions so that all parties know what to expect from each other. By using STF you agree to and are bound by the terms set forth herein. We may make changes to STF, these Terms of Service, or the policies and conditions that govern the use of STF at any time. We encourage you to review these terms periodically for any updates or changes. Your continued access to STF shall be deemed your acceptance of these changes and the reasonableness of these standards for notice of changes.

YOUR CONDUCT

Any conduct by you that in our sole discretion restricts or inhibits any other party from using or enjoying STF will not be permitted. You agree to use STF only for lawful purposes. These Terms of Service constitute the entire agreement between us (you and us) and govern the use of STF. You also may be subject to additional terms and conditions that may apply when you use affiliate services, third-party content or third-party software. Information you give us will be made available to other members (some or all) on the understanding that they do not abuse this information. Although we do not accept liability for the actions of these members we will take action against them if we feel they have violated our Terms of Service or the law. The severity of such action will be decided by the club president or in his/her absence Vice President and his/her decision will be final.

ADDITIONAL SPECIFIC TERMS OF SERVICE

The following actions are specifically banned and breach of these rules may result in disciplinary action, which may include a temporary or permanent ban from the club, or the withdrawal of some of all of the services we provide. In all cases the decision of the club president or his appointed representative shall be final.

The following actions, in addition to those described elsewhere in this document are specifically prohibited within the club:

1) Collection of e-mail addresses for unsolicited mailings (spam). Such mailings include but are not limited to:

I) Advertising for other RPG services
II) Any form of advertising
III) Dissemination of patently obscene or illegal material

Should you contact any member or former member of STF for any reason using an email address obtained from the club you must if asked (by them) cease contact with them using that email address or any other mode of contact derived from STF.

2) Harassment of any STF members or former members.Violation of any or all of these policies can lead to penalties, including but not limited to removal from STF and banning from its servers and related resources. STF is, furthermore, at liberty to contact your Internet Service Provider (ISP) with complaints regarding the violation of these guidelines if such action is determined to be necessary. Any illegal activity will be reported to appropriate law enforcement officials.

STF reserves the right to alter this agreement at any time without prior notice, as well as the right to set and enforce penalties for violations of these policies, which are to be determined solely by STF. In all cases the decision of the current club president will be final.

Where the circumstances require, the singular shall refer to the plural, the plural the singular, and the use of any gender shall be applicable to all genders. These Terms of Service are severable such that the invalidity or unenforceability of any provision hereof shall not affect or impair the validity or enforceability of the remaining provisions.

Ok, one last promotion. I was going to leave it for someone else to do, but decided I wanted to do it myself.

Dustin Bukowski has done a stellar job as vice president & FComm 5. I know, some of you don't like how he's handled certain things, but it is my opinion that everything he's done for Star-Fleet has been done with the best of intentions and for the right reasons. Regardless, he's done an outstanding job as FComm 5 (I speak as his subordinate and his boss), and has worked closely with me these past 8+ months on STF policy. Knowing that I picked someone with the initiative to actually act rather than just passively wait for STF to pass him by... well, it confirms for me that I made the right choice.

For service above and beyond the call of duty, I am happy to promote (past me even... grrr) <grin> Dustin Bukowski to the rank of Fleet Captain. Congratulations Dustin.
